A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
ENDORSING MEASURE V - THE PARCEL TAX MEASURE FOR THE PALOS VERDES
PENINSULA UNIFIED SCHOOL DISTRICT ELECTION ON JUNE 23, 2009.
WHEREAS, Palos Verdes Peninsula Unified School District schools are among the very
best in the State, with District student test scores consistently in the top 10% statewide and
98% of students going on to college; and,
WHEREAS, an adequately funded and well-developed public education system
provides numerous benefits and advantages to all of the residents of the community;
and,
WHEREAS, schools throughout California are facing steep cuts as the result of an
estimated $42 billion State budget shortfall this fiscal year, with additional and substantial
shortfalls expected in upcoming years; and,
WHEREAS, it is anticipated that the local impact of current State budget shortfalls will
result in an ongoing reduction of$6 million in funding for District schools; and,
WHEREAS, the District ranks 38th out of the 47 public school districts within Los Angeles
County with respect to the amount of State funding per student; and,
WHEREAS, the District has made every effort to minimize the impact of previous State
funding cuts to the District, including such measures as cutting administrator and non-
teaching staff and has maximized revenues from parent/community donations, grants and
other funding sources; and,
WHEREAS, Measure V is essential for maintaining the quality of the District's
outstanding schools and local educational programs; and,
WHEREAS, without the additional revenue from Measure V, the District will be required to
make substantial cuts to educational and other programs, and to reduce classroom
staffing, all of which will negatively impact the current high quality of District educational
programs and schools; and,
WHEREAS, Measure V is needed to protect the high quality of education in Palos Verdes
and prevent deep cuts to educational programs, including math, science, technology, PE,
music and art; retain qualified teachers and school employees; keep school facilities well-
maintained; and continue programs that promote student achievement and success in
college and careers; and,
WHEREAS, every penny raised by Measure V would stay in our community to benefit our
students and no money can be taken by the State; and,
WHEREAS, the proceeds from Measure V will be monitored by an independent citizens'
oversight committee to ensure funds are spent properly; and,
WHEREAS, Measure V provides an optional exemption for seniors to ensure the cost is
not a burden to those on a fixed income; and,
WHEREAS, quality local schools protect property values; and,
WHEREAS, passage of Measure V will provide stable local funding for Palos Verdes
Peninsula schools that will make our local schools less dependent on unpredictable state
funding; and,
WHEREAS, passage of Measure V will strengthen local control of our schools.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY RESOLVE, to lend its official endorsement and support to Measure V for
the Palos Verdes Peninsula Unified School District.
PASSED, APPROVED and ADOPTED on the 5th of Ma 2009.
