RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
APRIL 6, 1999
The meeting was called to order at 9:55 P.M. by Chair Hollingsworth at Fred Hesse
Community Park, 29301 Hawthorne Boulevard.
PRESENT: Byrd, Ferraro, Lyon, McTaggart, Byrd, and Chair Hollingsworth
ABSENT: None
Also present were Executive Director Les Evans; Assistant Executive Director Carolynn
Petru, Agency Attorney Carol Lynch; Planning, Building & Code Enforcement Director
Joel Rojas; Acting Director of Public Works Dean Allison; Director of Administrative
Services /Agency Secretary Jo Purcell, Director of Finance Dennis McLean; and,
Recording Secretary Jackie Drasco.
APPROVAL OF AGENDA
Member Byrd moved, seconded by Member Ferraro, to approve the Agenda. Motion
carried.
APPROVAL OF CONSENT CALENDAR
Member Byrd moved, Member McTaggart seconded, to approve consent calendar as
follows:
Minutes (301 X 1900)
Approved the minutes of March 2, 1999.
Professional Services Contract Amendment (1204 X 1900)
Increased the authorized expenditure limit for a professional service agreement with
Berryman and Henigar by $10,000 for additional engineering services, for a total
authorization of $61,000.

ADOPTED RESOL. NO. RDA 99 -05, A RESOLUTION OF THE RANCHO PALOS
VERDES REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the Consent Calendar carried on the following roll call vote:
AYES: Byrd, Ferraro, Lyon, McTaggart, and Chair Hollingsworth

REGULAR BUSINESS:
Resol. RDA 99 -06 - Abalone Cove neighborhood improvements

Director Allison presented the staff report of April 6, 1999 and the recommendation to
Adopt Resol. No. RDA 99 -06, A RESOLUTION OF THE RANCHO PALOS VERDES
REDEVELOPMENT AGENCY AUTHORIZING THE EXECUTIVE DIRECTOR AND THE
DIRECTOR OF PUBLIC WORKS TO EXECUTE THE CERTIFICATES OF
ACCEPTANCE FOR THE GRANT OF EASEMENT DEEDS ON BEHALF OF THE
AGENCY FOR THE ABALONE COVE NEIGHBORHOOD IMPROVEMENTS.
Lois Larue, 3136 Barkentine Road, stated that the residents are concerned about plans
for sewers in Abalone Cove because they feel it will encourage development.
Board discussion clarified that there were common owners in Altamira Canyon which
meant that some had more than one easement and that not all property owners were
cooperating in signing the easement.
Member Byrd moved, seconded by Member MCTaggart to Adopt Resol. No. RDA 99-
06, A RESOLUTION OF THE RANCHO PALOS VERDES REDEVELOPMENT
AGENCY AUTHORIZING THE EXECUTIVE DIRECTOR AND THE DIRECTOR OF
PUBLIC WORKS TO EXECUTE THE CERTIFICATES OF ACCEPTANCE FOR THE
GRANT OF EASEMENT DEEDS ON BEHALF OF THE AGENCY FOR THE ABALONE
COVE NEIGHBORHOOD IMPROVEMENTS. Motion carried.

AUDIENCE COMMENTS
Lois Larue, 3136 Barkentine, discussed a home on Narcissa with a cracked driveway
which she felt was evidence of the landslide.
