A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES ESTABLISHING
VARIOUS EMPLOYEE RULES AND PROVIDING FOR
INSURANCE BENEFITS
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES HEREBY
RESOLVES AS FOLLOWS:
Section 1. The following rules, regulations and
benefits are hereby established for the employees of the
City of Rancho Palos Verdes:
A. Annual Vacation Leave: The purpose of annual
vacation leave is to enable each eligible employee annually
to return to his work mentally refreshed. . All employees of
the City of Rancho Palos Verdes shall be entitled to annual
vacation leave with pay except the following:
(a) Employees who have served less than six
months in the service of the city. However, vacation
credits for the time served may be granted to each
such employee who later receives a permanent appoint-
ment.
(b) Employees who work on a provisional
basis, and all employees who are not regularly employed
in a permanent position.
On January 1 of each year each eligible employee
shall be credited with fifteen working days of vacation; pro-
vided, however, that those employees who have less than one
full year of eligible service as of January 1 shall be cred-
ited a prorated portion of vacation time.
For purposes of computing annual vacation leave,
a working day shall be considered as 1/5 of the number of
working or duty hours in- the established work week.
The times during a calendar year at which an employee
may take his vacation shall be determined by the department head
with due regard for the wishes of the employee and particular
regard for the needs of the city. If the requirements of the
city are such that an employee cannot take part or all of his
annual vacation in a particular calendar year, such vacation
either shall be taken during the following calendar year or
paid for at the discretion of the appointing power.
An eligible employee, with the consent of the head
of his department, may defer 15 working days of his annual vaca-
tion to the succeeding calendar year, subject to the provisions
of this section.
In the event one or more municipal holidays fall within
an annual vacation leave, such holidays shall not be charged
as vacation leave, and the vacation leave shall be extended
accordingly.
Employees who terminate employment shall be paid in
a lump sum for all accrued vacation leave earned and not taken
prior to the effective date of termination.
B. Jury Duty: Every classified employee of the
city who is called or required to serve as a trial juror shall
be entitled to absent himself from his duties with the city
during the period of such service or while necessarily present
in court as a result of such call. The employee shall be paid
the difference between his full salary and any payment received
by him, except travel pay, for such duty.

C. Holidays: The holidays to be observed in this
City are as follows: New Year' s Day, Lincoln' s Birthday,
Washington' s Birthday, Memorial Day, Independence Day, Labor
Day, Columbus Day, Veteran' s Day, Thanksgiving Day, Friday
following Thanksgiving Day, Admission Day, Christmas Day and
State-wide Election Days. Employees may have the option of
taking from one to five of the minor holidays on days differ-
ent from those established by law, if mutually beneficial to
the City and employee and approved by the department head or
appointing powers.
No permanent or probationary employee of the City
shall be required to be on duty on holidays unless the
employee' s services are needed and required in the interests
of the public health, safety or general welfare, in which lat-
ter event any such employee shall be entitled to compensatory
time off (at such time as in the discretion of the department
head his services are not needed and required) .
When a holiday falls on a Sunday, the following
Monday shall be observed. If a holiday falls on an employee's
regularly scheduled time off, compensatory time off shall be
granted.
D. Insurance Coverage: The proposal to the City
from Occidental Insurance Company to provide insurance cover-
age for employees for _
(a) Health and Major Medical Insurance, and
(b) Life Insurance in the amount of $10,000
is hereby approved and the Mayor is authorized to execute an
agreement embodying said proposal. All premiums for said
insurance coverage will be paid by the City of Rancho Palos
Verdes.
