RANCHO PALOS VERDES CITY COUNCIL
Regular Meeting
March 19, 1974
The meeting was called to order at 7:45 p.m. at Ridgecrest Intermediate School,
28915 Northbay.Road. Following the Pledge of Allegiance to the Flag, roll call
was answered as follows:
PRESENT: Councilmen Gunther Buerk, Francis D. Ruth, Robert E. Ryan
and Mayor Marilyn Ryan
ABSENT: Councilman Ken Dyda
Councilman Dyda arrived at 8:15 p.m. and was present throughout the remainder
of the meeting.
Also present were City Manager Leonard G. Wood, City Attorney Glenn Watson,
Planning Director Sharon Hightower and Deputy City Clerk Doris Brown.
MINUTES APPROVAL
It was moved by Councilman Buerk, seconded by
Councilman Ryan and carried, that the Minutes
of March 5, 1974, March 6, 1974, March 11, 1974
and March 12, 1974 be approved as distributed.
CITY NAME CHANGE In response to the Mayor's call for audience
(501) questions, Mrs. Ann Richardson, 30823 Cartier
Drive, and Mr. Fred L. Eaton, 30615 Cartier
Drive, spoke of the petitions being circulated
requesting a name change for the City. It was indicated that the City Attorney
would confirm by letter the statutory requirements.
YOUTH RECREATION Councilman Ryan announced that Larry Zamos had
ADVISOR (1705) been chosen by the City Council to work with
the Council Committee on Recreation, composed
of himself and Mayor Ryan, as a special recrea-
tional advisor on organized youth activities,
particularly to assist in finding temporary fields for such activities as Little
League and soccer.
PUBLIC HEARING Hearing was opened on Resolution No. 74 -18, a
EDISON FRANCHISE resolution of intention to grant an electric
ORD. 28 (6 0 5 x 16 01) franchise in the City to Southern California
Edison for an indeterminate period pursuant to
the Franchise Act of 1937. The Clerk reported
notice of the hearing was posted in three
public places on February 22, 1974, published in the Palos Verdes Peninsula News
on March 3, 1974, with affidavits thereto on file, and that no written protests
had been filed. There being no response to the Mayor's call for protests or
testimony, the hearing was declared closed.

AND PLACES WITHIN THE CITY OF RANCHO PALOS VERDES. It was moved by Councilman
Buerk, seconded by Councilman Ruth and unanimously carried that further reading
be waived and the ordinance be passed to second reading.
ORD. 25 - ZONING ORDINANCE NO. 25 OF THE CITY OF RANCHO PALOS
ORD. AMEND. RE . VERDES PROVIDING FOR CERTAIN LAND USES UNDER
LAB USE (18 1) CONDITIONAL USE PERMITS AND AMENDING THE INTERIM
ZONING ORDINANCE AND ORDINANCES NO. 16 AND
NO. 16U OF THE CITY OF RANCHO PALOS VERDES was
read by title, first reading having been given
on March 5, 1974. On motion of Councilman Ruth, seconded by Councilman Buerk,
further reading was waived and the ordinance was adopted on the following roll
call vote:

ORD. 23 - INTERIM ORDINANCE NO. 23 OF THE CITY OF RANCHO PALOS
ZONING EXCLUSIONS ( 18 01 ) VERDES REMOVING CERTAIN PROPERTY FROM THE

Councilman Dyda arrived at this point and was present throughout the remainder of

ORD. 26 ORDINANCE NO. 26 OF THE CITY OF RANCHO PALOS
CONDOMINIUMS (1 8 0 4) VERDES RELATING TO RESIDENTIAL CONDOMINIUMS
AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL
CODE was presented for adoption, first reading
having been given on March 5, 1974.
Mike Kochan, representing Palos Verdes Properties, presented a letter requesting
that action on the ordinance be delayed for a study of particular sections. Don
Owen, representing Cayman Development, concurred with the need for the ordinance
but joined in the request to defer action to the next regular meeting.
It was moved by Councilman Buerk, seconded by Councilman Ruth and carried, that
action be postponed and the Condominium Subcommittee work with the developers on
the suggestions proposed and report their recommendation back to the City Council.
ORD. 27 ORDINANCE NO. 27 OF THE CITY OF RANCHO PALOS
BUSINESS LICENSING (2 02) VERDES LICENSING THE TRANSACTION AND CARRYING
ON OF CERTAIN BUSINESSES, TRADES,? PROFESSIONS,
CALLINGS AND OCCUPATIONS FOR THE PURPOSE OF

RAISING MUNICIPAL REVENUE, PROVIDING A PENALTY FOR VIOLATION THEREOF, RENUMBERING
CERTAIN SECTIONS AND AMENDING THE MUNICIPAL CODE, was presented for adoption, first
reading having been given March 5, 1974.
The City Manager explained the difference between flat rate, per employee, and
gross receipts methods for licensing businesses and indicated this ordinance,
based on gross receipts, was based on a model ordinance prepared by the League
of California Cities Committee on Revenue and Taxation and one that is followed
by most cities. He then presented to the Council letters filed by various
individual businesses, the Golden Cove Merchants Association, and the Palos
Verdes Peninsula Chamber of Commerce requesting a two -week delay so that the
business community could study the ordinance more closely.
After hearing comments from John C. Gonzales, Palos Verdes Peninsula Chamber of
Commerce; Robert Pettengill, Golden Cove Merchants Association; Richard E. Young,
Palos Verdes Cable TV; Willis E. Urick, Jr., Hughes Markets; and Alan N. Halkett,
representing Dayton - Westfield, it was the decision of the City Council to delay
adoption of the ordinance until the next regular meeting and to direct the. City
Manager to set up a meeting with representatives of the business community and
a Council committee. It was suggested also that the businesses in Miraleste be
contacted.
RECESS At 9:25 p.m., a five - minute recess was declared.
The Council reconvened at 9:35 p.m., with all
Council members present.

AS AMENDED DECEMBER 17,
1973, was presented and
reviewed for the City Council
in detail by
the Planning
Director.
Following a few minor corrections, the resolution was read by title, further
reading waived, and unanimously adopted, on motion of Councilman Dyda, seconded
by Councilman Ryan.
The ad hoc Environmental Assessment Committee was extended on motion of Council-
man Dyda, seconded by Councilman Ruth and carried, with the understanding that a
resolution creating and naming the members would be brought back to the Council.
ORD. 29U The Planning Director presented a proposed
SUBDIVISION ordinance declaring a moratorium on certain
MORATORIUM (14 0 9 ) permits and on the processing or approval of
subdivision maps. Following corrections to the
draft, the ordinance was read by title as fol-
lows: ORDINANCE NO. 29U OF THE CITY OF RANCHO
PALOS VERDES DECLARING A MORATORIUM ON CERTAIN PERMITS , ON THE PROCESSING OR
APPROVAL OF TENTATIVE MAPS, FINAL MAPS OR PARCEL MAPS AND AMENDING ORDINANCE
NO. 16U AND DECLARING THE URGENCY THEREOF.
On motion of Councilman Ryan, seconded by Councilman Dyda, further reading was
waived and the ordinance was adopted as an urgency ordinance on the following
roll call vote:

RES . 74 -29 The Planning Director presented a report regard -
PARK BOND ACT ( 9 0 2 x 12 01) ing the 1974 State Park Bond Act (Proposition 1)
and recommended that the Council endorse the
priorities and funding plan, noting that it
would not imply endorsement of Proposition 1.
RESOLUTION NO. 74 -29 OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ENDORSING THE METHOD OF ESTABLISHING A PRIORITY LIST OF EXPENDITURES AND THE
DISTRIBUTION OF FUNDS FROM THE STATE BEACH, PARK, HISTORICAL AND RECREATIONAL
FACILITIES BOND ACT OF 1974 was read by title, further reading waived, and
unanimously adopted on motion of Councilman Dyda, seconded by Councilman Ryan.
GOLF COURSE (1 2 0 1) The Planning Director presented a recommenation
from the Planning Advisory Committee for endorse-
ment of the plan presented by the County Parks
and Recreation Department for the Los Verdes
Golf Course and its implementation.
On motion of Councilman Ryan, seconded by Councilman Dyda and carried, the City
Council concurred with the Planning Advisory Committee recommendation and requested
that a copy of the endorsement be forwarded to Supervisor Hayes.
GAS PRICE Council considered a draft of an ordinance to
POSTING require the posting of gasoline prices but with-
held action pending notification to station owners
in the City and checking with the Southern Cali-
fornia Association of Governments Energy Committee regarding proposed state and
county legislation.
ORD. 30 - TAX. ORDINANCE NO. 30 OF THE CITY OF RANCHO PALOS
ASSESSING AND VERDES TRANSFERRING ASSESSMENT AND TAX COL -
COLLECTION DUTIES (1501), LECTION DUTIES TO THE LOS ANGELES COUNTY
ASSESSOR AND TAX COLLECTOR AND AMENDING THE
RANCHO PALOS VERDES MUNICIPAL CODE was read by
title, further reading waived, and passed to
second reading, on motion of Councilman Dyda, seconded by Councilman Ryan, and
unanimously carried.
Councilman Dyda asked the Manager to arrange a meeting with the Tax Assessor for
him regarding a review of assessment practices.

Session to discuss a personnel matter on

GOALS COMMITTEE (7 01)
RESOLUTION NO. 74 -30 OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VE RDE S ESTABLISHING
THE GENERAL PLAN GOALS COMMITTEE was read in
full, further reading waived and adopted, on
unanimous motion of Councilman Dyda, seconded
by Councilman Buerk.
The Mayor announced the Council's intent to name the members of the Goals Com-
mittee the following day and also the Council's intent to appoint Barbara Hein
to the Planning Advisory Committee.
FURTHER AUDIENCE
QUESTIONS
Bob Marohn requested enforcement of any provi-
sions to deal with itinerant peanut vendors on
Palos Verdes Drive West and South; John McTaggart
spoke regarding condominiums and gas prices.
COUNCIL COMMENTS Mayor Ryan noted that there would be an Institute
for Mayors and Councilmen conducted by the
League of California Cities in Monterey in the
coming months and also commented on proposed
legislation regarding membership on Local Agency Formation Commissions.
Regarding coastal zone plans, Councilman Buerk indicated the League of California
Cities had mentioned a third draft and requested the Planning Director to attempt
to secure a copy.
EXECUTIVE SESSION At 11:30 p.m., Council adjourned to Executive
Session to discuss a personnel matter, on motion
of Councilman Dyda, seconded by Councilman Ryan,
and carried. Council reconvened at 12:55 a.m.,
with the same Council members present.
ADJOURNMENT The meeting was adjourned at 12:56 a.m., on
motion of Councilman Dyda, seconded by Council-
man Ryan and carried, to March 26, 1974, 7:30 p.m.,
in the City Offices, for a study session on the
General Plan Goals Committee to which the to -be -named Committee members will be
invited. It was indicated further by the City Council that they would plan to
meet in study session again on March 27, on the subject of streets.
