The meeting was called to order at 1:07 A.M. by Chair Long at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
Roll call was answered as follows:
PRESENT: Gardiner, Stern, Wolowicz and Chair Long
ABSENT: Clark (excused)
Also present were Chief Administrative Officer Carolyn Lehr, Commission Attorney
Carol Lynch, and Deputy Administrative Officer Carolynn Petru.
APPROVAL OF AGENDA:
Moved by Commissioner Gardiner and seconded by Vice Chair Stern, to approve the
Agenda, as submitted. Without objection, Chair Long so ordered.
APPROVAL OF CONSENT CALENDAR:
Approval of the Minutes (2200)
Approved the minutes of May 1, 2007.
April 2007 Treasurer's Report (2200)
Received and filed the April 2007 Treasurer's Report for the Rancho Palos Verdes
Improvement Authority.
Register of Demands
ADOPTED RESOLUTION NO. IA 2007-05, A RESOLUTION OF THE RANCHO
PALOS VERDES IMPROVEMENT AUTHORITY ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
Moved by Commissioner Gardiner and seconded by Chair Long to approve the Consent
Calendar, as amended, with Item 3 removed for discussion.
The motion carried as follows:
AYES: Gardiner, Stern, Wolowicz, and Chair Long
NOES: None
ABSTAIN: None
ABSENT: Clark
Item Removed from the Consent Calendar:
Portuguese Bend Dewatering Well Update
Director of Public Works Bell gave a brief staff report. He reported that staff located a
historic map identifying the names and locations of the Portuguese Bend dewatering
wells drilled many years ago and these locations have been identified on the GIS map
of the Portuguese Bend Landslide area. He noted that the Portuguese Bend
dewatering wells have never performed at the levels that were expected by Perry Ehlig
(previous City Geologist), but the dewatering wells in the Abalone Cove area have been
highly successful. He reported that water pumped from dewatering wells in Portuguese
Bend meets historic production levels and that landslide movement in Portuguese Bend
continues at high levels. He stated that he and the City Geologist believed that the City
should continue monitoring the amount of water removed by the use of the dewatering
wells.
There was Council discussion of the pros and cons of the use of the dewatering wells in
the Portuguese Bend area.
Sunshine, Rancho Palos Verdes, stated that she thought the City should attempt to
obtain the history of the Portuguese Bend Landslide area from many of the residents
who have lived in the area for years. She stated that the City should make plans to
consider serious road reconstruction through the area.
Commissioner Wolowicz moved, seconded by Vice Chair Stern to approve the staff
recommendation.
Without objection, Chair Long so ordered.
PUBLIC COMMENTS:
There were no requests to speak from the audience.
ADJOURNMENT:
Vice Chair Stern moved to adjourn. At 1:30 A.M., Chair on ..djourned the meeting.
