A. Abalone Cove Sewer Pump Station Repairs (Dragoo)
Recommendation:
Review and reconfirm by a four/fifths (4/5) vote, the City
Council’s previous action taken on February 21, 2012, authorizing staff to
continue with the actions taken to perform emergency repairs to the Abalone
Cove Sewer Pump Station located within the Abalone Cove Shoreline Park.

I. Outreach to Commissions/Committees Regarding Proposed Protocol (Lehr)
Recommendation:
Authorize the Council Rules and Protocol Ad Hoc
Subcommittee to conduct outreach to the City’s Advisory Boards to introduce
and receive feedback on the proposed City Council and Commission/
Committee Protocol.
J. Hawthorne Blvd. Pedestrian Safe Bus Stop Linkage Project - Award
Professional Services Agreement (Jules)
Recommendation:
Award a professional services contract to Terramar
Consulting Engineers for a not-to-exceed amount of $177,670 for civil
engineering and topographic services related to the Hawthorne Blvd.
Pedestrian Safe Bus Stop Linkage Project and authorize the Mayor and City
Clerk to execute the agreement.

1. Code Amendment (Case No. ZON2012-00036) to Amend Chapters 17.02,

17.04, and 17.96 to Regulate the Number of Residential Garage Sales
(Peterson)
Recommendation:
Notwithstanding the Planning Commission’s
recommendation to not adopt an Ordinance that regulates the number of
residential garage sales in the City, Staff is recommending that the City
Council: 1) ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, THEREBY
ADOPTING ADDENDUM NO. 4 TO THE NEGATIVE DECLARATION FOR
ORDINANCE NO. 510; and, 2) INTRODUCE ORDINANCE NO. ___, AN
ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, ADOPTING
AMENDMENTS TO TITLE 17 (DEVELOPMENT CODE) OF THE CITY’S
MUNICIPAL CODE TO RESTRICT THE NUMBER OF GARAGE SALES ON A
RESIDENTIAL PROPERTY (ZON2012-00036).
2. Code Amendment to Allow Ancillary Residential Use within the Commercial

Neighborhood (CN) Zoning Districts through Discretionary Review of a
Conditional Use Permit (Supports 2012 City Council Goal to Support Local

Recommendation:

17.16.030 AND ADD SECTION 17.16.040 OF TITLE 17 (ZONING) OF THE
CITY’S MUNICIPAL CODE; and, 2) INTRODUCE ORDINANCE NO. ___, AN
ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING
SECTION 17.16.030 AND ADDING A NEW SECTION 17.16.040 OF TITLE 17
(ZONING) OF THE CITY’S MUNICIPAL CODE TO ALLOW ANCILLARY
RESIDENTIAL USES WITHIN THE COMMERCIAL NEIGHBORHOOD
ZONING DISTRICTS ONLY THROUGH THE DISCRETIONARY REVIEW AND

Rescind the February 21, 2012 action to establish a one-
year off-leash dog beach pilot program at Rancho Palos Verdes Beach.
4. Adoption of Resolution Approving Certain Speed Surveys and Establishing

Speed Limits in Accordance with those Surveys on Palos Verdes Drive East
(Jules)
Recommendation:
1) Approve an increase of the existing 35/40 mph speed
limit to a 40 mph speed limit on Palos Verdes Drive East from Palos Verdes
Drive South to Ganado Drive; retain the existing 35 mph speed limit on Palos
Verdes Drive East from Ganado Drive to Diamonte Lane; retain the existing 35
mph speed limit on Palos Verdes Drive East from Diamonte Lane to Miraleste
Drive; increase the existing 30 mph speed limit to a 35 mph speed limit on
Palos Verdes Drive East from Miraleste Drive to Bronco Drive; increase the
existing 30 mph speed limit to a 35 mph speed limit on Palos Verdes Drive East
from Bronco Drive to the City’s northerly limit; and, 2) ADOPT RESOLUTION
NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES, APPROVING CERTAIN SPEED SURVEYS AND
ESTABLISHING SPEED LIMITS IN ACCORDANCE WITH THOSE SURVEYS
ON PALOS VERDES DRIVE EAST.
