APPROVAL OF CONSENT CALENDAR:
A. EMERGENCY STORM DRAIN PROJECTS
1. Repair of the Tarapaca Storm Drain (Dragoo)
Recommendation:
Review and reconfirm by a four/fifths (4/5) vote, the
Council’s previous action on December 21, 2004 to authorize staff to conduct an
informal bid process to repair the Tarapaca Storm Drain.
2. Interim Improvements to Barkentine/Seacove and Other Miscellaneous Drainage
Improvements (Dragoo)
Recommendation:
Review and reconfirm by four/fifths (4/5) vote, the Council’s
previous action on October 18, 2005, to authorize staff to conduct an informal bid
process to construct interim improvements to Barkentine/Sea Cove and other
miscellaneous drainage improvements.
3.Notice of Completion for the Repair of Four Storm Drains (Dragoo)
Recommendation:
Accept the work as complete.
4. Pontevedra Emergency Storm Drain Repairs (Dragoo)
Recommendation:
Review and reconfirm by a four/fifths (4/5) vote, the
Council’s previous action on December 6, 2005 to authorize staff to conduct an
informal bid process to repair the Pontevedra storm drain line.

5. Motion to Waive Full Reading
Recommendation:
Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
6. Approval of the Minutes (Petru)
Recommendation:
Approve the minutes of August 16, 2005 and September 6,
2005.
7. Appointment of a Board Member to the Miraleste Recreation and Parks District
(Petru)
Recommendation:
Appoint Dr. David Feldman to the Miraleste Recreation &
Parks District board until December 2009.
8. Adoption of Ordinance No. 433 – Generally Requiring Members of City
Commissions and Committees to be Residents of the City, and Amending the
Rancho Palos Verdes Municipal Code (Petru)
Recommendation:
ADOPT ORDINANCE NO. 433, “AN ORDINANCE OF THE

9. Border Issues Status Report (Fox)
Recommendation:
Review the current status of border issues and provide
direction to Staff, as appropriate.
10. Gifts for Parks (Waters)
Recommendation:
Accept the Gifts for Parks donations and direct staff to
prepare letters for the Mayor’s signature expressing the Council’s thanks and
appreciation.
11. Grant Agreement Between the City and the California Department of Fish and
Game (Rojas)
Recommendation:
ADOPT RESOLUTION NO. 2006-__, THEREBY
ACCEPTING A GRANT OF $100,000, AND ALL TERMS AND CONDITIONS
THEREOF, ON BEHALF OF THE PALOS VERDES PENINSULA LAND
CONSERVANCY (PVPLC) TO PERFORM BASELINE STUDIES REQUIRED
FOR DEVELOPMENT OF THE NCCP PRESERVE HABITAT MANAGEMENT
PLAN; 2) Execute an amendment to the existing Forrestal Management
Agreement between the City and PVPLC to ensure that the PVPLC performs the
work in accordance with the DFG-approved scope of work, budget and time
frame; and 3) ADOPT RESOLUTION NO. 2006-__, THEREBY APPROVING A
BUDGET ADJUSTMENT TO ALLOW THE $100,000 IN GRANT MONIES TO
BE PAID TO THE PVPLC THROUGH THE CITY.
12. Contract Renewal for Geotechnical Consulting Services (Rojas)
Recommendation:
Authorize the Mayor and City Clerk to execute the proposed
agreement with Zeiser Kling Consultants, Inc. to provide geology and
geotechnical engineering consulting services on an as-needed basis to the City
for an additional two years.
13. November 2005 Treasurer’s Report (McLean)
Recommendation:
Receive and file the November 2005 Treasurer’s Report for
the City of Rancho Palos Verdes.
14. December 2005 Treasurer’s Report (McLean)
Recommendation:
Receive and file the December 2005 Treasurer’s Report for
the City of Rancho Palos Verdes.
15. Register of Demands (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2006-__, A RESOLUTION OF

Recommendation:
Receive and file report on the City’s current review
procedures for site drainage on new construction projects.
19. Consider Changes to Westside Pilot Area Border Streets (Ramezani)
Recommendation:
Consider possible trash and recycling day changes to
Westside pilot area border streets, and direct staff to implement needed
changes.
20. Residential Solid Waste Contract Options (Ramezani)
Recommendation:
1) Consider the different residential solid waste contract
renewal or extension options; and 2) Direct staff and the Residential
Trash/Waste Hauling Contract Ad Hoc Committee to take appropriate action.
21. CLEEP Fund Expenditure Request (Petru)
Recommendation:
Approve the recommendation from the Regional Law
Enforcement Committee for CLEEP (California Law Enforcement Equipment
Program) grant fund expenditures requested by the Lomita Sheriff’s Station.
