A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES LIMITING THE NUMBER OF HAULERS
AUTHORIZED TO PROVIDE SOLID WASTE COLLECTION AND
RECYCLING SERVICES FROM COMMERCIAL PREMISES, AND
ROLL OFF SERVICES TO RESIDENTIAL AND COMMERCIAL
PREMISES IN THE CITY OF RANCHO PALOS VERDES IN
CALENDAR YEAR 2010.
WHEREAS, pursuant to Section 8.20.260 of the City of Rancho Palos Verdes
Municipal Code, and to improve monitoring and reporting of commercial and roll off
disposal and recycling tonnage, and public education activities, only those solid waste
haulers who have entered into a collection agreement with the City may collect solid
waste and recyclables from commercial premises, and roll off services to residential
premises in the City ("Commercial Haulers"); and
WHEREAS, on December 18, 2008, the City Council of the City of Rancho Palos
Verdes adopted Resolution No. 2008- 120, thereby limiting the number of Commercial
Haulers in calendar year 2009 to eleven of the thirteen Commercial Haulers that provided
such services in 2008; and
WHEREAS, the City Council, in adopting Resolution No. 2008-120, found that
more than eleven authorized haulers providing solid waste collection and recycling
services from commercial premises, and roll off services to residential and commercial
premises, would overburden the streets and create traffic problems, as well as potentially
damaging the pavement, and would increase the difficulty of efficiently monitoring and
reporting commercial and roll off disposal and recycling tonnage, and public education
activities; and
WHEREAS, the City of Rancho Palos Verdes has recently completed an intensive
procurement process for the selection of a solid waste hauler to provide solid waste and
recycling services to residential premises located in Service Area No. 1 in the City; and
WHEREAS, Arakelian Enterprises, Inc., dba Athens Services, and EDCO Disposal
Corporation were the two finalists in that procurement process, and on November 4, 2009
EDCO was selected as the City's designated hauler of Area No. 1 ; and
WHEREAS, the City, in recognition of the outstanding reputation of EDCO and
Athens, and of the cooperation and professionalism demonstrated by EDCO and Athens
throughout that procurement process, have extended to EDCO and Athens an invitation
to become one of the Commercial Haulers, and both have accepted that invitation;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES THAT:
The City Council hereby orders that Athens, EDCO, and the following nine of the
eleven solid waste haulers who entered into commercial collection agreements in
calendar year 2009 and provided required quarterly reports and insurance documentation
are permitted to enter into such agreements in calendar year 2010: California Waste
Services LLC; CalMet Services, Inc.; Consolidated Disposal Service, LLC; Easy Roll Off
Services; JJK Roll-Offs, Inc.; S & H Disposal Company & Recycling Services; Universal
Waste Systems, Inc.; USA Waste of California, Inc., dba Waste Management of Los
Angeles; and West Coast Waste & Roll Off Service.
Two companies have been removed from the list. Allied Waste Industries, Inc.
merged with Republic Service, Inc. and will operate as Consolidated Waste Service.
Furthermore, Advanced Waste Services has been removed from the authorized list due
to their delinquency in submitting to the City's the required quarterly reports and fees.
No other solid waste haulers will be authorized to collect solid waste and recyclables from
commercial premises, and roll off services to residential premises in the City in calendar
year 2010.
PASSED, APPROVED, AND ADOPTED THIS 17th DAY OF NOVEMBER 2009.
