A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
AMENDING RESOLUTION 2005 -53, THE BUDGET APPROPRIATION FOR FY05 -06, TO
INCREASE THE GENERAL FUND BUDGET FOR ADDITIONAL GEOLOGIC CONSULTANT
SERVICES.
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all
expenditures in excess of budgeted allocations must be by supplemental appropriation of the City
Council;
WHEREAS, on November 15, 2005, the City Council of the City of Rancho Palos Verdes,
adopted Urgency Ordinance No. 427U, which established a 60 -day moratorium on the processing and
issuance of City permits in the area of the City's Landslide Moratorium Area outlined in blue. In addition,
the City Council directed the City Geologist to collect geological data to determine whether construction in
the Blue Area is safe in light of the newly observed cracks on Dauntless Drive. Ordinance No. 472 U was
extended to allow additional time for the City Geologist to collect, review and evaluate GPS data and
prepare a report to the City Council. After the City Geologist's report was submitted to the City Council,
the City Council extended Urgency Ordinance No. 427U a second time so that the City Council and the
public would have adequate time to review the report from the City's Geologist;
WHEREAS, on April 18, 2006, the City Council adopted an urgency ordinance that imposed a
temporary moratorium (until June 30, 2006) on City permits for minor projects, including additions up to
600 sq. ft., and garages in the "red area" (moratorium ordinance exception categories H and L) and new
structures and additions in the "blue area" (moratorium ordinance exception category K). The purpose of
this action was so that the Council could receive additional information from the City's geologic
consultants and review the geologic data that has been presented to the City Council from a variety of
sources at a public workshop. The City Council selected Saturday, June 3, 2006 as the date of the
workshop.
WHEREAS, a budget increase in the General Fund is necessary to cover the cost of the
additional staff services provided by the City's geologist (Zeiser Kling Consultants Inc.) and additional
geologic experts in response to the City Council's directives related to the current Landslide Moratorium
Area geologic study.
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES:
Section One. The following increase be made to the General Fund FY05 -06 budget:
Planning, Building and Code Enforcement #101- 4002 - 441 -32 -00 $50,000
