RANCHO PALOS VERDES REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
JUNE 3, 1996
The meeting was called to order at 4:00 p.m. in the Community Room at City Hall,
30940 Hawthorne Boulevard, by Agency Chairwoman Marilyn Lyon, notice having been
given with affidavit thereto on file.

FEASIBILITY STUDY (1900)
Representing the Army Corps of Engineers was Coastal Branch Chief Steve Fein, who
presented detailed information on the following phases of the Corps' proposed
feasibility study: the Civil Works Process, Reconnaissance Study Findings, the Project
Study Plan, a Feasibility Study Schedule, the F-3 Checkpoint Review and, finally, the
Status of Work. (Copies of Mr. Fein's slides are available in the Agency Secretary's
office.)
With the use of maps of the landslide area, Charles Abbott then explained the
characteristics of the specific slides: Ancient Inactive Landslide; Abalone Cove
Landslide; Portuguese Bend Landslide; the 1994 survey area for the Portuguese Bend
Slide, and the 1989 Abalone Cove Survey area. Additionally, he displayed a profile
drawing of the slide which depicted the location of cored drill holes and described the
nature of the earth's material in those various areas.
Continuing with his report, Mr. Abbott presented charts which detailed "Probable Time"
schedules for projects in Sacred Cove and for Borings #1 and 3 and an "RDA Timeline"
of all work performed from 1956 to date in Portuguese Bend, Abalone Cove and
Klondike Canyon. Lastly, he showed a slide which detailed the probable future costs
for all borings (1, 2, 3 and 4). (Copies of Mr. Abbott's slides are on file with Agency
Secretary's office.)
Geologist Dr. Perry Ehlig summarized the drilling process proposed and/or done in this
area and the results of the coring operation. He explained the kinds of material
discovered during this drilling operation, the various retaining mechanism suitable for
these kinds of materials, and shoreline protective structures that could be built offshore.
He then explained the number of drill holes required, their location, and what he
projected these holes would reveal. He stated that the best time to drill would be in
September when tides were more favorable.
The Board then inquired about various features of this drilling operation: Where they
expect to find basaltic layers; what could be expected to be found in future drillings; the
number of holes to be drilled in the various areas of Portuguese Bend; if an
additional hole would be required at Sacred Cove; how many holes would be drilled
ultimately offshore; and, whether the onshore or offshore holes were the most
important.
There was brief discussion of the restoration plan that the U.S. Fish and Wildlife
wanted the Agency to do and how this would affect the boring schedule.
Another Board discussion ensued and the following inquiries were made: would drilling
offshore give sufficient data to avoid the necessity of performing onshore restoration; if
drilling could be done from a barge out at sea; if the water was deep enough to
accommodate bringing in a barge; what the cost would be for such an operation; if the
Corps could complete Phase F3 without the data from the remaining holes; what was
the status of the legislation and the Federal budget and how the timing of development
of the drilling data could support this legislation; the starting date for drilling of the
holes; how quickly Dr. Ehlig could prepare his report for submittal to the Army Corps;
when the coastal permits could be obtained for this drilling; and, finally, the,processing
time for the issuance of the permit by the Coastal Commission.
Senior Planner Joel Rojas explained the coastal permit approval process that was
taken between September 1995 and March 1996 to allow the previous geologic
investigation borings.
Assistant Agency Director Mattingly distributed information regarding the funding
required for this study and the sources of that funding. Additionally, he distributed
information expenditures to-date for 1995-96 and the total spent since the inception of
the budget and cost for the various tasks.
Kathy Snell, Vander lip Lane, spoke about the lien on her property and the use of the
Horan funds on Portuguese Bend.
Lois Larue spoke in opposition to this study.

Sharon Hetegscheweiler, also questioned the expenditure of funds from the Horan
settlement for the Portuguese Bend landslide.
A brief discussion ensured relative to the date for the next Agency work shop; no date
was set.
Adjournment: At 6:00 P.M. the meeting adjourned on motion of Member Ferraro.
