B. Approval of Minutes (Morreale) Recommendation: Approve the Minutes of the November 1, 2011 Regular Meeting. C. Notice of Completion for the FY2010-2011 Annual Sidewalk Repair Program (Jules) Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to file a Notice of Completion with the L.A. County Registrar-Recorder Office and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the Payment and Performance bonds; and, 3) Authorize the Director of Public Works to release the 10% retention payment in the amount of $9,495.12 to Rafael 26 Construction, Inc. 35 days after recordation of the Notice of Completion by the L.A. County Recorder contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond. D. Adoption of Ordinance No. 529 - Code Amendment – Minor Miscellaneous Amendments to Title 17 (Zoning) of the City’s Development Code (Case No. ZON2011-00023) (Mikhail) Recommendation: ADOPT ORDINANCE NO. 529, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, ADOPTING ADDENDUM NO. 2 TO A PREVIOUSLY ADOPTED NEGATIVE DECLARATION AND APPROVING MISCELLANEOUS “CLEAN-UP” CODE AMENDMENTS TO TITLE 17 (ZONING) OF THE CITY’S DEVELOPMENT CODE WHICH CLARIFY CODE LANGUAGE, REMOVE CODE LANGUAGE DISCREPANCIES, AND CODIFY EXISTING POLICY PROCEDURES AND/OR APPLICATION REQUIREMENTS. E. Renewal of Animal Control Services Contract (Pfost) Recommendation: Authorize execution of the 5-year renewal contract with the County of Los Angeles Department of Animal Care and Control for animal control services. Award Construction and Construction Management/Inspection Services Contracts for the Crest Road at Whitley Collins Drive Pedestrian Crossing Project (Jules) Recommendation: 1) Approve the construction plans and contract documents on file at the Public Works Department for the Crest Road at Whitley Collins Drive Pedestrian Crossing Project; 2) Award a construction contract to Traffic Development Services in the amount of $41,244 for the project; 3) Award a professional services contract to Willdan Engineering in the amount of $16,160 for project construction management and inspection services; 4) Authorize staff to utilize an additional 10% ($5,740.40) for contingency; and, 5) Authorize the Mayor and City Clerk to execute the agreements. H. Agreement Amendment: Skate Park and Dog Park Community Outreach and Site Analysis (Howe) Recommendation: Amend the term of the City’s current agreement with Mia Lehrer & Associates for public outreach and site analysis to consider both a skate park and a dog park on the Peninsula to extend the date from February 28, 2012 to April 30, 2012. # # # # # # PUBLIC HEARINGS: 1. Request to Extend Conditional Large Domestic Animal Permit No. 005 for an (20 mins) Additional Period of Five Years (Case No. ZON2011-00201) (Mikhail) Recommendation: 1) ADOPT RESOLUTION NO. 2011-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, THEREBY GRANTING A 5-YEAR EXTENSION OF CONDITIONAL LARGE DOMESTIC ANIMAL PERMIT NO. 005, THUS ALLOWING THE PONY CLUB, A REGISTERED 501(C)3 CORPORATION, TO CONTINUE TO KEEP 17 HORSES AT A PROPERTY LOCATED AT 2 WEST POMEGRANATE IN ORDER TO PROVIDE ITS MEMBERS WITH RIDING LESSONS, TRAINING AND EDUCATION PROGRAMS THROUGH THE YEAR 2016; and, 2) Provide Staff with direction on whether the City Council would like future extension requests to be acted upon solely by the City Council with no Planning Commission advisory review. REGULAR NEW BUSINESS: 2. Request for Waiver of the Application Fees for a Conditional Use Permit (10 mins) Revision, Variance Revision and Site Plan Review for the Property Located at 5504 Crestridge Road (Palos Verdes Art Center) (Mikhail) Recommendation: 1)Approve the Palos Verdes Art Center’s request to waive $7,102 in planning application fees related to proposed revisions to their previously approved renovation plans; and, 2) Determine whether to grant the City Council Agenda November 15, 2011 Page 3 of 5 Palos Verdes Art Center’s request for a waiver of fees up to $25,000, inclusive of the $7,102 fee waiver mentioned above, for any future planning application fees. 3. Employee Incentive Program Results for FY 10-11 (Downs) (15 mins) Recommendation: 1)Receive and file the Analysis of Accepted Suggestions prepared by attorney Mark Meyerhoff of Liebert Cassidy Whitmore dated October 20, 2011; and, 2) Authorize the City Manager to distribute, at her discretion, employee incentive payments from the FY10-11 merit program, as a result of employees identifying a total of $553,729 of new revenue and cost savings. 4. Professional/Technical Services Agreement for Services Regarding the (15 mins) Information Technology System (McLean) Recommendation: Approve the Professional/Technical Services Agreement for services regarding the Information Technology System between the City and Palos Verdes on the Net. 5. Appointment of Board Members to the Abalone Cove Landslide Abatement (10 mins) District (Morreale) Recommendation: Appoint up to three members, each to a full four-year term of office, to the Abalone Cove Landslide Abatement District Board until November 2015. 6. Conservation Easements in Favor of the Palos Verdes Peninsula Land (10 mins) Conservancy that are to be Recorded Against City-Owned Properties within the Palos Verdes Nature Preserve (Lynch/Rojas) Recommendation: Approve the form of the Conservation Easement and authorize the Mayor to execute the Conservation Easement on behalf of the City.
