RDA MINS 19960206 MINUTES RANCHO PALOS VERDES REDEVELOPMENT AGENCY REGULAR BUSINESS FEBRUARY 6, 1996 The meeting was called to order at 8:35 P.M. by Chair Marilyn Lyon, the City Council meeting having been recessed for the purpose of conducting the business of the Redevelopment Agency. Present: McTaggart, Ferraro, Byrd & Chair Lyon Absent: Hollingsworth APPROVAL OF AGENDA: Member McTaggart moved, seconded by Member Ferraro to approve the agenda as presented. Motion carried. APPROVAL OF CONSENT CALENDAR: Lois Larue, 3136 Barkentine spoke to several matters: the minutes of January 15, 1996; contract with Charles Abbott Associates; and, the Register of Demands. Member Byrd moved, seconded by Member McTaggart to approve the consent calendar as follows: MINUTES (301 x 1900) APPROVED THE MINUTES of DEC. 5, 1995, DEC. 19, 1995 AND JAN. 15, 1996. RESOL. NO. RDA 96-02 - REGISTER OF DEMANDS (6 0 2 x 1 9 0 0) ADOPTED RESOL. RDA 96-02. The motion to approve the Consent Calendar carried on the following roll call vote: Ayes: McTaggart, Byrd, Ferraro and Chair Lyon Noes: None Absent: Hollingsworth # # # # # # AUDIENCE COMMENTS: Don Fraser, 26 Peppertree Drive, stated that he wished to clarify some of his comments at the last meeting: that nobody who lived in the landslide area was opposed to stopping it; that he did not wish to attack Dr. Ehlig's testimony at the last meeting; that it is not uncommon for geologists to make wrong guesses; that he did not feel that the project to stabilize the big rise on Palos Verdes Drive South was successful; and, that it would behoove the board to have somebody on the peer review panel that didn't agree with everything Dr. Ehlig said. Bill Griffin, 5 Gingeroot Lane, inquired about the GPS survey data and requested that this information be made available to him. Lois Larue described the condition of the half round pipe in the slide area and said it was sending water into the landslide. Charles Abbott stated that his company was not responsible for maintaiing the half round pipe in the slide area; however, the amount of water that it is sending into the landslide was, according to Dr. Ehlig, inconsequential. A brief discussion ensued relative to the design of the half round pipe and the topographical features of that area and the impracticality of having the pipe stretch from its source to the ocean because there was nothing to support it. It was mentioned, however, that plans are underway to put the well discharge water in a smaller pipe so that the well water is less likely to infiltrate into the slide plane.
