1. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
2. Approval of the Minutes (Morreale)
Recommendation: Approve the Minutes of the March 18, 2008 Regular
Meeting; April 1, 2008 Regular Meeting; and, May 10, 2008 Adjourned Regular

3. Claim Against the City by Vivian Upegui (Gyves)
Recommendation: Reject the claim and direct staff to notify the claimant.
4. Border Issues Status Report (Fox)
Recommendation: Receive and file the current report on the status of border
issues.
5. Storm Drain Maps on Geographical Information System (GIS) (Vaish)
Recommendation: 1) Amend the professional services contract with Lenocker
and Associates to extend the scope of services and increase the existing
contract amount of $42,000 by a maximum additional amount of $52,800 for total
contract of $94,800; and, 2) Authorize the Mayor and City Clerk to sign the
amendment to the professional services contract documents with Lenocker and
Associates.
6. Additions to the Consolidated Loan between the City and Redevelopment
Agency for Expenses Incurred During FY07 -08 (Downs)
Recommendation: Receive and file this staff report, which provides information
regarding FY08 -09 loan additions to the Rancho Palos Verdes Redevelopment
Agency in the amount of $44,485 for expenses incurred by the City during FY07-
08. The Consolidated Loan Agreement dated December 1, 2003 authorizes the
loan additions.
7. Award Contract to CBM Consulting, Inc. for Professional /Technical Services
(Bell)
Recommendation: 1) Authorize the award of a contract to CBM Consulting, Inc.
for Professional /Technical Services up to $25,000 for assistance with a
temporary staffing vacancy in the Public Works Department, Maintenance
Superintendant position; 2) ADOPT RESOLUTION NO. 2008 - , A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, AMENDING RESOLUTION 2008 -47, THE BUDGET
APPROPRIATION FOR FISCAL YEAR 2008 -09, FOR A TRANSFER OF
$25,000 FROM THE GENERAL FUND TO THE PUBLIC WORKS
ADMINISTRATION PROGRAM; and, 3) Authorize the Mayor and City Clerk to
execute the Professional /Technical Services Agreement with CBM Consulting,
Inc.
8. Budget Adjustment for the Marilyn Ryan Sunset Point Park Dedication Ceremony
(Petru)
Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF

ADOPTING THE CITY'S 2008 LOCAL DEVELOPMENT REPORT (LDR) AND

CONGESTION MANAGEMENT PROGRAM (CMP) FOR LOS ANGELES
COUNTY.
11. Appeal of the Tree Maintenance Schedule for View Restoration Permit No. 203

Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF

THE APPEAL AND THEREBY AFFIRMING THE PLANNING COMMISSION'S
DECISION TO UPHOLD THE ANNUAL TREE TRIMMING MAINTENANCE

12. Marymount College Facilities Expansion Project (ZON2005- 00395) — Project
Status Update and Timeline (Mihranian)
Recommendation: Receive and file a status and timeline update on the planning
process for the Marymount College Facilities Expansion project.
13. Amendment to the Agreement to Purchase Additional Acreage to be included in
the Palos Verdes Nature Preserve (Rojas /Lynch)
Recommendation: Approve the Amendment to the Purchase and Sale, Option
and Donation Agreement and Joint Escrow Instructions, and authorize the Mayor

to execute the amendment on behalf of the City.
14. Re- Introduction of Ordinance No. 476 Prohibiting Reckless Use of Trails Within
the Palos Verdes Nature Preserve (Mihranian)
Recommendation: RE- INTRODUCE ORDINANCE NO. 476, AN ORDINANCE
OF THE CITY OF RANCHO PALOS VERDES, PROHIBITING RECKLESS USE
OF TRAILS WITHIN THE PALOS VERDES NATURE PRESERVE AND
AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.
15. Palos Verdes Drive East (PVDE) Bicycle Signs (Motahari /Bell)
Recommendation: 1) Approve the removal of the existing "Not Suitable for
Bicycles" signs on PVDE; and, 2) Approve the placement of "Winding Road,"
"Share the Road," and "Slow Bikes Keep Right" signs on PVDE at locations
determined by the City's Consulting Traffic Engineer.
16. Automatic License Plate Recognition (ALPR) System (Petru)
Recommendation: Authorize the use of California Law Enforcement Equipment
Program (CLEEP) funds and General funds to purchase one radio car fully
equipped with the Automatic License Plate Recognition (ALPR) software system,
to replace the Lomita Station's Radio Car "3 David," which serves the area
around Palos Verdes Drive East and Western Avenue, on a pilot program basis.
17. Traffic Safety Commission Mission Statement, FY 2008 -09 Work Plan, Size of
Membership and Frequency of Meetings (Motahari /Bell)
Recommendation: 1) ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
ESTABLISHING THE TRAFFIC SAFETY COMMISSION MISSION
STATEMENT, SIZE OF MEMBERSHIP, AND FREQUENCY OF MEETINGS;
and, 2) Approve the Traffic Safety Commission Work Plan for FY08 -09.
18. Possible Reduction in Planning Commission Membership (Rojas)
Recommendation: 1) Provide direction to Staff on whether the City Council
wishes to reduce the membership size of the Planning Commission; and, 2) If the
City Council wishes to reduce the membership size, initiate said reduction after
the City makes its final decision on the forthcoming Marymount College project.
19. Survey on Future Solidwaste Contract Priorities (Ramezani)
Recommendation: 1) Discuss Councilmembers' views of solidwaste
management priorities and complete the solidwaste survey; and, 2) Provide
direction to the Trash Subcommittee and staff.
20. Approval of Agreement with ADP — Outsourcing Payroll (Downs)
Recommendation: Approve the attached Major Accounts Agreement and
various addendums (the "Agreement ") for payroll and human resource
processing services to be provided by ADP, Inc. and authorize execution by the
City Manager.

21. League of California Cities Annual Conference — Voting Delegates and Alternates
(Morreale)
Recommendation: Appoint a second voting delegate alternate for the League of
California Cities General Assembly Business meeting on Saturday, September
27. 2008.
22. Workshop Meeting Schedule (Petru)
Recommendation: Select dates for the: 1) Follow -Up Team Building Workshop;
and, 2) Joint Workshop with the Traffic Safety Commission.
