Recommendation:
Adopt a motion to waive reading in full of all ordinances presented
at this meeting with consent of the waiver of reading deemed to be given by all Council

B. Approval of Minutes (Morreale)
Recommendation:
Approve the Minutes of the following: May 8, 2012 Joint City
Council/Planning Commission Meeting; June 19, 2012 Regular Meeting; and July 3,
2012 Regular Meeting.
C. Terranea Resort - Follow-Up Report on the 30-inch Height Limit for Roadway and
Median Vegetation (Mihranian)
Recommendation:
Receive and file a follow-up report on the effectiveness of the
Council approved Condition that increased the maximum height limit to 30-inches for
any vegetation that grows along the median and parkway of Palos Verdes Drive South
adjacent to the Terranea Resort.
D. Conflict of Interest Code for the Oversight Board of the Successor Agency to the
Rancho Palos Verdes Redevelopment Agency (Downs)
Recommendation:
ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, APPROVING THE
CONFLICT OF INTEREST CODE ADOPTED BY THE OVERSIGHT BOARD OF THE

Recommendation:
Authorize the Mayor and City Clerk to sign the Retired Annuitant
Employment Agreement with James B. Hendrickson with a term ending with 960 hours
of service in the fiscal year, or the date a new Public Works Director assumes the duties
of the job – whichever occurs first.
F. FY12-13 Traffic Safety Commission and Emergency Preparedness Committee Work

Recommendation:
Approve the FY12-13 Work Plans for the Traffic Safety
Commission and the Emergency Preparedness Committee.

2. Water Quality and Flood Protection Program – Annual User Fee Rate – FY12-13

Recommendation:
1) Receive, review and file the independent Water Quality and
Flood Protection Program Annual Report, dated June 27, 2012, prepared by the
Oversight Committee for the storm drain program; 2) Conduct a public hearing
pursuant to Health and Safety Code Section 5473.2 and Section 3.44.40 of the
Rancho Palos Verdes Municipal Code on July 17, 2012 on the Annual Report
prepared by Harris & Associates, the Annual Report prepared by the Oversight

Committee and information provided by Staff, and determine whether to collect the
Storm Drain User Fee (the “Fee”) for FY12-13, and if so, the rate per Equivalent
Residential Unit (“ERU”) for FY12-13; 3) At the conclusion of the Public Hearing,
determine the existence or absence of a majority protest; 4) In the absence of a
majority protest, Staff recommends that the Council determine that the rate per ERU
for FY12-13 shall be $94.38 as set forth in the Annual Report, ADOPT RESOLUTION
NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES, FINALLY ADOPTING A REPORT, AS FILED, IN CONNECTION
WITH THE STORM DRAIN USER FEE ESTABLISHED PURSUANT TO CHAPTER
3.44 OF THE RANCHO PALOS VERDES MUNICIPAL CODE; DETERMINING THE
AMOUNT OF SUCH FEE FOR FY12-13; AND ORDERING THAT SUCH FEE BE
COLLECTED ON THE COUNTY OF LOS ANGELES TAX ROLL FOR FY12-13; and,
5) In the event of a majority protest, direct Staff to present to City Council at a
subsequent meeting a resolution determining the amount of the Storm Drain User Fee
for FY12-13 and providing for an alternative method of collecting the Storm Drain User
Fee for FY12-13.
3. Abalone Cove Sewer Service Charge (Dragoo)

Recommendation:
1) Conduct the public hearing on the proposed levy of the annual
sewer service charge for the Abalone Cove Sewer System for Fiscal Year 2012/13,
which provides for a maximum increase of 2% in the fees collected; and, 2) ADOPT
RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES, APPROVING A REPORT IN CONNECTION WITH
THE SEWER SERVICE CHARGE ESTABLISHED PURSUANT TO CHAPTER 13.06
OF THE RANCHO PALOS VERDES MUNICIPAL CODE, DETERMINING THE
AMOUNT OF SUCH CHARGE FOR FISCAL YEAR 2012/13, AND ORDERING THAT
SUCH CHARGE BE COLLECTED ON THE TAX ROLL.

Recommendation: Receive a presentation by Southern California Edison (SCE) on
infrastructure, fires, equipment location and placement, and other electrical
infrastructure issues affecting residents of Rancho Palos Verdes. Provide direction to
staff to prepare any follow-up action requests of SCE, which may include, but are not
limited to the recommended actions contained in this report.
(30 mins) 6. Status Update Regarding the Proposed Lower Hesse Park Master Plan (Schonborn)
Recommendation:
Direct Staff to pursue the environmental documentation, but for a
modified project that eliminates the basketball and tennis courts, and replaces them
with a picnic area, as supported by the Pacific View Homeowner’s Association.

Recommendation: Authorize the Mayor to sign a Professional Services Agreement
with Matrix Consulting Group at a total cost of $44,000. Additionally, the Council is
asked to maintain the full $50,000 budget allocation for this audit, to allow for any
expanded work that the Council may wish to authorize. This task supports and is in
accordance with approved 2012 City Council Goals and Priorities.
