RDA MINS 19970401MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING APRIL 1, 1997 The meeting was called to order at 8:40 P.M. by Chairman McTaggart, the City Council meeting having been recessed for the purpose of conducting the business of the Redevelopment Agency. PRESENT: Hollingsworth *, Byrd, Ferraro, Lyon, and Chairman McTaggart ABSENT: None ( *Arrived at 8:43 P.M.) Also present were Executive Director Paul Bussey; Agency Attorney Carol Lynch; Planning, Building & Safety and Code Enforcement Director Carolynn Petru; Public Works Director Les Evans; Assistant Executive Director Mattingly: Finance Director Dennis McLean; Principal Planner Joel Rojas; Associate Planner Gregory Pfost; Agency Secretary Jo Purcell; Recording Secretary Denise Bothe and other Staff members. APPROVAL OF AGENDA: Member Ferraro moved, seconded by Member Byrd, to approve the Agenda as submitted. Motion carried (Member Hollingsworth had not yet returned from break). APPROVAL OF CONSENT CALENDAR: Member Byrd moved, seconded by Member Lyon, to approve the Consent Calendar as follows: Minutes (301 X 1900) Approved the Minutes of March 4, 1997, as submitted. Register of Demands - Resolution No. RDA 97 -04 (602 X 1900) Adopted Resolution No. RDA 97 -04,, a Resolution of the Rancho Palos Verdes Redevelopment Agency Allowing Certain Claims and Demands and Specifying Funds from which the Same are to be Paid. Resol. No. 97 -05 Update of the Agency's Conflict of Interest Code -- Amendment to Designated Positions (301 x 1202 x 1900) Adopted Resolution No. RDA 97 -05, a Resolution of the Redevelopment Agency of the City of Rancho Palos Verdes Adopting a Conflict of Interest Code Containing Designated Positions and Disclosure Categories and Repealing Resolution No. RDA 94 -12. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Hollingsworth, Lyon, Byrd, Ferraro, and McTaggart NOES: None REGULAR BUSINESS: Establish a date for Workshop to Review the Bing Yen Study on Feasibility of Stabilizing the Portuguese Bend landslide (307 x 1900) Director of Public Works Les Evans reviewed Staffs report and recommendation to establish a date for a workshop. Member Lyon moved, seconded by Member Byrd, to table this item to a future meeting. No objection was noted. Lois Larue, 3136 Barkentine, commented on what she perceives as a conflict of interest with respect to the Bing Yen Study. City Attorney Lynch opined that the study was prepared for the City /Agency and not for the developer, although the developer established a trust deposit with the City to a pY for the study, therefore, a conflict of interest did not exist. AUDIENCE COMMENTS: Lois Larue, 3136 Barkentine, addressed some of the provisions of the Brown Redevelopment Agency Minutes April 1, 1997 Page 2 Act and the proper protocol of conducting City business.
