CAPITAL IMPROVEMENT PLAN WORKSHOP
JANUARY 15, 2009
The meeting was called to order at 7:05 P.M. by Mayor Stern at Fred Hesse
Community Park, 29301 Hawthorne Boulevard, notice having been given with
affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Long, Stern, Wolowicz, and Mayor Clark
ABSENT: Gardiner (excused)
Also present were Carolynn Lehr, City Manager; Carolynn Petru, Deputy City
Manager; Dennis McLean, Director of Finance/IT; Joel Rojas, Director of
Planning, Building, and Code Enforcement; Jim Bell, Director of Public Works;
Ron Rosenfeld, Director of Recreation and Parks; Kathryn Downs, Deputy
Director of Finance/IT; Sara Singer, Senior Administrative Analyst; Matt Waters,
Senior Administrative Analyst; Ron Dragoo, Senior Engineer; Judy Huey, Senior
Administrative Analyst; and Carla Morreale, City Clerk.
Also present was Jonathan Braatvedt, CBM Consulting.

The Flag Salute was led by Senior Administrative Analyst Sara Singer.
APPROVAL OF AGENDA:
Councilman Stern moved, seconded by Councilman Wolowicz, to approve the
Agenda.
Without objection, Mayor Clark so ordered.

REGULAR NEW BUSINESS:
Review of Capital Improvement Project Inventory (602)
City Manager Lehr presented brief introductory remarks and introduced Senior
Administrative Analyst Sara Singer.

Senior Administrative Analyst Singer provided an overview and PowerPoint
presentation of the Capital Improvement Plan (CIP) including the purpose of the
workshop, the CIP process and timeline, and plans for public outreach. She
provided an outline of the six project categories, which included the following:
1) Building and Other Facility Improvements; 2) Intangible Capital Outlay;
3) Roadway Infrastructure; 4) Public Utilities; 5) Storm Drain System; and,
6) Recreation, Parks and Open Space. She reported that numerous documents
had been referenced in the development of the CIP including the following:
Coastal Vision Plan, Storm Drain Master Plan, Pavement Management System,
Sanitary Sewer Master Plan, Public Use Master Plan (PUMP), Trails Network
Plan, and General Plan.
Senior Administrative Analyst Singer focused on the Civic Center at Upper Pt.
Vicente as one of the items under the Building and Other Facility Improvement
category. She provided a summary update on the progress of the current site
studies as directed by the Council in September 2008.
Senior Administrative Analyst Singer continued her presentation, highlighting the
Intangible Capital Outlay category, including the following items: update of
accounting software; update of the General Plan and Conceptual Trails Plan.
She highlighted the Roadway Infrastructure category, including the following
items: residential overlay and arterial pavement improvements; traffic signal
improvements; bikeway and roadway improvements, and median improvements;
Palos Verdes Drive South (PVDS) roadway rehabilitation; and, Palos Verdes
Drive East (PVDE) roadway safety improvements. She also highlighted the
Public Utilities category which included the undergrounding of public utilities at
different locations in the City.
Director of Public Works Bell stated that some of the public utility undergrounding
projects in the City may qualify for the Rule 28 Funds and clarified some of the
specifics regarding the projects listed for Council's consideration.
Councilman Stern provided photographs of utility lines along PVDE that he would
like added to the list of projects to be considered for undergrounding.
Council and staff discussion focused on the following topics: mapping of the
City's undergrounded utilities; a lack of funds available for the undergrounding of
power lines; residential versus arterial utility undergrounding; competitive bids for
undergrounding projects.
Senior Engineer Dragoo provided an update on the Storm Drain Master Plan,
which consisted of thirteen project areas in the City.
Council and staff discussion ensued regarding storm drain lining projects and the
status of the storm drain pipes along Western Avenue, including which entity or

entities were responsible for the maintenance of pipelines under Western
Avenue.
Director of Finance/IT McLean recommended the continuing exclusion of the
storm drains along Western Avenue from the City of Rancho Palos Verdes' CIP
project list due to existing litigation.
Mayor Clark received clarification from staff that the list provided was not
necessarily all of the storm drains in need of maintenance or repair in the City.
Senior Administrative Analyst Singer reviewed the Recreation, Parks and Open
Space projects, which included active recreation and trail improvements. She
introduced a Visioning Exercise with the goal of obtaining input from the Council.
Council discussion ensued on the specifics of the Visioning Exercise. Mayor
Clark stated that he did not support participating in a written exercise and the
Council Members agreed to participate in an oral Visioning Exercise.
Senior Administrative Analyst Singer compiled the Council's comments from the
first question of the Visioning Exercise, which was: "After 10 years of no contact
with anyone in the City, you return and you say, `This is perfect; it is exactly how I
wanted it to turn out.' What specifically have you seen or heard that leads you to
this conclusion?"
Mayor Pro Tem Wolowicz stated that he would like to see the following in the
future: infrastructure in good repair; the City in a solid financial position; Civic
Center with facilities as conceptually approved; advances on undergrounding of
utilities; and, the best utilization of the open space preserve & coastline access.
Councilman Stern stated that he would like to see the following in the future: not
much character change with some enhancements; the completion of new Civic
Center; completion of the Coastal Vision Plan, with enhanced use of open space
and more recreational opportunities; and, minimized use of traffic signals
throughout the City.
Councilman Long stated that he would like to see the following in the future: all
infrastructure projects managed in the same manner as the Pavement
Management System; the expansion of active recreation; the unifying of open
space and park facilities; expanded support for the aged; expanded revenue
base; improved use of technology in law enforcement, safety, and other areas;
and, the ability to meet affordable housing requirements in a way that meets the
needs of senior residents and provides housing for the community workforce,
particularly public workers.
Mayor Clark stated that he would like to see the following in the future: complete
renewal of storm drains; Terranea Resort success; Annenberg Learning Center
completion; a 1500-acre Preserve that draws visitors to the region; new Civic

Center at Upper Point Vicente with memorials, cultural elements, and multi-
purpose sports facility; the City operating with a healthy financial reserve; a
vibrant commercial corridor along Western Avenue; an endless stream of
resident volunteers with community pride; and, a Senior Center.
Senior Administrative Analyst Singer compiled the Council's comments from the
second question of the Visioning Exercise, which was: "After 10 years of no
contact with anyone in the City, you return and say, `This is a disaster, how could
this have happened?' What specifically have you seen or heard that leads you to
this conclusion?"
Mayor Pro Tem Wolowicz stated that he would be disappointed to find the
following in the future: the City in a poor financial condition; recurring
infrastructure crises; nothing to show for increased revenue and decreased
spending; a lack of a meaningful long-term solution for the Portuguese Bend
landslide problems; high-density development; and, no advancement in utility
undergrounding.
Councilman Stern stated that he would be disappointed to find the following in
the future: an increase in traffic; over development on or near the coast; and,
substantial building and development on the south face of Peninsula.
Councilman Long stated that he would be disappointed to find the following in the
future: City governance in hands of those who think that government cannot and
should not do much, with the result being a self-fulfilling prophecy with the City
not devoting the resources necessary to protect property values and provide
adequate services; and, a significant increase in density.
Mayor Clark stated that he would be disappointed to find the following in the
future: the City in a financial state of bankruptcy or significant debt; an increase in
landslide movement; neighborhoods in decay with significantly diminished
property values; and, a City leadership that has lost the core principals of the
City's Founders.
Senior Administrative Analyst Singer thanked the Council for their participation
and provided information regarding the next steps including community outreach,
the development of detailed cost estimates for the projects, and an examination
of available funding for the CIP projects.
Council and staff discussion ensued regarding the following topics: the 5-year
CIP as a guide to the projects the City has identified; prioritization of funding for
the projects; ensuring that issues related to safety would be a top priority;
projects that are missing from the CIP; an assertion that not all items are
supported by all Council Members; a suggestion to break down the development
of the Civic Center project into segments; an emphasis on City parks

improvements so that the parks are more accessible to all residents; and,
alternate funding ideas for the CIP projects.
Councilman Wolowicz moved, seconded by Councilman Long, to receive and file
the presentation, and direct staff to proceed with the proposed schedule as
outlined, with the incorporation of Council comments.
Without objection, Mayor Clark so ordered.
