RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
NOVEMBER 1, 2008
The meeting was called to order at 8:39 A.M. in the Sunset Room at the Point Vicente
Interpretive Center, 31501 Palos Verdes Drive South, notice having been given with
affidavit thereto on file.
PRESENT: Clark, Long, Wolowicz, and Mayor Stern
ABSENT: Gardiner (excused)
Also present were City Manager Carolyn Lehr; City Attorney Carol Lynch; Deputy City
Manager Carolynn Petru; Director of Public Works Jim Bell; and Engineering Consultant
Alan Braatvedt.
FLAG SALUTE:
The Flag Salute was led by Councilman Long.
APPROVAL OF AGENDA:
Councilman Wolowicz moved, seconded by Councilman Long, to approve the Agenda.
Hearing no objection, Mayor Stern so ordered.
PUBLIC COMMENTS:
None.
REGULAR BUSINESS:
Status (Tarapaca Can on of Lower San Ramon U date Canyon) — Flooding of 25th

Street (602 X 604)
Director Bell presented a PowerPoint presentation regarding the drainage and
geotechnical conditions in Lower San Ramon Canyon.
Mayor Stern called for the public speakers.
Tom Redfield, Rancho Palos Verdes, indicated that the community has been aware of
the problems in this area for many years and that staff has not been responsive up until
this time in addressing the issues associated with the drainage and geology of this
canyon.
Lois Karp, Rancho Palos Verdes, noted that Marymount College contributes drainage
into Tarapaca Canyon, which is possibly aggravating the conditions downstream.
Jack Karp, Rancho Palos Verdes, stated that there was military use of the property
surrounding Tarapaca Canyon during the World War II era that may have included
grading that impacted drainage in the area.
Councilman Wolowicz moved, seconded by Mayor Pro Tem Clark to directed Staff to
prepare a scope of work and advance pre-design effort of the canyon section to 25th
Street.
Mayor Pro Tem Clark moved to amend the motion to also direct Staff to arrange a
meeting with elected officials and staff of the County of Los Angeles and the City of Los
Angeles at the earliest opportunity.
City Manager Lehr clarified for Councilman Wolowciz that staff can still develop
preliminary steps at the staff level without incurring significant costs prior to the
proposed meeting with the elected officials from the other jurisdictions.
Councilman Wolowicz accepted the amendment and the motion passed unanimously
on a roll call vote.
Mayor Pro Tern Clark suggested that he could contact City of Los Angeles
Councilwoman Hahn and that Councilman Wolowicz to contact Los Angeles County
Supervisor Knabe in advance of the proposed meeting. Councilman Wolowicz agreed
to Mayor Pro Tern Clark's suggestions, as did the other Council members present.
RECESS AND RECONVENE:
Mayor Stern called a recess at 10:16 A.M. for a Closed Session. The meeting was
reconvened at 10:30 A.M.
CLOSED SESSION REPORT:
City Attorney Lynch reported that unanimous direction was given to the City Attorney,
with Councilman Gardiner absent, to approve the settlement agreement.
RECESS AND RECONVENE:
Mayor Stern called a recess at 10:33 A.M. The meeting was reconvened at 10:52 A.M.
at 25th Street at the City boundary with the City of Los Angeles for a site visit to Lower
San Ramon Canyon to look at the existing drainage conditions and geology of the area.

ADJOURNMENT:
After completing the site visit, Mayor Stern declared the meeting adjourned at 12:26
