1. Motion to Waive Full Reading
Recommendation:
Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
2. Approval of the Minutes (Morreale)
Recommendation:
Approve the Minutes of the September 7, 2010 Regular
Meeting.
3. Adoption of Ordinance - Planning Case No. ZON2010-00223 (Code
Amendment): Specific Plan Clean-Up Code Amendment (Fox)
Recommendation:
ADOPT ORDINANCE NO. 514, AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES, AMENDING CHAPTER 17.38 (SPECIFIC
PLAN DISTRICTS) OF THE DEVELOPMENT CODE TO CORRECT THE
OMISSION OF “SPECIFIC PLAN DISTRICT VII” FOR EASTVIEW PARK.
4. Award a Contract for GPS Monitoring in the Landslide Area (Dragoo)
Recommendation:
1) Award a contract to Charles Abbott and Associates, Inc.
in the amount of $50,000, to perform a GPS survey of all existing points within
the Portuguese Bend/Abalone Cove Landslide area and to prepare the
associated report; and, 2) Authorize the expenditure of $50,000 for the required
survey and associated report; and authorize the expenditure of up to $4,500
(8.3%) as a project contingency in the event additional work is identified during
the field survey and is determined to be required by the Director of Public Works.
5. August 2010 Monthly Report of Cash Balances (McLean)
Recommendation:
Receive and file the August 2010 Monthly Report of Cash
Balances for the City of Rancho Palos Verdes.
6. Register of Demands (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS
FROM WHICH THE SAME ARE TO BE PAID.

Recommendation:
ADOPT RESOLUTION NO. 2010-___, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
ASSERTING AN ONGOING COMMITMENT TO RECEIVING AND UTILIZING
PROPOSITION A AND PROPOSITION C FUNDS AS REQUIRED AND

7. A Request to Consider Initiating a Code Amendment to Revise the City’s Hedge

Height Regulations within the Front Yard Setback Area (Case No. ZON2010-
00293) (Kim)
Recommendation:
Provide feedback on staff’s proposed request to initiate a
Code Amendment to revise the City’s hedge height regulations in the front yard
setback areas of residential properties contained in Chapter 17.76.030 – Fences,
Walls and Hedges of the Rancho Palos Verdes Development Code (RPVDC).
8. Hesse and Ryan Parks Athletic Field Improvements (Howe/Blanco)

Recommendation:
Revise the Five-Year Capital Improvement Plan (CIP) to
improve the existing athletic fields at Hesse and Ryan Parks as detailed in this
report and Exhibit A to maximize public use of fields and to improve the safety
and quality of play.
9. License Agreement for a Trail Easement at Ocean Terrace Drive (Schonborn)

Recommendation:
Approve a license agreement that would allow limited
landscaping and a fence/wall up to a maximum height of 6-feet within the portion of
the City’s trail easement that is not being used by the public for trail purposes on the
property located at 6270 Ocean Terrace Drive.
10. Adopting the City Charter (Lynch/Klima)

Recommendation:
Review and approve the attached revised draft of the City
Charter of the City of Rancho Palos Verdes to propose to the City’s voters for
adoption at an upcoming election or provide additional direction to the City
Attorney.
11. March 8, 2011 Special Municipal Election (Morreale/Lynch)

Recommendation:
1) ADOPT RESOLUTION NO. 2010-__, A

Appoint three additional residents to the Charter City
Committee to serve with the Council Subcommittee to facilitate a public outreach
program to advise residents of the benefits of having Rancho Palos Verdes
become a charter city.
13. City Council Meeting Schedule (Morreale)

Recommendation:
Consider the following possible modifications to the City
Council Meeting Schedule for the first regular meeting in November due to the
election being held on that date: 1) Reschedule the Tuesday, November 2, 2010
City Council Meeting to either Wednesday, November 3, 2010 or Thursday,
November 4, 2010; 2) Cancel the November 2, 2010 City Council meeting since
there are two additional meetings scheduled in the month, on November 16,
2010 and November 30, 2010; or, 3) Make no change to the meeting schedule.
