COMMUNITY LEADERS' BREAKFAST
MAY 10, 2008
Mayor Stern called the meeting to order at 9:12 A.M. in the Multi-Purpose Room at Fred
Hesse Community Park, 29301 Hawthorne Boulevard, Rancho Palos Verdes, notice
having been given with affidavit thereto on file.

Also present were Carolynn Lehr, City Manager; Carol Lynch, City Attorney; Carolynn
Petru, Deputy City Manager; Dennis McLean, Director of Finance and Information
Technology; Joel Rojas, Director of Planning, Building & Code Enforcement; Jim Bell,
Director of Public Works; Ron Rosenfeld, Director of Recreation and Parks; Kathryn
Downs, Deputy Director of Finance and Information Technology; Matt Water, Senior
Administrative Analyst; Gary Gyves, Senior Administrative Analyst; Sara Singer, Senior
Administrative Analyst; and, Carla Morreale, City Clerk.
FLAG SALUTE:
The Presentation of the Colors and Flag Salute was led by members of Boy Scouts Troop
No. 65.
MAYOR'S WELCOME:
Mayor Stern welcomed all attendees and invited the members of the City Council and
audience to introduce themselves.
APPROVAL OF THE AGENDA:
Mayor Pro Tem Clark moved, seconded by Councilman Wolowicz, to approve the agenda.
Without objection, Mayor Stern so ordered.

CITY MANAGER REPORT:
None.
STATE OF THE CITY BY MAYOR DOUG STERN:
Mayor Stern announced that the City had recently signed an agreement to purchase 190
acres of open space land, known as the Upper Filiorum which will connect the Forrestal
property on the east to the Barkentine property on the west, bringing the total of preserved
open space land to approximately 1400 acres for the community and future generations to
enjoy. Mayor Stern announced that staff is beginning to review and implement some of
the recommendations of the Organizational Assessment Report as a result of the study
conducted by Management Partners, Inc.
Mayor Stern introduced Public Works Director Bell who presented an update on the City's
storm drain projects.
Public Works Director Bell gave a brief update and PowerPoint presentation on the
following major storm drain projects throughout the community: 1) McCarrell Canyon
Storm Drain Project; 2) Sunnyside Ridge Storm Drain Project; 3) Lower San
Ramon/Tarapaca Canyon Storm Drain Project; and, 4) Corrugated Metal Pipes Storm
Drain Lining Project. He reviewed additional Public Works projects undertaken during the
last year including the following: 1) Roadway resurfacing; 2) Landslide road repair; 3)
Storm drain rehabilitation; 4) Mossbank storm drain repair; 5) Forrestal swale repair; 6)
Beautification grants; 7) Landscaping; 8) Pavement striping; 9) Traffic safety; 10)
Neighborhood traffic calming; 11) City building facility and maintenance repairs; 12)
Guardrail and street maintenance; 13) Park sidewalk maintenance; and, 14) Trail
improvements.
Mayor Stern introduced Susan Moulton, Director of Public Sector Services for Waste
Management.
Susan Moulton, Director of Public Sector Services, Waste Management reported on the
implementation of a program by Waste Management in many of the South Bay
communities, which is a community safety and crime watch partnership with the local
authorities. She explained that Waste Management drivers will report unusual and
suspicious activities or emergency situations that they observe on their routes to their
dispatcher who will communicate the information to the appropriate local authorities. She
reported that the program has been a success in surrounding communities and Waste
Management looks forward to implementing the program on the Peninsula. Ms. Moulton
answered questions regarding the use of Liquefied Natural Gas (LNG) refuse trucks in the
City of Rancho Palos Verdes to assist in attaining a cleaner environment.
Mayor Stern introduced Stanislav Parfenov, a member of the Traffic Safety Commission.
Stanislav Parfenov, Traffic Safety Commissioner, Rancho Palos Verdes, presented a brief
overview of a project he has been working on for his Master's Thesis at UCLA, and as a
member of the Traffic Safety Commission. He explained that he had studied travel
behavior in the City of Rancho Palos Verdes attempting to find solutions to mitigate the
traffic impact as a matter of policy as well as technological aspects. He shared the
progress on his project including his traffic analysis of speeds traveled, traffic volume, and

collisions and citations; factors contributing to driving patterns and habits; and, the
demographics of the residents of the City of Rancho Palos Verdes, as well as neighboring
cities on the Peninsula. Mr. Parfenov answered questions from the audience.
Mayor Stern announced that the City of Rancho Palos Verdes was holding its annual
Hazardous & Electronic Waste Round Up that day at City Hall until 3:00 P.M. and
encouraged participation from the residents. He commented on the City Council's Team
Building Workshop that was held on March 29, 2008 and noted the audio tape was
available on the City's website. He introduced Dan Cook, Director of Sales and Marketing
for Real Estate of the Terranea Resort.
Dan Cook, Director of Sales and Marketing of Real Estate, Terranea Resort, introduced
Ms. Terri Hack, Executive Vice President and Managing Director of the Terranea Resort.
Mr. Cook presented a brief overview and construction status update on the Terranea
Resort project. He explained the many amenities of the resort, including hotel facilities,
meeting rooms, banquet and ballrooms, 9-hole golf course, restaurants, pools, spa and
fitness facility, condominiums, bungalows, villas, casitas, public trails and beach access
area. Mr. Cook and Ms. Hack answered questions from the audience and announced the
resort was scheduled to open in June 2009.
Mayor Stern introduced Congressman Dana Rohrabacher.
Congressman Dana Rohrabacher, U.S. House of Representatives, commented on the
progresz of the Terranea Resort project on the old Marineland site; provided highlights on
his activities as the Peninsula's representative in Washington, D.C.; described projects he
supports regarding the energy crisis and proposed improvement to commercial traffic in
the Ports of Los Angeles and Long Beach; and, answered questions from the audience.
Mayor Stern invited questions from the audience and thanked the audience for attending
the Community Leaders' Breakfast.
RECESS AND RECONVENE:
Mayor Stern called a brief recess from 10:50 A.M. to 11:1 ' . to prep. e for the Budget
Workshop portion of the Adjourned Regular Meeting.
