RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
FEBRUARY 20, 1996
The meeting was called to order at 8:40 P.M. by Chair Marilyn Lyon, the City Council
meeting having been recessed for the purpose of conducting the business of the
Redevelopment Agency.
PRESENT: McTaggart, Byrd, Ferraro, Hollingsworth, and Chair Lyon
ABSENT: None
APPROVAL OF AGENDA:
Member McTaggart moved, seconded by Member Byrd to approve the agenda as
presented. Motion carried.
APPROVAL OF CONSENT CALENDAR:
Lois Larue, 3136 Barkentine, spoke to the minutes of February 6, and to the condition
of the landslide.
Kathy Snell, Vanderlip Drive, referred to several charges on the register of demands
and questioned the method of proration for the charges assessed against Abalone
Cove . It was her opinion that Abalone Cove should not be paying more than 25% of
these charges.
Executive Director Bussey reported that he would be glad to talk with Mrs. Snell about
the precise method of proration and that it was the Agency's intent that these
assessments be shared on a reasonably justifiable basis.
Member McTaggart moved, seconded by Member Byrd to approve the consent
calendar as follows:

REGULAR BUSINESS:
ALTAMIRA CANYON DRAINAGE CONTROL PROJECT
FINAL EIR (1203 X 1900)
Senior Planner Joel Rojas presented the staff report of February 20 and the
recommendation to adopt the proposed resolution certifying the final Environmental
Impact Report ("Final EIR") for the Altamira Canyon Drainage control project; adopting
the mitigation monitoring program; adopting project findings and facts in support of
findings; adopting a statement of overriding considerations; and, reaffirming findings
related to the incidental take of the California Gnatcatcher.
Council inquiries about this matter clarified that certification of the EIR did not mean
approval of any project, but insteadcertifies that all the impacts of the projects have
been analyzed and will be considered prior to approving the project. Additionally, it
was explained that if nothing was done for five or more years, at that time the EIR
would be re-examined to see if any impacts had changed. If changes have occurred,
but were considered minor, then an addendum would be issued at that time.
Kathy Snell, questioned that the EIR did not present adequate alternatives. It was her
opinion that the document did not take into consideration if transporting the water
through the headlands of Altamira Canyon to the ocean; that the document was
incomplete because it violated CEQA; that no mention was made of the spores that
might cause valley fever in the area; and, that the project map was incomplete because
it showed her property near Altamira Canyon instead of Kelvin Canyon.
Lois Larue, said that the EIR doesn't solve the mystery of where the water comes from
that flows down the streets in the landslide area.

City Attorney Lynch opined that CEQA requires that the EIR analyze a reasonable
range of alternatives; that six such alternatives were analyzed in the preparation of the
EIR and that it was up to the Agency to determine if six was a reasonable number; that
CEQA does not require that every alternative be analyzed; that it does not require
evidence be analyzed if the issue does not relate to the project and that there was no
evidence, other than Ms. Snell's concern, that there was a potential for valley fever as a
result of this project.
Environmental Consultant Fred Talarico, 1278 Glenneyre Street, Laguna Beach, said
that numerous alternatives were raised in the EIR; that Ms. Snell's comments had been
responded to in the first addendum to the EIR; that relative to the matter of valley fever
he contacted both Kern County and Los Angeles County and that it was his opinion that
there was no concern for valley fever in this area; and, that the alternative study
process had been extensive.
Member Byrd moved, seconded by Member McTaggart to adopt RESOL. NO. RDA 96-
04, CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT ("FINAL EIR")
FOR THE ALTAMIRA CANYON DRAINAGE CONTROL PROJECT; ADOPTING THE
MITIGATION MONITORING PROGRAM; ADOPTING PROJECT FINDINGS AND
FACTS IN SUPPORT OF FINDINGS; ADOPTING A STATEMENT OF OVERRIDING
CONSIDERATIONS; AND, REAFFIRMING FINDINGS RELATED TO THE
INCIDENTAL TAKE OF THE CALIFORNIA GNATCATCHER.
Kathy Snell, Vanderlip Lane, spoke to more issues: the use of the maintenance fund to
pay for the dewatering; and, the California gnatcatcher.
Jess Morton, 787 24th Street, San Pedro, representing the Audobon Society, said that
his organization was concerned about the work going on in the landslide area and the
destruction of habitat areas. Also, that the roads being installed would provide
additional access and possibly more threat to the habitat of the area.
Bill Griffin, 5 Gingeroot Lane, proposed that the City consider the formation of a County
Water Control District.
It was the consensus that perhaps that item could be placed on the upcoming RDA
workshop agenda.
The motion to adopt RESOL. NO. RDA 96-04 carried on the following roll call vote:

Lois Larue referred to the GPS information she had picked up at City hall and
questioned its accuracy.
The suggestion was made that the raw GPS data be also brought to the RDA
workshop.
