ADJOURNED REGULAR MEETING
MARCH 29, 2011
The meeting was called to order at 6:00 P.M. by Mayor Long at Fred Hesse Community
Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on
file, and was immediately recessed into Closed Session. The meeting reconvened at
7:06 P.M.
City Council roll call was answered as follows:
PRESENT: Misetich, Stern, Wolowicz, and Mayor Long
ABSENT: Campbell (arrived at 7:29 P.M.)
Also present were Carolyn Lehr, City Manager; Carolynn Petru, Deputy City Manager;
Carol Lynch, City Attorney; Joel Rojas, Community Development Director; Dennis
McLean, Director of Finance/Information Technology (IT); Tom Odom, Deputy Director
of Public Works/Interim Director of Recreation and Parks; Kathryn Downs, Deputy
Director of Finance/Information Technology (IT); and Carla Morreale, City Clerk.
FLAG SALUTE:
The Flag Salute was led by Herb Stark.
APPROVAL OF THE AGENDA:
Councilman Wolowicz moved, seconded by Councilman Stern, to approve the agenda
as presented.
Without objection, Mayor Long so ordered.
PUBLIC COMMENTS:
Lenee Bilski, Rancho Palos Verdes, noted that there was temporary fencing at Lower
Pt. Vicente for the annual goat grazing at the site and provided comments regarding the
proposed Annenberg Project and the process for the preliminary draft application, as
part of the formal application, which has been submitted to the California Office of
Grants and Local Services (OGALS). She requested the continued maintenance of the
Lower Pt. Vicente site, information regarding the amount of staff input on the proposed
Annenberg Project, and the posting of the Annenberg Project preliminary draft
application on the City's website.
Sharon Yarber, Rancho Palos Verdes, provided handouts and commented on
information from an older Public Records Act Request regarding components of the
proposed Annenberg Project; and on the McCarrell Canyon Project construction
contract.

CITY MANAGER REPORT:
City Manager Lehr provided an update on the final billing to Marymount College
regarding the November 2, 2010 Measure P Election.
Community Development Director Rojas reported that in December 2010 the Council
had directed staff to work with the Annenberg Foundation regarding the submittal of an
application to the State of California Office of Grants and Local Services (OGALS). He
provided an update on the application process regarding the proposed Annenberg
Project.
City Manager Lehr invited residents to visit the City's website to learn about many
upcoming recreation activities and events, including nature hikes; golf clinic; Pitch, Hit
and Run; Egg-extravaganza; youth career workshop; Night at the Museum events; and
the Palos Verdes Marathon. She provided information regarding the use of goats in the
City's fuel modification program and an upcoming opportunity for the public to meet the
goats.
AGENDA ITEMS REORDERED:
Councilman Stern suggested that City Council Oral Reports be heard at this time, to
allow additional time for Councilman Campbell to arrive so that he can participate in the
Regular Business items.
Councilman Stern moved, seconded by Councilman Wolowicz, to move City Council
Oral Reports forward on the agenda.
Without objection, Mayor Long so ordered.
CITY COUNCIL ORAL REPORTS:
Each Council Member reported on his attendance at various organization and
association meetings since the last City Council Oral Reports were provided on March
15, 2011.
Councilman Campbell arrived at 7:29 P.M., during City Council Oral Reports. He stated
that he would submit his report in writing.

Fiscal Perspective for 2011 Budget Process
Deputy Director of Finance/IT Downs provided a staff report and PowerPoint
presentation regarding fiscal perspective for 2011 Budget process.

Discussion ensued between Council Members and staff.
By acclamation, the Council received and filed the report.
FY 11-12 City Grant Requests
City Clerk Morreale reported that there were 15 requests to speak regarding this item.
Councilman Wolowicz noted that he would recuse himself from the meeting during
discussion of the grants for the Norris Theater and South Bay Children's Health Center.
Deputy City Manager Petru provided a staff report regarding the requests for City grants
that the City has received for Fiscal Year 2011-12.
Discussion ensued between Council Members and staff.
John Merryman, South Bay Family Health Care, stated that the South Bay Family
Health Care organization is the only federally qualified Health Center in the area and
noted that they had requested an increase in the amount of their grant due to increased
use and costs.
Renee Cartwright, President, Los Serenos de Pt. Vicente, Rancho Palos Verdes,
requested support for the 6th Grade Geology Program and the Los Serenos Jr. Docent
Program. She noted that the Los Serenos organization began funding the 6th Grade
Geology Program when the Palos Verdes School Parents/Teachers Association could
no longer fund the program.
Don Eichhorn, Immediate Past President, Los Serenos and Chairman, Jr. Docent
Program, Rolling Hills Estates, requested continuing support for the Jr. Docent Program
at Los Serenos de Pt. Vicente which is a good program for both the participating youth
and adult volunteer docents.
Mary DiMatteo, Palos Verdes Peninsula High School Pool Committee, Rolling Hills
Estates, stated that the high school pool is heavily used by students on the Peninsula
and other community groups and that it is in great need of replacement.
Kenneth Gash, President, Peninsula Symphony Association, Rancho Palos Verdes,
requested support for the organization, noting that the members of the orchestra are all
volunteer members and the organization provides free concerts and community
services.
Lynn Swank, Rancho Palos Verdes, stated that she was in support of the Los Serenos
de Pt. Vicente organization receiving grant funding as it is a local and worthy
organization providing education to children in the community. She outlined criteria that
she uses to decide on personal donations to charitable organizations.

Jo Woods, Rancho Palos Verdes, stated that as a retired educator she was in support
of grant funding of the 6t" Grade Geology Program at Forrestal Canyon and the Ladera
Linda Community Center through the Los Serenos de Pt. Vicente organization.
Robert W. Miller, President and Executive Director, Chamber Orchestra of the South
Bay, Palos Verdes Estates, stated that the Chamber Orchestra is an independent
501(c)3 organization that is a fully professional orchestra that provides a five concert
season at the Norris Theater to the Peninsula and surrounding community and
requested support for the organization.
Kathy Pape, Peninsula Education Foundation, stated that she requested grant support
for the Peninsula Education Foundation to support the education, teaching and
counseling services provided by the Palos Verdes Peninsula Unified School District.
Kathy Gould, Palos Verdes Peninsula Chamber of Commerce, Redondo Beach,
introduced the new Chamber of Commerce President/CEO Eileen Hupp and requested
continued financial support of the Chamber to support local businesses, marketing, and
local events.
Kathy Gould, Peninsula Friends of the Library, Palos Verdes Peninsula Library District,
Redondo Beach, requested continuing grant support for the Library Annex which
provides after school services for teenagers, parenting workshops, and programs for
Peninsula Seniors.
Derell Gable, Rolling Hills Kiwanis, Rancho Palos Verdes, stated that the Kiwanis
organization is a volunteer group requesting support for a portion of the expenses of the
2012 Palos Verdes Marathon so that the organization can continue to support the many
community organizations on the Peninsula and surrounding cities.
Ann Shaw, President, Peninsula Seniors, Rancho Palos Verdes, stated that their
organization is open to all Peninsula seniors, noting that the number of participants has
increased. She requested an increase in the City's grant support due to the increase in
community participation.
Herb Stark, Los Serenos de Pt. Vicente, Rancho Palos Verdes, requested continuing
support of the Jr. Docent Program and the 6th Grade Geology Program which supports
Peninsula students and instills in the youth an appreciation for their quality of life and
preservation of the natural habitat.
Jan F. Simon, President, South Bay Chamber Music Society, Rancho Palos Verdes,
stated that the South Bay Chamber Music Society requests support for the free concerts
provided to the Peninsula community by its organization for 48 years.
Laurie Whalen-Martinez, Executive Director, Support for Harbor Area Women's Lives
(SHAWL), San Pedro, requested continuing support for its organization which is a 6-

month residential treatment facility for abused and addicted women from the
surrounding communities.
At 8:54 P.M., Councilman Wolowicz left the dais, prior to the speaker regarding South
Bay Children's Health Center.
Tina Harris, Executive Director, South Bay Children's Health Center, San Pedro,
requested continuing grant support of the organization which provides residents of the
Peninsula community with dental, vision, and mental health needs.
RECESS AND RECONVENE:
Mayor Long called a recess from 8:54 P.M. to 9:11 P.M.
At 9:11 P.M., Councilman Wolowicz returned to the dais after the recess.
Councilman Wolowicz moved, seconded by Mayor Long, to grant specific amounts to
various organizations.
Council discussion ensued and each of the Council Members provided his suggested
grant amounts for the various organizations, which staff displayed on a projected image
of an Excel spreadsheet.
Mayor Long withdrew his second from the motion.
Councilman Stern moved, seconded by Councilman Wolowicz, to adopt staff
recommendation No. 1 to incorporate payment for the performances provided by the
Palos Verdes Symphonic Band ($800) and Shakespeare by the Sea ($1,200 plus in-
kind services) into the Recreation and Parks Department's Special Events budget for
FY11-12 and FY12-13.
The motion passed on the following roll call vote:

Mayor Long moved, seconded by Councilman Misetich, to direct staff to incorporate a
contribution of$80,000 to the Palos Verdes Peninsula High School (PVPHS) Pool
Campaign in the FY11-12 Budget using Environmental Excise Tax (EET) and/or
Quimby funds, subject to: a) the PVPHS Pool Campaign reaching its fundraising goal of
$2.1 million; b) the Palos Verdes Peninsula Unified School District (PVPUSD)
proceeding with replacing the existing pools rather than only renovating them, and
c) the City entering into a joint use agreement with PVPUSD to allow the City to provide
recreational programming at the new pool, either on a contract basis or using City

resources; and, d) directed staff to explore the possible use of PVPUSD's other pool
facilities for City-sponsored recreational programming.
The motion passed on the following roll call vote:
AYES: Campbell, Misetich, Stern, Wolowicz, and Mayor Long

Mayor Long moved, seconded by Councilman Stern, to adopt the amounts set forth in
Mayor Pro Tem Misetich's column with the following modifications: a) reduction of the
Chamber of Commerce amount to zero; b) reduction of the Peninsula Seniors allocation
to $10,000; and, c) allocation of$5,000 to the Kiwanis Club.
Councilman Stern suggested that that motion be split since Councilman Wolowicz was
recusing himself from voting on the grants for the Norris Center for the Performing Arts
and South Bay Children's Health Center.
Mayor Long moved, seconded by Mayor Pro Tem Misetich, to split the motion and
award the grants for all of the following entities except Norris Center for the Performing
Arts and South Bay Children's Health Center:
Animal Lovers of the South Bay $500
Chamber Orchestra of the South Bay $500
Community Helpline $1,000
Harbor Community Clinic $4,000
Kiwanis Club of Rolling Hills Estates $5,000

At 9:58 P.M., Councilman Wolowicz recused himself from the dais for the discussion
regarding amounts to be allocated to the Norris Center for the Performing Arts and

Mayor Long moved, seconded by Mayor Pro Tem Misetich, to adopt the amounts of
$2,500 for the Norris Center for the Performing Arts and $10,000 for the South Bay
Children's Health Center.

At 10:00 P.M., Councilman Wolowicz returned to the dais.
City Manager Lehr pointed out that although the City Council was unable to grant all of
the requests received, the City had significantly increased its support to local non-profit
organizations from $53,500 in FY10-11 to a total of$142,500 using a variety of funding
sources, and noted that the City Council can take much pride in this unprecedented
level of support for the community.
CLOSED SESSION REPORT:
City Attorney Lynch reported on the following Closed Session items: 1) With respect to
the existing litigation with VH Property Corporation, a report was provided and no action
taken; and, 2) With respect to the Potential Initiation of Litigation regarding a contract to
maintain certain streets, the Council unanimously directed staff to obtain certain
documents regarding the maintenance of the streets, and if necessary prepare a Public
Records Act request to do so, with Councilman Campbell absent from the Closed
Session.
