RANCHO PALOS VERDES REDEVELOPMENT AGENCY
SPECIAL MEETING
December 21, 1999
The meeting was called to order at 11:25 P.M. by Chair Byrd at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
PRESENT: Ferraro, Lyon, McTaggart, Stern, and Chair Byrd
ABSENT: None
Also present were Executive Director Les Evans; Assistant Executive Director Carolynn
Petru; Agency Attorney Carol Lynch; Planning, Building & Code Enforcement Director
Joel Rojas; Director of Public Works Dean Allison; Finance Director Dennis McLean;
Director of Administrative Services/Agency Secretary Jo Purcell; and, Recording
Secretary Jackie Drasco.
APPROVAL OF AGENDA
Member Ferraro, seconded by Member Lyon, to approve the Agenda. Motion carried.
REGULAR BUSINESS
Senior Affordable Housing Proposal — Exclusive Negotiating Agreement and
Contract for Services (1101 x 1203 x 1900)
Executive Director Evans presented the staff report of December 21, 1999 and the
recommendation to approve the proposed Exclusive Negotiating Agreement between
the Rancho Palos Verdes Redevelopment Agency and Indian Ridge Crest Gardens,
LP, approve the proposed Contracts with PMW Associates and Keyser Marston
Associates to assist the Agency in negotiating with the developer on this project, and
authorize R. P. Laurain and Associates to prepare an appraisal of the subject property.
Attorney Charles Brumbaugh, Jr., representing the Corporation for Better Housing, 100
W. Broadway, Suite 1250, Glendale, CA 91210, spoke about last-minute changes
regarding terms which might not be feasible and said that a development agreement
had to be approved before a tax credit could be applied for. (A newspaper article from
Mr. Brumbaugh is on file with the City Clerk's Office.)
City Manager Evans stated that if the Council approved the three contracts mentioned
in the staff report, the item would be brought back on January 18, 2000 for further
discussion regarding authorization for Mr. Brumbaugh to purchase real property.
Member Lyon moved, seconded by Member Ferraro, to adopt the staff
recommendation.
Lois Larue, 3136 Barkentine Road, asked why the senior affordable housing proposal
was on the RDA agenda.
City Attorney Lynch clarified that the RDA has the funds for such housing, however, the
housing does not have to be located in the RDA area.
The motion carried on the following roll call vote:
AYES: Ferraro, Lyon, McTaggart, Stern, and Chair Byrd
NOES: None
CLOSED SESSION REPORT:
Cit y Attorney Attorne Lynch reported that no action was taken by the RDA Board.
ADJOURNMENT
At 11:34 P.M., the meeting was adjourned on motion of Member Lyon.
