Abalone Cove Sewer Pump Station Repairs (Dragoo) Recommendation: Review and reconfirm by four/fifths (4/5) vote, the City Council’s previous action taken on February 21, 2012, authorizing staff to continue with the actions taken to perform emergency repairs to the Abalone Cove Sewer Pump Station located within the Abalone Cove Shoreline Park. Reintroduce Ordinance No. 536 – Ordinance Providing a Film Permit Exemption for (Supports Group Commercial Photography and Videography on City Property 2012 City Council Goal in “Support of Local Businesses”) (Fox) Recommendation: REINTRODUCE ORDINANCE NO. 536, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, PROVIDING A FILM PERMIT EXEMPTION FOR GROUP COMMERCIAL PHOTOGRAPHY AND VIDEOGRAPHY ON CITY PROPERTY, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE. I. L. Award Professional Services Agreement for the Residential Pavement Rehabilitation (Supports 2012 City Council Goal No. 4, Public Project, FY11-12 (Areas 3 & 5) Infrastructure – Citywide Street Maintenance) (Jules) Recommendation: Award a contract for professional services to CBM Consulting for a not-to-exceed amount of $96,026 for civil engineering services related to the Residential Pavement Rehabilitation Project, FY 11-12 Areas 3 & 5 and authorize the Mayor and City Clerk to execute the agreement. M. Gifts for Parks (Howe) Recommendation: Accept Gifts for Parks donations and direct staff to prepare donor letters of appreciation for the Mayor’s signature. N. Adopt a Resolution Accepting Street Rights-of-Way for Twin Harbors View Drive, Isthmus View Drive, Emerald View Drive and Cape Point Drive as Identified and Recorded on Tract Map 50667 (Jules) Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY OF RANCHO PALOS VERDES, ACCEPTING RIGHTS-OF-WAY FOR TWIN HARBORS VIEW DRIVE, ISTHMUS VIEW DRIVE, EMERALD VIEW DRIVE AND CAPE POINT DRIVE AS IDENTIFIED AND RECORDED ON TRACT MAP 50667. O. Amendments to the Approved Preserve Trails Plan (PTP) for the Palos Verdes (2 hrs) (Supports 2012 City Council Goal – Trail System Nature Preserve Enhancement) (Mihranian) Recommendation: 1) Name the Preserve area encompassed by the acquired Upper Filiorum property the “Filiorum Reserve”; 2) Approve the new Trails Plan for the Filiorum Reserve; 3) Approve 13 Staff proposed amendments to the Preserve Trails Plan that was originally approved by the City Council in 2008; 4) Receive and file the Palos Verdes Peninsula Land Conservancy’s (PVPLC) 2011 Preserve Annual Management Report; and, 5) Receive and file the 2012 Preserve Trails Project List. Introduction of Performance Audit (20 mins) Organizational Efficiency”) (Brooks) Recommendation: Direct staff to prepare a Request for Proposal (RFP) to solicit third party bids for a Performance Audit of organizational workload, productivity and resources of all City departments, in accordance with approved 2012 City Council Goals and Priorities. 3. Fiscal Year 2012-13 Budget Meeting No. 2 (Downs) (90 mins) Recommendation: 1) Conduct the Hybrid Zero-Based Budgeting exercise; and, 2) Provide additional direction to Staff for preparation of the draft FY12-13 budget.
