RDA MINS 19960709 ADJ MINUTES ADJOURNED REGULAR MEETING REDEVELOPMENT AGENCY WORKSHOP July 9, 1996 Meeting was called to order by Mayor Lyon at 9:30 A.M. in the City Hall Community Room. Following the Pledge of Allegiance, roll call was answered as follows: PRESENT: McTaggart, Byrd, Ferraro, Hollingsworth, and Mayor Lyon ABSENT: None ALTAM I RA CANYON -ABALONE COVE DRAINAGE PROJECT(1900) The meeting was opened by Public Works Director Les Evans who introduced the speakers and summarized that the purpose of the workshop was to describe in detail the design, location and cost of the proposed storm drain system for Altamira Canyon/Abalone Cove. Charles Abbott of Charles Abbott Associates presented a series of overhead slides and explained in detail their content: Timeline: A history of the various studies done relative to drainage for the Altamira Canyon/Abalone Cove slide area: 1978 - Los Angeles County Flood Control District; 1982 Pickus Engineering Design Report for Lower Narcissa to South of P. V. Drive South; 1990 -ASL Consulting Engineers report for the Altamira Canyon Watershed; 1993 Charles Abbott Associates predesign report for Altamira Canyon from Sweetbay to Lower Narcissa Drive South of P. V. Drive South; and, the 1994 Charles Abbott/Dwight French Associates Report for the Altamira Canyon from the head of the landslide to lower Narcissa Drive south of P. V. Drive South to the ocean. 1978 Los Angeles County Study: Provided a comprehensive flood control plan based on a 50-year burn condition; recommended interim drainage control measures such as culverts, retention structures and stabilizers; and, prepared cost estimates to improve existing channels. 1982 Pickus Engineering Report: Based preliminary design study on 100-year burned and bulked condition as directed by the City of Rancho Palos Verdes and the Abalone Cove Landslide Abatement District (ACLAD); and recommended improvements from lower Narcissa Drive to and across P. V. Drive South resulting in installation of a 120" corrugated metal pipe (CMP). 1990 ASL Hydrology Study: Prepared by ASL Consulting Engineers, August 1990; analyzed existing drainage facilities and prior studies; identified drainage deficiencies based on burned and bulk flows from a 100-year frequency storm; and, recommended drainage improvements. Recommendations & Status of Drainage Improvements: Impervious Channel (Altamira Canyon) Lower Narcissa to P. V. Drive South - completed 1983; P. V.Drive South, Wayfarer's Chapel to Altamira Canyon - completed 1985; Figtree/Narcissa Drainage Problem - in design; Lot Drainage (Landslide) - completed 1988; and, Impervious Channel (Altamira Canyon) upslope edge of slide to ocean (excludes Altamira Canyon Impervious Channel) - in design. Altamira Canyon Watershed: 863 acres; extends from Whitley Collins to Ocean; primarily undeveloped; burned flow from 100-year frequency storm: 1623 cfs; and, burned and bulked flow from 100-year frequency storm: 2,290 cfs. Summary of ASL Report Recommendations: Figtree Road and Narcissa Drive intersection; lower Narcissa Drive; Abalone Cove landslide area; and, other recommendations. Five Points Intersection: Construct earthen swales, regrade road shoulders, construct grate inlets to collect runoff, connect inlets with CMP pipe. Figtree Road & Narcissa Drive Intersection: Construct swales, construct inlets to collect runoff, connect inlets using CMP pipe, construct concrete ditch or connect by extending CMP. Lower Narcissa Drive: Construct inlets and connect using CMP into existing 120" culvert. Abalone Cove Landslide Area: Provide an impervious bed for Altamira Canyon from the head of the slide to Lower Narcissa. Altamira Canyon Predesign Report: Prepared by Charles Abbott Associates, May 1993; study area restricted to Altamira Canyon between the head of Abalone Cove landslide and Narcissa Drive (850 LF) between Palos Verdes Drive So. and the ocean (1000 LF). Types of Drainage Improvements Analyzed: Reinforced concrete pipe (RCP); corrugated metal pipe; reinforced concrete lining (economically feasible, physically feasible, minimal aesthetic impacts and, easy to maintain); corrugated half-pipe flume; plastic liner; and plastic pipes. Predesign Report Recommendations: Considered debris basin approximately 600 ft. south of Sweetbay Road; line Altamira Canyon with reinforced gunite from the head of the Abalone Cove landslide to Narcissa Drive; and, line Altamira Canyon with gunite and rip rap from P. V. Dr. South to the ocean. Redevelopment Agency Workshop Minutes July 9, 1996 Page 2 Costs of Alternatives: This slide listed the design and construction costs; aesthetic or environmental impacts, maintenance costs; susceptibility to debris flow; susceptibility to land movement; and, use of alternatives demonstrated. (Copies of Mr. Abbott's slides are available at the Agency Secretary's Office.) With a map of the area mounted for audience and Board viewing, Dr. Ehlig explained the drainage characteristics of the slide area; the effects of rainfall on the slide; the rate of movement in the slide area since 1978; and, how the proposed drainage recommendations could diminish the rate of movement. Recess: at 10:35 A.M. Chairwoman Lyon declared a recess. The meeting reconvened at 10:45 A.M. Review of Design Representing Dwight French was John Whitman who, with a map of the area, explained the location and design for the recommended drainage improvements. He estimated that the total cost for this drainage would be approximately $2.57 million. Public Works Director Evans presented a cost estimate of the storm drain improvements which listed the phases of this project for both Altamira Canyon and Abalone Cove. (A copy of this estimate is on file with the Agency Secretary's Office.) Lois Larue, 3136 Barkentine, spoke to a number of items including the ASL Study, water in Altamira Canyon; and, spoke in opposition to the installation of a debris basin. Kathy Snell, 8 Vanderlip Lane, expressed concern about drainage into the Altamira Canyon from Island View; slide movement of P.V. Drive South; and, use of the Horan funds. Jim York, of Long Point Associates, stated his support for the drainage project. Jeanne Smolley, read a letter from Daphne Clarke stating her concerns about this project. Mike Chiles, 11 Figtree, said he purchased 180 ft. of Altamira Canyon in 1994; that he supports installation of a 300 ft. pipe but not guniting of the canyon. Charlie Shriver, 21 Pomegranate asked about the composition of the proposed access road. Redevelopment Agency Workshop Minutes July 9, 1996 Page 3 Sharon Hegetschweiler, 6 Clovetree, stated that the Portuguese Bend Community Association was on record as supporting that all of the pipes to be closed and not be open half-round. Jack Downhill, 20 Vanderlip Drive, inquired about the kind of development that will be allowed in the Redevelopment area, what progress had been made in the negotiations with the County relative to repayment of the liens; and, how much of the tax increment would be available for payback of the bonds. No action was taken by the Board. Adjournment: At 11:30 A.M. the meeting adjourned to Tuesday, July 16 at 7:00 P.M.
