Motion to Waive Full Reading Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 2. Approval of Minutes (Morreale) Recommendation: Approve the Minutes of the April 5, 2011 Regular Meeting. 3. Contract Amendment for the Environmental Review of the Proposed Point View Agriculture, Golf Course and Event Garden Master Plan Project (Schonborn) Recommendation: Authorize the Mayor and the City Clerk to sign an amendment to the professional services agreement with PCR Services Corporation for an additional amount not to exceed $10,930 to complete the environmental review of the Point View Agriculture and Golf Course Master Plan Project on property located at 6001 Palos Verdes Drive South (known commonly as the Point View property), which will be paid for by the applicant (York Point View Properties, LLC). 4. Contract Amendment and Budget Adjustment to allow the City’s View Restoration Mediator’s Contract Limit to be Exceeded by $7,000 for Fiscal Year 2010-11 (Trester) Recommendation: 1) Authorize the Mayor and City Clerk to sign an amendment to the professional services agreement with Ms. Coleen Berg that allows the $40,000 annual contract cap for Fiscal Year 2010-11 to be exceeded by $7,000; and, 2) ADOPT RESOLUTION NO. 2011-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, APPROVING AN ASSOCIATED $7,000 BUDGET ADJUSTMENT TO THE DEPARTMENT’S PROFESSIONAL AND TECHNICAL SERVICES BUDGET FOR FY 2010-2011. 5. Adoption of Ordinance No. 521 – Amendment to the Recently Adopted Ordinance Regarding Adjustment to the Landslide Moratorium Boundary Line (Schonborn) Recommendation: ADOPT ORDINANCE NO. 521, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES,AMENDING THE PROCEDURE TO ADJUST THE BOUNDARY OF THE LANDSLIDE MORATORIUM AREA. 6. Crossing Guard Services for 2011-2012 School Year: Amendment to Contract with All City Management Services (Petru) Recommendation: Authorize the Mayor and the City Clerk to execute an amendment to the agreement with All City Management Services, Inc. (ACMS), City Council Agenda May 3, 2011 Page 2 of 5 for an amount not to exceed $17,260 to provide crossing guard services at Miraleste Intermediate School and Silver Spur Elementary School for the 2011- 2012 School Year. 7. Acceptance of a Maintenance Easement on the Parcel of Property that is Commonly Referred to as Abalone Cove Shoreline Park, which is owned by the Rancho Palos Verdes Redevelopment Agency (Lynch) Recommendation: 1) ADOPT RESOLUTION NO. 2011-__,A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AUTHORIZING THE CITY’S ACCEPTANCE OF A MAINTENANCE EASEMENT AGREEMENT REGARDING PROPERTY OWNED BY THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY; 2) Authorize the City’s acceptance of a maintenance easement over Abalone Cove Shoreline Park, which is owned by the Rancho Palos Verdes Redevelopment Agency; 3) Authorize the Mayor to execute the maintenance easement agreement on behalf of the City; and, 4) Authorize the City Manager to execute the certificate of acceptance on behalf of the City. 8. March 2011 Monthly Report of Cash Balances (McLean) Recommendation: Receive and file the March 2011 Monthly Report of Cash Balances for the City of Rancho Palos Verdes. 9.
