CC MINS 20060513 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING COMMUNITY LEADERS' BREAKFAST MAY 13, 2006 Mayor Wolowicz called the meeting to order at 9:16 A.M. in the Multi-Purpose Room at Fred Hesse Community Park, 29301 Hawthorne Boulevard, Rancho Palos Verdes, notice having been given with affidavit thereto on file. ROLL CALL: Present: Clark, Gardiner, Stern and Mayor Wolowicz Absent: Mayor pro tern Long (excused) Also present were Assistant City Manager/City Clerk Petru and Assistant to the City Manager Park. FLAG SALUTE: The salute to the flag was led by former RPV Mayor Marilyn Lyon. MAYOR'S WELCOME: Mayor Wolowicz introduced the members of the City Council present and introduced the following members of the audience: Tim O'Rourke, Log Angeles County Fire Department Paul Wiedenhoeft, U.S. Coast Guard, Point Vicente Lighthouse Kathryn Forte, Palos Verdes Library Board Steve Kuykendall, former RPV Mayor, State Assemblyman and U.S. Congressman Dr. Tom McFadden, President of Marymount College Ann Shaw, former RPV Mayor Ken Dyda, former RPV Mayor Self-introductions by the other attendees followed. APPROVAL OF THE AGENDA: Councilman Clark moved, seconded by Councilman Stern, to approve the agenda. There being no objection, Mayor Wolowicz so ordered. APPROVAL OF THE CONSENT CALENDAR: Councilman Stern moved, seconded by Councilman Gardiner, to approve the Consent Calendar. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Clark, Gardiner, Stern and Mayor Wolowicz NOES: None ABSENT: Mayor pro tern Long Pontevedra Emergency Storm Drain Repairs (604 x 1204) Reviewed and reconfirmed by a four/fifths (4/5) vote the Council's previous action on December 6, 2005, to authorize staff to conduct an informal bid process to repair the Pontevedra storm drain line. REGULAR BUSINESS: Strategies to Gain Control of Your Energy Future (1601) Mayor Wolowicz introduced Marilyn Lyon, Executive Director of the South Bay Energy Savings Center. Marilyn Lyon, South Bay Energy Savings Center, indicated that the Center was administered through the South Bay Cities Council of Governments (SBCCOG) and largely funded by grants from the Edison Company. She described the services provided by the Center, indicated that the South Bay Cities had recently launched a program to increase the energy efficiency of the many vending machines located at city- owned facilities, expressed hope that the program would soon be expanded to include the local school districts and encouraged the public to contact the Center to learn about ways to reduce their energy costs and receive rebates for buying new energy efficient appliances. Mayor Wolowicz introduced the guest speaker, Kurt Kammerer. Kurt Kammerer, K.J. Kammerer&Associates, Inc., with the assistance of a Power Point presentation, provided an overview of the country's current energy situation, noting that supply and reliability are still a challenge, the United States continues to have a growing dependency on foreign energy sources and that higher energy prices will continue in the foreseeable future. Mr. Kammerer described opportunities for reducing residential energy demands through conservation, upgrading aging appliances and other household systems and incorporating self-generation systems in homes. He also described ways local governments can increase energy efficiency and can reap cost savings through such programs as lighting retrofits, the vending machine controller purchasing initiative described earlier by Ms. Lyon, computer network energy management, increasing energy efficiency building standards for new development, supporting the California Solar Initiative by adjusting permitting fees, educating local Building Officials and updating solar access laws and incorporating energy efficiency goals into local General Plans and Housing Elements. He noted that some of the City Council Community Leaders' Breakfast Minutes May 13, 2006 Page 2 of 3 barriers to implementing these suggestions are a resistance to increased density and aesthetics. He noted that the nation needs to find a way to incorporate energy sustainability into our way of life in order to protect the future. Mayor Wolowicz presented Ms. Lyon and Mr. Kammerer with a City pin in appreciation of their presentations. PUBLIC COMMENTS: Steve Kuykendall, Rancho Palos Verdes, asked if energy efficiency had been part of the discussion when the City approved recent large-scale projects, such as the Terranea Resort Hotel and the Trump National Golf Course. Councilman Clark responded that the City had not required anything beyond compliance with the standard Title 24 Uniform Building Code, but felt that the South Bay Energy Savings Center could be a great help to these developers moving forward. He also suggested that this was a good topic for the Planning Commission to study further. Mayor Wolowicz noted that, although the City had already approved the projects mentioned, the developers would be encouraged to be as energy efficient as possible. At Mayor Wolowicz's request, Councilman Clark described the California Coastal Commission, of which he is a member, its' scope and authority over California's 1,100 mile coastline and encouraged the public to attend a local meeting of the Commission. ADJOURNMENT: Councilman Stern moved, seconded by Councilman Clark to adjourn the meeting.
