RDA MINS 19971105MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING NOVEMBER 5, 1997 This meeting was called to order at 8:45 P.M. by Chairman John C. McTaggart, City Council meeting having been recessed for the purpose of conducting the business of the Redevelopment Agency. PRESENT: Ferraro, Lyon, Byrd, Hollingsworth and Chairman McTaggart ABSENT: None Also present were: Executive Director Paul Bussey; Public Works Director Les Evans; Finance Director Dennis McLean; Agency Attorney Carol Lynch; Agency Secretary Jo Purcell; and Recording Secretary Monica Ponce. APPROVAL OF AGENDA Member Byrd moved, seconded by Member Ferraro, moved to approve the Agenda as presented. Motion carried. APPROVAL OF CONSENT CALENDAR Kathy Snell, 8 Vanderlip Drive spoke to the following items: the use of Horan settlement monies, certain warrants on the Register of Demands relative to the charges for the monitoring of the dewatering wells, and about the isotope proposed to be utilized to track the flow of underground water in the landslide area. Lois Larue questioned the new Memorandum of Understanding and the appropriation of bond money for Palos Verdes Drive South. It was the consensus of the Board that criteria be developed to determine who benefits from the well monitoring and to allocate the expense appropriately. Mr. Bussey explained why the bond money has not been returned and that the expense for Palos Verdes Drive South road improvement was a legitimate cost to the RDA, was within the project area and was a project approved by the panel of experts. Member Ferraro moved, seconded by Member Hollingsworth to approve the Consent Calendar as follows: MINUTES (301 x 1900) Approved the Minutes of October 7, 1997 as submitted. Resol. No. RDA 97 -19 - Register of Demands (602 x 1900) Adopted Resol. No. Rda 97 -19 Allowing certain claims and demands and specifying funds from which the same are to be paid. Groundwater Analysis - Abalone Cove and Portuguese Bend (1900) Authorized water sample analyses for the Portuguese Bend and Abalone Cove landslide areas. Abalone Cove Assessment District Bond Restructuring (602 x 1900) Reconfirmed approval of the Memorandum of Understanding (MOU) between the City of Rancho Palos Verdes, the Rancho Palos Verdes Redevelopment Agency and the County of Los Angeles and directed staff to substitute the County approved MOU for that version previously approved by the Agency at the October 21 meeting. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Ferraro, Hollingsworth, Byrd, Lyon and Chairman McTaggart NOES: None PUBLIC COMMENTS: Lois Larue spoke in opposition to the Memorandum of Understanding. Kathy Snell, 8 Vanderlip, also spoke in opposition to the Memorandum of Understanding. She questioned the measurement of the flow for Kelvin Canyon and said that at one time it had been 300 gallons per minute and not the 15 gallons per minute referred to by City staff. She agreed with the U.S. Fish and Wildlife Service that this stream be implemented into the NCCP program. ADJOURNMENT At 9:12 P.M., the meeting was adjourned on the motion of Member Hollingsworth.
