RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
DECEMBER 18, 2010
The meeting was called to order at 8:05 A.M. by Mayor Long in the Fireside Room at
Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given
with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Campbell, Misetich, Stern, and Mayor Long
ABSENT: Wolowicz (excused)
Also present were City Manager Carolyn Lehr; Deputy City Manager Carolynn Petru;
Director of Public Works Ray Holland; Deputy Director of Finance/Information
Technology Kathryn Downs; Administrative Analyst Tracy Bonano; and, City Clerk Carla
Morreale.
FLAG SALUTE:
The Flag Salute was led by Mayor Pro Tem Misetich.
APPROVAL OF AGENDA:
Councilman Stern moved, seconded by Councilman Campbell, to approve the agenda
as presented.
Without objection, Mayor Long so ordered.
PUBLIC COMMENTS:
None.
NEW REGULAR BUSINESS:
Interview Applicants for the Various Commissions/Committees
Emergency Preparedness Committee
The following candidates were interviewed for the Emergency Preparedness
Committee: Ron Anderson, Jennifer Boudreau, Diana Feinberg, Marty Foster, Keith
Harter, Mel Hughes, Joe Locascio, and Richard Stark.
RECESS AND RECONVENE:
Mayor Long called a brief recess from 9:29 A.M. to 9:45 A.M.
Councilman Stern moved, seconded by Mayor Long, to amend the Agenda to appoint
members to the Emergency Preparedness Committee after candidates were
interviewed for their primary choice of Committee/Commission.
Without objection, Mayor Long so ordered.
City Clerk Morreale distributed ballots for the Council Members to make their selections
for the Emergency Preparedness Committee.
The City Council appointed the following five members to serve on the Emergency
Preparedness Committee (EPC): Jennifer Boudreau, Diana Feinberg, Marty Foster,
Keith Harter, and Tim Weiner.
Councilman Stern moved, seconded by Councilman Campbell, to appoint the following
three members to the EPC for a four-year term of office until December 2014: Jennifer
Boudreau, Keith Harter, and Tim Weiner; and to appoint the following two members to
the EPC for a two-year term of office until December 2012: Diana Feinberg and Marty
Foster.
Finance Advisory Committee
The following candidates were interviewed for the Finance Advisory Committee:
Rebecca Simon, Willie Wang, Ashok Gupta, and Jerome Duhovic.
RECESS AND RECONVENE:
Mayor Long called a brief recess from 10:19 A.M. to 10:32 A.M.
After the recess, the following candidates were interviewed for the Finance Advisory
Committee: Bill James, Krista Johnson, Sean Khaligh, Joanna Kuo, Ron Rotenberg,
and Romolo Santarosa.
Mayor Long moved, seconded by Councilman Stern, to amend the Agenda to appoint
members to the Finance Advisory Committee after candidates were interviewed for their
primary choice of Committee/Commission.
Without objection, Mayor Long so ordered.
City Clerk Morreale distributed ballots for the Council Members to make their selections
for the Finance Advisory Committee.
The City Council appointed the following three members to the Finance Advisory
Committee (FAC) for a four-year term of office until December 2014: Jerome Duhovic,
Bill James, and Gregory O'Brien; and appointed the following two members to the FAC
for a two-year term of office until December 2012: Joanna Kuo and Willie Wang.

Mayor Long called a brief recess from 11:27 A.M. to 11:31 A.M.
Traffic Safety Commission
The following candidates were interviewed for the Traffic Safety Commission: Carol
Donahue, James Guerin, Bryan Klatt, David Kramer, and Henry Ott.
At 12:25 P.M., while Council waited for the final applicant to arrive, Councilman Stern
moved, seconded by Mayor Long, to reorder the agenda to consider Item No. 3
(Finance Advisory Committee Review of Charter City).
Without objection, Mayor Long so ordered.
Finance Advisory Committee Review of Charter City
City Manager Lehr provided brief remarks regarding this item.
Council and staff discussion ensued.
Councilman Stern moved, seconded by Mayor Pro Tem Misetich, to approve the staff
recommendation to: Approve an amendment to the FY10-11 Finance Advisory
Committee Work Plan to assign the Committee to review the benefits and detriments of
Charter Cities vs. General Law Cities.
The motion passed on the following roll call vote:
AYES: Campbell, Misetich, Stern, and Mayor Long
NOES: None
ABSENT: Wolowicz
Traffic Safety Commission
At 12:35 P.M., City Clerk Morreale distributed ballots for the Council Members to make
their selections for the Traffic Safety Commission.
The City Council unanimously appointed the following five members to serve on the
Traffic Safety Commission: Carol Donahue, Bryan Klatt, David Kramer, Joe Locascio,
and Anthony Self.
Councilman Stern moved, seconded by Councilman Campbell, to direct staff to inquire
as to each Traffic Safety Commission Member's preference regarding term of office and
bring the information back for Council action.
