Mayor Stern recommends the reordering of the agenda to begin with the following:
8. Organization -Wide Management Assessment Final Report (Perkins /Management
Partners, Inc.)
Recommendation: Review and comment on report findings, and direct staff to
develop an implementation plan to incorporate recommendations into Tactical
Goals, Budget Policies and operational processes.
CEREMONIAL: (Approximately 8:00 P.M.) Commendation of Susan Kurata and
JackiBacharach
MAYOR'S ANNOUNCEMENTS: This evening's meeting is dedicated in the honor of
Los Angeles Police Department SWAT Officer Randy Simmons, a resident of Rancho
Palos Verdes, who lost his life in the line of duty on February 7, 2008.

APPROVAL OF CONSENT CALENDAR:
A. EMERGENCY STORM DRAIN PROJECT
1. Mossbank Storm Drain Rehabilitation (Bell)
Recommendation: Review and reconfirm by a four /fifths (4/5) vote, the
Council's previous action on August 21, 2007, authorizing staff to proceed with
emergency repairs to the Mossbank Drive storm drain.

2. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
3. Approval of the Minutes (Morreale)
Recommendation: Approve the Minutes of the November 20, 2007 and
December 4, 2007 Regular Meetings.
4. 2007 Annual Report on the Implementation of the Rancho Palos Verdes
Housing Element (Mikhail)
Recommendation: Direct Staff to forward the City's Annual Progress Report on
the implementation of the Rancho Palos Verdes Housing Element for the 2007
calendar year to the Department of Housing and Community Development
(HCD).
5. 2006 -2007 Annual Report on the Implementation of the Rancho Palos Verdes
General Plan (Mikhail)
Recommendation: Direct Staff to forward the City's Annual Progress Report on
the implementation of the Rancho Palos Verdes General Plan to the State
Governor's Office of Planning and Research and to the Department of Housing
and Community Development regarding the status of the General Plan and the
progress on its implementation between July 1, 2006 and December 31, 2007.
6. Extension to Lease Agreement with Verizon Wireless Associated with the
Monopole at City Hall (Petru)
Recommendation: 1) Approve the Third Amendment to the Lease Agreement

with Verizon Wireless to extend the term of the agreement to June 30, 2009;
and, 2) Direct staff to bring back an amendment to the Lease Agreement with
AT &T Wireless prior to August 31, 2008 to extend the term of the agreement to
June 30, 2009.
7. Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.

9. Letter in Support of Senate Bill S.1499 (Fox)
Recommendation: Approve the letter to Senators Boxer and Feinstein
supporting the "Marine Vessel Emissions Reduction Act."
10. Lessons Learned: Channel 33 (Lehr)
Recommendation: Review the report findings, revise as necessary the policy
recommendations, and direct staff to incorporate guidelines into City Council
Policies, Administrative Manual and Channel 33 Policies for future adoption.
11. Water Quality and Flood Protection Program — Scope and Purpose of Oversight
Committee (McLean)
Recommendation: ADOPT RESOLUTION NO. 2008 -, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, TO
ESTABLISH THE SCOPE AND PURPOSE OF THE OVERSIGHT COMMITTEE
OF THE WATER QUALITY AND FLOOD PROTECTION PROGRAM.
12. Reprogramming Engineering Storm Drain Plan Funds (Bell)
Recommendation: 1) Replace the 2007 Tactical Goal Milestone #4 for the
Water Quality and Flood Protection Program (WQFP) to read: 1) "Advance the
City's four high priority storm drain projects including McCarrell Canyon, Storm
Drain Lining, Sunnyside Ridge, and the Tarapaca /25th Street Drainage projects
by engaging engineering design, through construction phase for McCarrell

Canyon, Sunnyside Ridge and Storm Drain Lining projects by December 2008"
and, 2) Authorize funds previously programmed for consultant funding associated
with milestone number four to be redirected to advance City Council priority
drainage projects including: McCarrell Canyon, Storm Drain Lining projects,
Sunnyside Ridge, and the Tarapaca /25th Street Drainage Projects.
