Recommendation:
Adopt a motion to waive reading in full of all ordinances

2. Approval of the Minutes (Morreale)
Recommendation:
Approve the Minutes of the November 30, 2010 Adjourned
Regular Meeting.
3. Border Issues Status Report (Fox)
Recommendation:
1) Receive and file the current report on the status of Border
Issues; and, 2) Authorize the Mayor to sign the letter to Los Angeles City
Councilwoman Janice Hahn expressing our residents’ concerns about the
Rancho LPG butane storage facility.
4. Fence and Other Installations for the City Hall Campus Power Generator System
(Siamak)
Recommendation:
1) Approve installation of fences around the City Hall power
generator, fuel tanks, two electrical panels, bollards around the new transformer,
and a concrete surface over the mound in the vicinity of the generator; and,
2) ADOPT RESOLUTION NO. 2010-___, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING
RESOLUTION NO. 2010-55, THE CITY’S BUDGET APPROPRIATION FOR
FISCAL YEAR 2010-11, FOR A BUDGET ADJUSTMENT TO THE CITY’S
BUILDING REPLACEMENT/IMPROVEMENTS FUND IN THE AMOUNT OF
$25,000.
5. Agreement to Use Right-of-Way at Menominee Place (Dragoo)
Recommendation:
1)Approve the agreement allowing the conditional use of
City Right-of-Way at Menominee Place, and authorize the Mayor and City Clerk
to execute the agreement; and, 2) Authorize the City Clerk to file the agreement
with the County Recorder.
6. Register of Demands (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS
FROM WHICH THE SAME ARE TO BE PAID.

7. Neighborhood Parking Permit Fees and Other Cost Based Fees (Downs/Jules)

1)ADOPT RESOLUTION NO. 2010-__, A RESOLUTION

ESTABLISHING FEES TO REIMBURSE THE CITY FOR THE COSTS
INCURRED IN CONNECTION WITH THE ADMINISTRATION OF THE

LICENSE PROCESSING FEES; and, 2) Select either Alternative 1 to charge full
fees for neighborhood parking permits, or Alternative 2 to charge only the City’s
costs for establishing a parking program in a neighborhood and the costs of
decals issued.

8. Proposed Revision to City Council Policy No. 41 – Reserve Policies (Downs)

Recommendation:
Approve the amended City Council Policy No. 41 – Reserve
Policies.
9. Processing Issues Related to the Proposed Annenberg Project at Lower Point
(2 hours)
Vicente (Mihranian)
Recommendation:
Temporarily suspend the City’s entitlement process for the
proposed Annenberg Project at Lower Point Vicente for the purpose of directing
Staff to work with the Annenberg Foundation to submit a formal application to the
National Park Service (NPS) and the State Office of Grants and Local Services
(OGALS) in order to obtain their approval of the proposed Annenberg
Foundation project for Lower Point Vicente.

10.City Initiated Ordinance Creating a Ministerial Process to Adjust the Moratorium

Recommendation:
INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF
THE CITY OF RANCHO PALOS VERDES, ESTABLISHING A PROCEDURE
TO ADJUST THE BOUNDARY OF THE LANDSLIDE MORATORIUM AREA.
11. Mayor’s Appointment of City Council Members to Intergovernmental

Organizations, Associations and City Subcommittees (Morreale)
Recommendation:
1) Appoint the members of Council to the various
intergovernmental organizations, associations and City Subcommittees;
2) Appoint a Council Member as a representative to the City on the Los Angeles
County West Vector Control District Board of Trustees for a new term of office
beginning on January 1, 2011, for either a two year or four year term of office, as
determined by the City Council; and, 3) Direct staff to notify the various agencies
of the Council’s decision.
12. Council Meeting Schedule (Petru)

Recommendation:
1) Cancel the regular City Council meeting on Tuesday,
January 4, 2011; and, 2) Select the date for a Community Leaders’ Breakfast
meeting in February 2011.
