CC RES 2010-092 RESOLUTION NO. 2010-92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT IN FAVOR OF A CITY MEASURE AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS. WHEREAS, a Special Municipal Election is to be held in the City of Rancho Palos Verdes California, on March 8, 2011, at which there will be submitted to the voters the following measure: CHARTER OF THE CITY OF RANCHO PALOS VERDES Shall the ro osed City Charter be adopted to change YES NO p p Y the City of Rancho Palos Verdes from a general law city to a charter city? NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City Council authorizes: Stefan Wolowicz, Councilmember Thomas D. Long, Councilmember Brian Campbell, Councilmember Anthony M. Misetich, Councilmember Douglas W. Stern, Councilmember Members of that body, to file a written argument not exceeding 300 words in favor of the City measure as specified above, accompanied by the printed names and signatures of the authors submitting it, in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State of California and to change the argument until and including the date fixed by the City Clerk of the City of Rancho Palos Verdes ("City Clerk") after which no arguments for or against the City measure may be submitted to the City Clerk. The argument shall be filed with the City Clerk, signed, with the printed names and signatures of the authors submitting it. The argument shall be accompanied by the Form of Statement To Be Filed By Authors of Argument. Ballot arguments shall consist solely of written arguments for or against the measure and shall not contain any pictures or illustrations. Section 2. That the City Council directs the City Clerk to transmit a copy of the measure to the City Attorney of the City of Rancho Palos Verdes ("City Attorney"). The City Attorney shall prepare an impartial analysis of the measure not exceeding 500 words showing the effect of the measure on the existing law and the operation of the measure. The impartial analysis shall be filed with the City Clerk by the date set by the City Clerk for the filing of primary arguments. Section 3. That the City Clerk shall be responsible for complying with provisions of Section 9295 of the California Elections Code and, after completing of the public examination period set forth in that provision, shall file the final text of the impartial analysis and the ballot arguments in favor and against the measure, including argument author information, with the Election Division of the Los Angeles City Clerk's Office by the date designated by the Los Angeles City Clerk to enable timely preparation of the voter information pamphlet for the consolidated election. Section 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
