CC RES 2008-024 RESOLUTION NO. 2008-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING THE CITY COUNCIL RULES AND PROCEDURES WHEREAS, on January 30, 2007, the City Council amended the City Council Rules of Procedure regarding the Order of Business, Consent Calendar, City Council Oral Reports and Roll Call Votes; and, WHEREAS, on March 6, 2007, the City Council amended the City Council Rules of Procedure regarding considering new business after 11:00 P.M. and establishing a 12:00 A.M. meeting end time; and, WHEREAS, on June 5, 2007, the City Council amended the City Council Rules of Procedure regarding Public Testimony; and, WHEREAS, on March 4, 2008, the City Council adopted Resolution No. 2008-19, establishing a "One Hour" Rule for Council to make requests for information of staff to be in effect until March 24, 2008; and, WHEREAS, the City Council now desires to confirm and perpetuate the "One Hour" Rule amendment to said rules. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That Rule 13, Protocol to Request Information from City Staff, is hereby added to the City Council Rules of Procedure and shall read as follows: 13. PROTOCOL TO REQUEST INFORMATION FROM CITY STAFF A. 13.1 One-Hour Rule City staff, including the City Attorney, is authorized to spend approximately one hour researching and responding to a request for information made by an individual Council member. This rule applies to a new body of work and does not apply to pending agenda items. Requests by an individual Council member for staff support should be made to the appropriate senior staff member, according to the nature of the request and the protocol for channeling communications within a City department. Information that is prepared to respond to a Council member's request will be provided to all members of the Council. 13.2_ Requests that Exceed the One-Hour Rule Any request requiring more than one hour of staff time to research a problem or prepare a response will need to be approved by the full Council to ensure that staff resources are allocated in accordance with overall Council priorities. Once notified that a request for information or staff support would require more than one hour, the Council member may request that the City Manager place the request on an upcoming Council agenda. The Council member desiring Council direction for staff research on an item will prepare a short written request for the agenda. It will be placed on the Council agenda for discussion. The City Manager will provide either a verbal or written report on what will be required to conduct the research or respond to the request and the impact of the request (if any) on other work. The Council will then consider whether it wishes to have staff spend such time bringing the matter back for full Council discussion and action. The Council may choose to take no action, in which case the matter is closed. No change in policy or addition of a new program or service will be made without a full staff report on the costs and impacts on other services, programs or workload.
