Approval of the Minutes (Morreale) Recommendation: Approve the Minutes of the February 19, 2008 Adjourned Regular Meeting. 3. Claim Against the City by Valerie Blitz (Gyves) Recommendation: Reject the late claim application and direct staff to notify the claimant. 4. Border Issues Status Report (Fox) Recommendation: Receive and file the current report on the status of border issues. 5. City Maintenance Contract Extensions (Still) Recommendation: Approve a one year contract extension for FY 08 -09 to Republic Electric for signal maintenance, Hardy & Harper for roadway maintenance, and Nationwide Environmental Services for street sweeping. 6. Professional Services Agreement for FY 2008 -09 and 2009 -10; National Pollutant Discharge Elimination System (NPDES) /Total Maximum Daily Load (TMDL) Implementation (Ramezani) Recommendation: 1) Award a professional services contract to John L. Hunter and Associates, Inc. (JLHA) for FY 2008 -09 and 2009 -10 for National Pollutant Discharge Elimination System (NPDES) for a not to exceed amount of $39,500 for FY 2008 -09, and $40,500 for FY 2009 -10; and up to $5,000 each fiscal year for unspecific services related to unanticipated events such as major sanitary sewer overflows, or new adopted rules and regulations based upon time and materials; and up to $8,500 annually for services related to Total Maximum Daily Load (TMDL) implementation; and, 2) Authorize the Mayor and City Clerk to execute an agreement with John L. Hunter and Associates, Inc. 7. Ginsburg Dolphin Statue Dedication Ceremony (Waters) Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2008 -49, THE BUDGET APPROPRIATION FOR FY 08/09 FOR A BUDGET ADJUSTMENT OF $14,000 TO THE CITY'S GENERAL FUND FOR A DOLPHIN STATUE DEDICATION CEREMONY AT SUNSET POINT PARK, HONORING THE GENEROUS DONATION OF DR. May 2008 Treasurer's Report (McLean) Recommendation: Receive and file the May 2008 Treasurer's Report for the City of Rancho Palos Verdes. 11. Annual Appropriation Limit for FY08 -09 (Downs) Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ESTABLISHING THE CITY'S APPROPRIATION LIMIT FOR FY08 -09. 12. City Investment Policy — FY08 -09 (Singer) Recommendation: Adopt and file the FY08 -09 investment policy for the City of Rancho Palos Verdes. 13. Register of Demands (McLean) Recommendation: ADOPT RESOLUTION NO. 2008 -_, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. City's Solid Waste Collection Contingency Plan (Ramezani) Recommendation: 1) Consider the City's proposed solid waste collection contingency plan for approval; and, 2) If approved, prepare a contract amendment to include the contingency plan in the City's residential solid waste contracts with USA Waste of California dba Waste Management of Los Angeles and Universal Waste Systems, Inc. City Council Agenda July 1, 2008 Page 3 of 5 15. Procedures for Bulk /Excess Green Waste Collection (Ramezani) Recommendation: 1) Review and approve the proposed procedure, process and cost for handling bulk /excess green waste; and, 2) If approved, prepare contract amendments to include the approved procedure, process and cost in the City's residential solid waste contracts with USA Waste of California dba Waste Management of Los Angeles, and Universal Waste Systems, Inc. 16. Committees and Commission Status Report (Lehr /Gyves) Recommendation: 1) Approve the Work Plan, Mission Statement, committee size, and frequency of meetings for the Equestrian Committee (Exhibit B) and Finance Advisory Committee (Exhibit C); and, 2) Receive an update on the Emergency Preparedness Committee and the Traffic Safety Commission and provide any further direction to staff. 17. Re- introduce a Code Amendment to Municipal Code Chapter 17.11, "Affordable Housing," Chapter 17.96, "Definitions," and Chapter 15.20, "Moratorium on Land Use Permits" (Pfost) Recommendation: RE- INTRODUCE ORDINANCE NO._, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING CHAPTER 17.11 (AFFORDABLE HOUSING), CHAPTER 17.96 (DEFINITIONS) AND CHAPTER 15.20, (MORATORIUM ON LAND USE PERMITS) OF THE CITY'S MUNICIPAL CODE TO CONFORM TO STATE DENSITY BONUS LAWS, TO IMPLEMENT CITY COUNCIL POLICY PERTAINING TO THE LOCATION OF FUTURE AFFORDABLE HOUSING UNITS, TO MAKE CHANGES TO THE SECTION PERTAINING TO AFFORDABLE HOUSING REQUIREMENTS FOR NOW RESIDENTIAL PROJECTS, AND TO PERMIT SECOND DWELLING UNITS IN THE PORTION OF THE LANDSLIDE MORATORIUM AREA THAT IS SERVED BY SANITARY SEWERS. 18. On- Street Parking of Oversized Vehicles (Dragoo) Recommendation: 1) Provide Staff with direction on how to proceed with the proposed ordinance as recommended by the Traffic Safety Commission on February 25, 2008, relative to parking controls for Oversized Vehicles on City streets, per the attached on- street parking restriction ordinance (Attachment A); 2) As an alternative, the City Council could defer action tonight and direct staff to bring this oversized vehicle parking issue back in August, when staff will present its research on restricting on- street overnight parking for all vehicles. This way, the Council can consider these related issues in a more comprehensive context; and, 3) A third alternative is for Council to direct staff to implement Recommendation No. 1 now, and to deal with any ramifications of on- street parking restrictions for all vehicles if such an ordinance is approved in the future. 19. Status Update of Lower San Ramon Canyon /Tarapaca — Flooding of 25th Street (Braatvedt) Recommendation: 1) Receive the update report of the status of Lower San City Council Agenda July 1, 2008 Page 4 of 5 Ramon Canyon /Tarapaca and the related flooding issues at 25th Street in the City of Los Angeles; and, 2) Direct staff to prepare a scope of work and to solicit qualified design firms for preliminary design of the Canyon Section.
