CC RES 1994-088 RESOLUTION NO. 94-88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING REVISIONS TO THE COMPETITIVE SERVICE EMPLOYEE PERSONNEL RULES, THE MANAGEMENT EMPLOYEE PERSONNEL RULES AND AMENDING RESOLUTION NOS. 94-56 AND 94-57 WHEREAS, the City Council is authorized and directed under the provisions of Chapter 2 .46 of the Rancho Palos Verdes Municipal Code to adopt rules for the administration of the personnel system created in said Municipal Code Chapter; and WHEREAS, the objectives of these rules are to facilitate efficient and economical services to the public and to provide for an equitable system of personnel management; and WHEREAS, these rules set forth in detail those procedures which define many of the obligations, rights, privileges and prohibitions which are placed upon Competitive Service Employees which are described in Chapter 2 .46 of the Rancho Palos Verde Municipal Code; and WHEREAS, from time to time these rules must be revised due to relevant changes in federal and state personnel law, as well as City Council policy; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: Section 1: Incentive Pay Award Pool: The City Council hereby establishes that the incentive pay pool shall be no more than 1.5 percent of the salary line item in the City's annual operating budget. Section 2 : Competitive Service Employee Personnel Rules: Amends Resolution No. 94-56 establishing the Competitive Service Employee Personnel Rules by adding Section 8 to Rule XIV MISCELLANEOUS PROCEDURES to read: "SECTION 8 - INCENTIVE PROGRAM: From time to time, the City Manager may grant an incentive pay award to any employee in recognition for extraordinary work. (a) The City Manager shall determine the amount of incentive pay per employee award. However, in no case shall the incentive pay exceed 5 percent of an employee's base salary. (c) Employees shall be limited to no more than two incentive pay awards in a twelve month period. " Section 3 : Management Employee Personnel Rules: Amends Resolution No. 94-57 establishing the Management Employee Personnel Rules by adding Section 3 to Rule X MISCELLANEOUS PROCEDURES to read: "SECTION 3 - INCENTIVE PROGRAM: From time to time, the City Manager may grant an incentive pay award to any employee in recognition for extraordinary work. (a) The City Manager shall determine the amount of incentive pay per employee award. However, in no case shall the incentive pay exceed 5 percent of an employee's base salary. " Section 4: Part-Time Employee Eligibility: Part-time employees of the City are also eligible for awards under the incentive pay program under the same criteria established for Competitive Service Employees.
