RANCHO PALOS VERDES REDEVELOPMENT AGENCY
REGULAR MEETING
DECEMBER 2, 2008
The meeting was called to order at 11:26 P.M. by Chair Clark at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
Redevelopment Agency roll call was answered as follows:
PRESENT: Long, Stern, Wolowicz, and Chair Clark
ABSENT: Gardiner (excused)
Also present were Executive Director Carolyn Lehr, Agency Attorney Carol Lynch,
Assistant Executive Director Carolynn Petru, Planning Director Joel Rojas, Deputy
Planning Director Greg Pfost, Redevelopment Agency Attorney Robyn Harris, and
Agency Secretary Carla Morreale.
APPROVAL OF AGENDA:
Member Stern moved, seconded by Vice Chair Wolowicz, to approve the Agenda as
submitted.
Without objection, Chair Clark so ordered.
APPROVAL OF CONSENT CALENDAR:
Member Stern moved, seconded by Vice Chair Wolowicz, to approve the Consent
Calendar.

Approval of the Minutes (1900)
Approved the minutes of the November 6, 2008 Adjourned Regular Meeting.
September 2008 Monthly Report of Cash Balances (1900)
Received and filed the September 2008 Monthly Report of Cash Balances for the
Rancho Palos Verdes Redevelopment Agency.
Register of Demands
ADOPTED RESOLUTION NO. RDA 2008-13, A RESOLUTION OF THE RANCHO
PALOS VERDES REDEVELOPMENT AGENCY, ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

Status of Affordable Housing Development on the Redevelopment Agency (RDA)
Crestridge Property and Expenditure of Set-Aside Funds to Cover Pre-
Development Costs (1900 x 701)
Deputy Planning Director Pfost provided a summary staff report and timetable
presentation regarding this item.
David Yarden, Vice President, AMCAL Multi-Housing, introduced himself and Darrin
Hansen, Vice President, AMCAL Multi-Housing; provided a brief history on AMCAL
Multi-Housing and an overview of their recent projects; and, gave a presentation on the
proposed Affordable Housing Development for the City's Crestridge Property.
Council and staff discussion with the consultant focused on the following topics:
community compatibility of the project as proposed; concerns of the residents including
the maintenance of the quality appearance of the development; property management
issues regarding upkeep and maintenance; the review process of income-qualified
tenants as regulated by the State of California; sources of financing and Federal tax
credits as regulated by the State of California; the City's timetable and consequences of
not adhering to the timetable for the proposed development; disposal of surplus
affordable housing funds; and, the City's Housing Element and need to meet the
Affordable Housing Component and in-lieu of requirements as mandated by State law.
Perry Cockreham, President of Ridgecrest Ranchos HOA, Rancho Palos Verdes, stated
that the community does not consider the Crestridge site to presently be an unsightly
property as portrayed by the AMCAL representative. He stated that the Ridgecrest
Ranchos HOA is strongly opposed to the use of the site for affordable housing and
suggested there may be other viable revenue producing projects for the site.
Member Long moved, seconded by Member Stern, to 1) Receive and file the status
report on the proposed affordable housing development on the Agency's Crestridge
site; and, 2) Authorize the expenditure of up to $200,000 in pre-development costs from
the Agency's 20% Affordable Housing Set-Aside Fund for the preparation of plans,
traffic study, geologic study, biological study, and view/visual studies for the proposed
development project.
