RDA MINS 19990105MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR MEETING JANUARY 5, 1999 The meeting was called to order at 11:13 P.M. by Chair Hollingsworth at Fred Hesse Community Park, 29301 Hawthorne Boulevard. PRESENT: Lyon, McTaggart, Byrd, Ferraro, and Chair Hollingsworth ABSENT: None Also present were Executive Director Les Evans; Assistant Executive Director Carolynn Petru; Agency Attorney Carol Lynch; Planning, Building & Code Enforcement Director Joel Rojas; Acting Director of Public Works Dean Allison; Director of Administrative Services /Agency Secretary Jo Purcell; and, Jackie Drasco, Recording Secretary. APPROVAL OF AGENDA Member Ferraro moved, seconded by Member Byrd, to approve the agenda. The motion carried. APPROVAL OF CONSENT CALENDAR Member Ferraro moved, seconded by Member McTaggart, to approve consent calendar as follows: Abalone Cove Sewer Project (1204 x 1900) (1) Transferred Professional Services Agreement from Project Management, Inc., to Environmental Impact Sciences and Authorize the Chair and Agency Secretary to Execute the Contract. (2) Approved a Request from Environmental Impact Sciences for an Additional $12,935 for Required Extra Work. Resol. No. 99 -1 - Register of Demands (602 x 1900) ADOPTED RESOL. NO. RDA 99 -01, A RESOLUTION OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Lyon, McTaggart, Byrd, Ferraro, and Chair Hollingsworth NOES: None REGULAR BUSINESS: Groundwater analysis in Abalone Cove and Portuguese Bend (1204 x 1900) Director Allison presented the staff report of January 5, 1999 and the recommendation to consider the request for funding for ground water analysis in the Abalone Cove and Portuguese Bend landslide areas. Dr. Robert Douglas, president of ACLAD and Ms. Christy Hill, a PhD candidate at the University of Southern California, were present to discuss Ms. Hill's research project regarding ground water in the Abalone Cove and Portuguese Bend landslides. With the use of charts mounted for Board and audience viewing, Ms. Hill explained in detail the preliminary results of her Groundwater Study within the Portuguese Bend and Abalone Cove landslide areas. This study plotted the various ions in individual wells, the "residence time" of water in the Abalone Cove Landslide; and, the results of the limited nitrate analysis that was done as part of her study. (A copy of Ms. Hill's presentation dated January 5, 1999 and entitled "City of Rancho Palos Verdes, Presentation on Groundwater Study Conducted by Christi Hill (USC) 5 January 1999 is on file with the Agency's Secretary.) After discussion of some of the technical findings of this study, Member McTaggart moved, seconded by Member Ferraro to approve the request and authorize funding of $5,000. The motion carried on the following roll call vote: AYES: Lyon, McTaggart, Byrd, Ferraro, and Chair Hollingsworth NOES: None AUDIENCE COMMENTS Lois Larue, 3136 Barkentine Road, objected to the content of the City Attorney's report pertinent to Mr. David English presented at the City Council meeting. Richard Bara, 1 Peppertree Drive, announced that there would be a GPS presentation at the regular ACLAD meeting on January 12, 1999, at 7:30 PM in the Community RDA Minutes January 5, 1999 Page 2 Room at City Hall.
