RDA MINS 19961015MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING OCTOBER 15, 1996 The meeting was called to order at 8:25 P.M. by Chair Marilyn Lyon. PRESENT: McTaggart, Byrd, Ferraro, Hollingsworth, and Mayor Lyon ABSENT: None Also present were Executive Director Paul Bussey, Agency Attorney Carol Lynch, Public Works Director Les Evans, Planning, Building & Code Enforcement Director Carolynn Petru, Senior Planner Joel Rojas, Agency Secretary Jo Purcell and Recording Secretary Shirley Tanaka. Mayor Lyon announced that this was Red Ribbon Week in support of drug -free schools. APPROVAL OF AGENDA Member McTaggart moved, seconded by Member Hollingsworth to approve agenda as presented. Motion carried. APPROVAL OF THE CONSENT CALENDAR Kathy Snell, 8 Vanderlip, reiterated her opposition to the manner in which the Horan funds are spent. In particular she objected to payment of the $800,000 for the repair of Palos Verdes Drive South. Mr. Bussey explained that payment for repair of PV Dr. South was an advance against the County issued bonds requested by the RDA for that project which was recommended as a high priority by the Panel of Experts. It was the consensus that the expenditure of the Horan funds should be scheduled for a future agenda. Member McTaggart moved, seconded by Member Ferraro to approve the Consent Calendar as follows: Minutes (301 x 1900) Approved the Minutes of October 1, 1996. Register of Demands - Resol. No, RDA 96 -20 (602 x 1900) Adopted Resol. No. RDA 96 -20 - A Resolution of the Rancho Palos Verdes Redevelopment Agency Allowing Certain Claims and Demands Specifying Funds From Which the Same Are To Be Paid. The motion to approve the consent calendar carried on the following roll call vote: AYES: McTaggart, Byrd, Hollingsworth, Ferraro, and Lyon NOES: None AUDIENCE COMMENTS: NI- Lois Larue, said she concurred with Kathy Snell's comments regarding the use of the Horan funds. Kathy Snell, spoke again about the use of the Horan funds and also voiced her protest to the EIR issued for the Kelvin Canyon well project and in particular to the placement of the utility poles. Jack Downhill, 20 Vanderlip Drive, inquired whether the matter of returning the valance of the Horan settlement money to the County had ever been discussed with County representatives as a consideration for reducing the liens on homes in the landslide areas. Mr. Bussey responded that this suggestion had been discussed with the County but that there was some question about the legality of doing that.
