CC RES 2008-029 RESOLUTION NO. 2008-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, REQUESTING THAT THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC HEALTH'S SOLID WASTE MANAGEMENT PROGRAM BE DESIGNATED AS THE LOCAL ENFORCEMENT AGENCY (LEA) TO ENFORCE THE MINIMUM STANDARDS FOR SOLID WASTE HANDLING AND DISPOSAL. WHEREAS, the County of Los Angeles and its incorporated cities are required by Section 43203 of the California Public Resources Code to designate an enforcement agency to carry out the provisions of the California Integrated Waste Management Act of 1989; and WHEREAS, the City of Rancho Palos Verdes previously designated the Los Angeles County Department of Health Services the local enforcement agency for the City of Rancho Palos Verdes; and WHEREAS, in July of 2006 the Los Angeles County Department of Health Services was reorganized and the Local Enforcement Agency, Solid Waste Management Program, was put under the jurisdiction of the new Los Angeles County Department of Public Health; and WHEREAS, the Los Angeles County Department of Public Health possesses the required capabilities in environmental health and integrated waste management to implement the California Integrated Waste Management Act of 1989 and the regulations and ordinances that have been and will be adopted pursuant thereto: BE IT, THEREFORE RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES: Designate the Los Angeles County Department of Public Health, Environmental Health, Solid Waste Management Program (SWMP) as the Local Enforcement Agency for enforcing State laws and regulations relating to the management of solid waste in the City of Rancho Palos Verdes, pursuant to Subsection C of Section 43203 of the California Public Resource Code.
