SPECIAL MEETING
FEBRUARY 8, 2011
The meeting was called to order at 7:02 P.M. by Mayor Long at Pt. Vicente Interpretive
Center, 31501 Palos Verdes Drive West, notice having been given with affidavit thereto
on file.
City Council roll call was answered as follows:
PRESENT: Campbell, Misetich, Stern, Wolowicz, and Mayor Long
ABSENT: None
Also present were Carolyn Lehr, City Manager; Carol Lynch, City Attorney; Joel Rojas,
Community Development Director; Dennis McLean, Director of Finance/Information
Technology (IT); Ray Holland, Director of Public Works; Tom Odom, Deputy Director of
Public Works/Interim Director of Recreation and Parks; Nicole Jules, Senior Engineer;
Katie Howe, Senior Administrative Analyst; Abigail Harwell, Assistant Planner; Holly
Starr, Recreation Services Manager; and Carla Morreale, City Clerk.
Also present was the following: Sgt. Dave Rozas, and Deputy Brandon Epp.
FLAG SALUTE:
The Flag Salute was led by Mayor Pro Tem Misetich.
APPROVAL OF THE AGENDA:
Councilman Stern moved, seconded by Mayor Pro Tem Misetich, to approve the
agenda.
Without objection, Mayor Long so ordered.
PUBLIC COMMENTS:
John Williams, Kiwanis, Rancho Palos Verdes, stated that he and the event
coordinators have been working diligently on many of the details regarding the Palos
Verdes Marathon and looked forward to the Council's approval of the upcoming event.

City Manager Lehr provided a brief update on the status of the 2011 Palos Verdes
Marathon as a result of staff and the event organizers expeditiously working together.
She noted that the application was submitted to the Community Development
Department by the deadline of February 7, 2011 and nearly all of the required
submittals were provided to staff. She provided an overview of the completeness of the
submitted materials and noted that the required $7,500 trust deposit was handed to her
just prior to the meeting this evening; a trust deposit for the Sheriff's cost estimate of
$20,000 for traffic control would be due one month prior to the event and there would be
an additional out-of-pocket cost of$1,500 for the mailing of the public notices.
Community Development Director Rojas provided a brief staff report regarding the
components of the Special Use Permit application received and the few outstanding
items. He noted that staff was prepared to move forward with the next steps of mailing
out the 1,600 notices to those along the route; publishing the notice in the newspaper;
reviewing comments submitted during the comment period; reviewing the materials
submitted by the applicant to formulate staff's recommendation and conditions of
approval to minimize impacts on the neighborhood and the City. He noted that all of the
information would be presented to the Council during a public hearing scheduled on
February 28, 2011.
Discussion ensued between Council Members and staff.
Sgt. Rozas, Lomita Sheriff's Station, provided a brief report regarding the Sheriff's
estimated costs for the marathon based on the current magnitude and staging of the
event in Rancho Palos Verdes.
Deputy Epp, Lomita Sheriff's Station, explained the difference between the previous
route of the Palos Verdes Marathon and the spread of the runners compared to the
currently proposed route. He noted that the time frame for the marathon is doubling
from a four-hour event to an all day event lasting until 3:00 p.m. He reported that the
additional required manpower and the additional number of hours are the reasons for
the higher cost estimate.
Sgt. Rozas provided additional information regarding the staffing needs for the event,
the location for the Sheriff's command post, the closing of a major arterial into the City,
and concerns regarding emergency vehicle access. He noted that the surrounding
neighborhoods and businesses will be impacted and Abalone Cove Park will be closed
since it will be landlocked, with no way in or out.
Discussion ensued between Council, staff, Sheriff's representatives, and the applicant
for the Palos Verdes Marathon regarding the following topics: Sheriffs cost estimate
and trust deposit; coordination of emergency vehicles for the event; parking and traffic
issues; and scheduled uses for the Abalone Cove Park site.

Councilman Stern moved, seconded by Councilman Campbell, to approve the staffs
recommendation to receive and file.
Councilman Wolowicz suggested that a friendly amendment might be in order if the
Mayor would like to state some of the concerns he has.
Mayor Long proposed a friendly amendment to instruct staff to request that the $1,500
Noticing Fee be paid as expeditiously as possible, and to otherwise satisfy the
conditions as set forth, at the timing set forth, and continue progress towards satisfying
those conditions in a timely manner to progress toward the February 28, 2011 public
hearing.
The maker and seconder of the motion accepted the amendment.
The motion passed on the following roll call vote:
