Montrose Settlements Restoration Program: Kelp Forest and Subtidal Reef Restoration (Waters) Recommendation: Authorize the Mayor to sign the draft letter of support for the Montrose Settlements Restoration Program’s Restoration Plan to restore lost fishing opportunities in and around the Palos Verdes Shelf through kelp forest and subtidal reef restoration. # # # # # # PUBLIC HEARINGS: 1. Revision “YY” to the Trump National Golf Course Project – Proposed Hedge (5 mins) (Pfost) Recommendation: Receive and file the Staff Report and the letter from the Trump Organization withdrawing their application for Revision “YY”, a proposed hedge at the western edge of the Driving Range. 2. Code Amendment – Minor Miscellaneous Amendments to Title 17 (Zoning) of (20 mins) the City’s Development Code (Case No. ZON2011-00023) (Mikhail) Recommendation: INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, THEREBY ADOPTING ADDENDUM NO. 2 TO A PREVIOUSLY ADOPTED NEGATIVE City Council Agenda November 1, 2011 Page 3 of 5 DECLARATION AND APPROVING MISCELLANEOUS “CLEAN-UP” CODE AMENDMENTS TO TITLE 17 (ZONING) OF THE CITY’S DEVELOPMENT CODE WHICH CLARIFY CODE LANGUAGE, REMOVE CODE LANGUAGE DISCREPANCIES, AND CODIFY EXISTING POLICY PROCEDURES AND/OR APPLICATION REQUIREMENTS. REGULAR NEW BUSINESS: 3. Marymount College – Parking Management Strategies / 30800 Palos Verdes (45 mins) Drive East (Mihranian) Recommendation: Affirm Staff’s current approach of utilizing Condition No. 158, which gives the Community Development Director and the Public Works Director the authority to require the College to implement necessary Parking Management Strategies, as a means to minimize street parking by students and visitors. 4. Updated NCCP Preserve Management Agreement between the City and the (20 mins) Palos Verdes Peninsula Land Conservancy (PVPLC) (Rojas) Recommendation: Authorize the Mayor to sign an updated Management Agreement between the City and PVPLC which clarifies the current on-going management responsibilities of each party. 5.IT Infrastructure Plan (McLean) (15 mins) Recommendation: 1) Approve the proposed Information Technology Infrastructure Plan; 2) Authorize the Mayor to execute the Microsoft Enterprise license and software assurance agreement included with the Information Technology Infrastructure Plan; 3) Authorize the purchase of the Dell virtual machine; and, 4) Authorize staff to proceed with a bid process to replace desktop computers. 6. City Council Policy No. 37: Naming Public Facilities and Placing of Monuments (20 mins) and Other Memorials (Petru) Recommendation: 1) Consider Councilman Wolowicz’ request to amend City Council Policy No. 37 to modify the period of time required before the City Council can consider naming a City facility after an individual from the current requirement of at least five (5) years following the person’s death to at least two (2) years; and, 2) Provide staff with any other specific direction concerning this policy.
