Approval of the Minutes (Petru) Recommendation: Approve the minutes of July 18, 2006 and October 17, 2006. 4. Claim Against the City by Moon Oh (Park) Recommendation: Reject the claim and direct staff to notify the claimant. 5. Claim Against the City by Ara Boyajian (Park) Recommendation: Reject the claim and direct staff to notify the claimant. 6. Channel 33 Workshop (Petru) Recommendation: Set the date of Saturday, January 27, 2007 starting at 9:00 A.M. at the Point Vicente Interpretive Center for a workshop on Channel 33. 7. Hesse Park Wall Waterproofing (Bell) Recommendation: Award a construction contract to Kronos Painting, Inc. for the waterproofing of the northeastern wall of the Hesse Park Community Center and provide an additional amount of $10,000 for unforeseen conditions. 8. Hesse Park Restroom ADA Compliant Remodel (Bell) Recommendation: Award a construction contract to Creative Home Interiors, Inc. for the remodel of the restrooms at Hesse Park Community Center to make them ADA compliant and provide an additional amount of $10,000 for unforeseen conditions. 9. Mayor's Appointment of City Council Members to Intergovernmental Organizations and Associations (Petru) Recommendation: Appoint the members of Council to the various intergovernmental organizations and associations. 10. City Advisory Board Recruitments (Petru) Recommendation: 1) Direct staff to conduct recruitments for the Traffic Safety Commission and Equestrian Committee in January/February 2007; 2) Tentatively schedule interviews for the Traffic Safety Commission and Equestrian Committee between 6:00 P.M. and 7:00 P.M. prior to the March 6 and 20, 2007 City Council meetings; and 3) Direct staff to conduct a recruitment for the Emergency Preparedness Committee in April 2007. 11. August 2006 Treasurer's Report (McLean) Recommendation: Receive and file the August 2006 Treasurer's Report for the City Council Agenda January 16, 2007 Page 2 of 6 City of Rancho Palos Verdes. 12. Acceptance of Two Easements that Cross the Terranea Property and Agree that these Easements Shall be Subordinate to the Easement for the Flowerfield Trail (Lynch) Recommendation: Accept Two Easements, One for Storm Drain Purposes and the Other for a Sewer Line, that Cross the Terranea Property and Agree that these Easements Shall be Subordinate to the Easement for the Flowerfield Trail. 13. Register of Demands (McLean) Recommendation: ADOPT RESOLUTION NO. 2007- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. PUBLIC HEARINGS: 14. Revision "BB" to the Trump National Golf Course - Request to Permit an "After - the- Fact" 70' Tall Flag Pole Located at the Back Tee of Hole #1 (Pfost) Recommendation: 1) Provide direction to Staff and the Applicant on the four alternatives being presented by the Applicant to allow the flag pole to remain in conjunction with a publicly accessible viewing area; and, 2) Continue the public hearing to a date certain to allow Staff and the Applicant additional time to prepare any necessary agreements and/or access easements and a Resolution approving this request. 15. Revision "DD" to the Trump National Golf Club Project (Pfost) Recommendation: 1) ADOPT RESOLUTION NO. 2007- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING ADDENDUM NO. 24 TO ENVIRONMENTAL IMPACT REPORT NO. 36,2) ADOPT RESOLUTION NO. 2007- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING GRADING PERMIT NO. 1541 TO ALLOW AN ADDITIONAL 3 -MONTH EXTENSION TO THE OPERATION OF THE GOLF COURSE AND DRIVING RANGE; and, 3) ADOPT RESOLUTION NO. 2007- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING THE PUBLIC AMENITIES PLAN TO ALLOW FOR A PUBLIC PUTTING GREEN IN THE CITY OWNED FOUNDERS PARK. 16. Code Amendment (Case No. ZON2004- 00265): Amendment to Various Sections of Title 17 (Zoning) to Regulate the Use of Cargo Containers on Public and Private Property [Continued from December 5, 2006] (Fox) City Council Agenda January 16, 2007 Page 3 of 6 Recommendation: Review Staff's proposed revisions to the Cargo Container Code Amendment (Case No. ZON2004- 00265) and the four (4) potential conflicts that they raise with other existing Code provisions, and provide direction to Staff to finalize the language of the amendment for introduction of the ordinance at a future date certain. REGULAR NEW BUSINESS: 17. Border Issues Status Report (Fox) Recommendation: Review the current status of border issues, and provide direction to Staff regarding draft comments on the EIR for the Ponte Vista project; and the draft letter to the Port of Los Angeles regarding the China Shipping project. 18. Third System Performance Audit of the 2000 Cable Television Franchise Agreement with Cox Communications (Petru) Recommendation: 1) Provide staff and Cox Communications with feedback regarding the third scheduled system performance audit of the 2000 Cable Television Franchise Agreement; and 2) Continue the performance audit, including the issue of whether to extend the initial term of the Franchise Agreement, for a period of 90 days to allow staff and the cable operator time to respond and bring the matter back for further consideration. 19. Extension of Moratorium on Certain Development Within the Entire Landslide Moratorium Area Outlined in Red and Blue Pending Review of Additional Information (Lynch /Rojas) Recommendation: ADOPT ORDINANCE NO. U, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES EXTENDING URGENCY ORDINANCE NO. 4270 AND URGENCY ORDINANCE NO. 4390 TO APRIL 23, 2007, THEREBY CONTINUING A MORATORIUM ON THE ISSUANCE OF CERTAIN PERMITS AND THE PROCESSING OF PLANNING APPROVALS IN THE LANDSLIDE MORATORIUM AREA OUTLINED IN RED AND BLUE ON THE LANDSLIDE MORATORIUM MAP ON FILE IN THE CITY'S PLANNING, BUILDING AND CODE ENFORCEMENT DEPARTMENT, AND DECLARING THE URGENCY THEREOF. 20. FY05 -06 Comprehensive Annual Financial Report and Independent Auditors' Report on Compliance and Internal Control (Downs) Recommendation: 1) Receive and file the following: the FY05 -06 Comprehensive Annual Financial Report of the City of Rancho Palos Verdes, and the Independent Auditors' Report on Compliance and on Internal Control over Financial Reporting; and 2) ADOPT RESOLUTION NO. 2007- , AMENDING RESOLUTION NO. 2006 -41, THE BUDGET APPROPRIATION City Council Agenda January 16, 2007 Page 4 of 6 FOR FY06 -07, TO INCREASE BUDGETED REVENUE IN THE GENERAL FUND. 21.
