1. Motion to Waive Full Reading

Recommendation:
Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
2. Approval of the Minutes (Morreale)
Recommendation:
Approve the Minutes of the March 2, 2010 Regular Meeting;
March 16, 2010 Regular Meeting; and March 19, 2010 Special Meeting.
3. Power Generator System Installation Project at Pt. Vicente Interpretive Center &
Hesse Park (Motahari)
Recommendation:
1) Approve the plans and specifications for the subject
project; 2) Award a construction contract for Power Generator System
Installation at Point Vicente Interpretive Center (PVIC) and Hesse Park to R & H
Industries dba Best Electric in the amount not to exceed $139,465 for the total
base bid and authorize staff to spend an additional 10% ($13,946) for potential
change orders which may result from unforeseen conditions for a total
authorization of $153,411; and, 3) Authorize the Mayor and City Clerk to execute
the construction contract with Best Electric.
4. Approval of a Budget Adjustment for the Preparation of an Environmental Impact
Report (EIR) for the Zone 2 Landslide Moratorium Ordinance Revision (Planning
Case No. ZON2009-00409) (Fox)
Recommendation:
ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
AMENDING RESOLUTION NO. 2009-40, THE BUDGET APPROPRIATION
FOR FY 2009-10, TO PAY FOR THE COST OF THE EIR PREPARATION
FROM THE CITY’S GENERAL FUND.
5. Crossing Guard Services for 2010-2011 School Year: Amendment to contract
with All City Management Services (Petru)
Recommendation:
Authorize the Mayor and the City clerk to execute an
amendment to the agreement with All City Management Services, Inc. (ACMS),
for an amount not to exceed $17,767 to provide crossing guard services at
Miraleste Intermediate School and Silver Spur Elementary School for the 2010-
2011 School Year.
6. Notice of Completion - Palos Verdes Drive East Storm Drain Catch Basin
Improvements (Dragoo)
Recommendation:
1)Accept the work as complete; 2) Authorize the City Clerk
to file a Notice of Completion with the County Recorder; and, 3) Authorize the
Director of Public Works to release the 10% retention payment to S. P. Pazargad
35 days after recordation of the Notice of Completion by the County Recorder,
contingent upon no claims being filed on the project bond.

8. Establish Speed Limit on Armaga Spring Road (Jules)
Recommendation:
1) Establish a speed limit of 35 miles per hour on Armaga
Spring Road between Indian Valley Road and the City’s easterly limit west of
Highridge Road; and, 2) ADOPT RESOLUTION NO. 2010-__, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
ESTABLISHING A SPEED LIMIT FOR ARMAGA SPRING ROAD BETWEEN
INDIAN VALLEY ROAD AND THE EASTERLY CITY LIMITS.
9. Mountains Recreation and Conservation Authority for Park Ranger Services
(Odom)
Recommendation:
1) Approve a one-year agreement in the amount of
$113,090 with the Mountains Recreation and Conservation Authority for park
ranger services; and, 2) ADOPT RESOLUTION NO. 2010-__, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
AMENDING RESOLUTION NO. 2009-40, THE BUDGET APPROPRIATION
FOR FY09-10, TO AMEND THE GENERAL FUND BUDGET.
10. February 2010 Monthly Report of Cash Balances (McLean)
Recommendation:
Receive and file the February 2010 Monthly Report of Cash
Balances for the City of Rancho Palos Verdes.
11. Register of Demands (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
