Motion to Waive Full Reading Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 2. Approval of the Minutes (Morreale) Recommendation: Approve the Minutes of the November 4, 2010 Regular Meetings. 3. Status Report on 2010 Tactical Goals (Petru) Recommendation: Receive and file. 4. Request to File a Conditional Use Permit Revision Application from AT&T Mobility (Petru) Recommendation: Authorize the City Manager to sign the Conditional Use Permit Revision application, allowing AT&T Mobility to seek approval to modify its existing wireless telephone installation on the monopole at City Hall. # # # # # # REGULAR BUSINESS: 5. Pension Workshop (Mausser/Raymond) (90 mins) Recommendation: Receive and file. 6. Municipal Area Express (MAX) (Raymond) (45 mins) Recommendation: 1) Direct Staff to immediately notify the City of Torrance (Lead Agency) and the other Member Agencies that Rancho Palos Verdes is withdrawing from Municipal Area Express (MAX), effective June 30, 2011; or 2) (a) Authorize Staff to move forward with the process leading to the possible renewal of the inter-agency agreement with MAX (the “MAX Agreement”); (b) Direct Staff to work with the other member agencies to revise the agreement to include provisions that will provide additional fiscal protection to the member agencies, such as requiring expenditures that will exceed a specified sum to be approved by the PSC and by each agency so that a member agency would be able to withdraw from the agreement prior to the expense being incurred; (c) Develop the City’s FY11-12 budget and 2011 Five-Year Financial Model to include the expected General fund subsidy of the City’s future annual transit obligations; (d) Direct Staff to request a reallocation of the MAX budget among participating cities based upon ridership; and, (e) Direct Staff to continue to look for opportunities to purchase Proposition A funds at a discount to mitigate the amount of the General fund subsidy. 7. Adoption of 2010 Standardized Emergency Management System (SEMS)/ (15 mins) City Council Agenda November 30, 2010 Page 2 of 3 National Incident Management System (NIMS) Multi-Hazard Functional Emergency Operations Plan (Petru/Bonano) Recommendation: 1) ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING THE 2010 SEMS/NIMS MULTI-HAZARD FUNCTIONAL EMERGENCY OPERATIONS PLAN; and, 2) Authorize the Mayor to sign the Letter of Promulgation adopting the SEMS, the NIMS, and the Incident Command System (ICS) by the City of Rancho Palos Verdes.
