RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
AUGUST 20, 1996
The meeting was called to order at 8:25 p.m. by Chair Marilyn Lyon, the City Council
meeting having been recessed for the purpose of conducting the business of the
Redevelopment Agency.
PRESENT: McTaggart, Byrd, Hollingsworth, Chair Lyon
ABSENT: Ferraro
Also present were Executive Director Paul Bussey, Assistant Executive Director Brent
Mattingly, Planning & Code Enforcement Director Carolynn Petru, Public Works
Director Les Evans, Senior Planner Joel Rojas, Agency Attorney Carol Lynch, Agency
Secretary Jo Purcell and Recording Secretary Shirley Tanaka.
APPROVAL OF THE AGENDA
Member McTaggart moved, seconded by Member Hollingsworth, to approve the
agenda as presented.
APPROVAL OF THE CONSENT CALENDAR
Member Hollingsworth moved, seconded by Member McTaggart, to approve the
Consent Calendar as follows:
Kathy Snell, 8 Vanderlip, expressed concern that payment for the Abalone Cove study
was being charged to the Horan settlement funds and said that it was intended to be
used for stabilization studies, not for tax increment studies or re-pavement of PV Drive
South.
Lois Larue, 3136 Barkentine, said that the people in the Abalone Cove area feel the
Horan money should be paid back to the County.

Adopted Resol. No. RDA 96-17 -A Resolution of the Rancho Palos Verdes
Redevelopment Agency Allowing Certain Claims and Demands Specifying Funds From
Which the Same Are to be Paid.
The motion to approve the Consent Calendar carried on the following roll call vote:
AYES: McTaggart, Byrd, Hollingsworth, and Chair Lyon
NOES: None
ABSENT: Ferraro
AUDIENCE COMMENTS:
Kathy Snell, 8 Vanderlip, spoke about the EIR for Kelvin Canyon and said she agreed
with Perry Ehlig that this location did not require setting new poles because they would
interfere with a natural spring. She stated her opposition to the above ground pipeline
that would be placed adjacent to her property.
Mrs. Snell submitted a copy of a letter from the Edison Company supporting her view
that power poles should not be installed adjacent to her property. (This letter is on file
with the Agency Secretary's office.)
Lois Larue described what she observed while walking the pipeline.
Adjournment: At 8:50 p.m. motion was moved by Member McTaggart to adjourn the
meeting.
