CONSENT CALENDAR
1. Tarapaca Storm Drain (Allison)

Recommendation:
Review and reconfirm with a 4/5 vote, the City Council’s
action on December 21, 2004, to authorize staff to conduct an informalbid
process to repair the Tarapaca Storm Drain.
REGULAR NEW BUSINESS:
2. City Advisory Boards (Petru)
Recommendation:
1) Appoint a chair for the Equestrian Committee; 2) Make an
appointment to the Planning Commission to fill the vacancy left by the
resignation of Susan Cote; said term of office until March 2006; and, 3) Appoint
one additional member to the Traffic Safety Commission, with a two year term of

3. Girls’ Softball Fields (Petru)
Recommendation:
1) Approve the development of two girls’ softball fields at
Upper Hesse Park; 2) Decide to leave Ryan Park in its current configuration to
accommodate some of the recreation uses displaced from Upper Hesse Park;
and 3) Direct staff to negotiate financing arrangements with the Palos Verdes
Peninsula Girls Softball League to construct the fields at Upper Hesse Park.
4. Upper Point Vicente Park Civic Center (Waters)
Recommendation:
Approve conceptual plan for Upper Point Vicente Park; or
direct staff to develop a process to assist the Council in developing a plan.
5. Parks, Recreation and Open Space Strategic Plan (Waters)
Recommendation:
Approve the updated Open Space, Planning and Recreation
and Parks Strategic Plan, which would replace the 1989 Parks Master Plan, and
serve as a guiding document for the future of recreation and open space in
Rancho Palos Verdes.
6. Update of the Conceptual Trails Plan (Petru)
Recommendation:
Direct staff to: 1) Redraft the Conceptual Trails Plan into a
document that is more reader-friendly and usable by the City and the public; and
2) Prepare a status report.
7. RPV Cable Television Channel 33 (Evans)
Recommendation:
Approve policies and procedures for production,
programming and operation of RPV Cable Television Channel 33.

Based on the following existing facts and circumstances, a point has been
reached where, in the opinion of the City Council, based on the advice of its legal
counsel, there is a significant exposure to litigation against the City. The facts
and circumstances that might result in litigation are related to the enforcement of
a decision to trim or remove foliage located at 28531 Palos Verdes East and the
payment for the trimming or removal of the vegetation.
