A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES ESTABLISHING PERMIT
PARKING ON VARIOUS STREETS IN THE ROLLING
HILLS RIVIERA NEIGHBORHOOD.
WHEREAS, Chapter 10.20 of the Rancho Palos Verde Municipal Code
authorizes the City Council to establish permit parking areas in the City by resolution
pursuant to the authority provided by California Vehicle Code Section 22507; and
WHEREAS, Dodson Middle School, a LAUSD school located in Rancho Palos
Verdes has a large student body with approximately 90% of students arriving via bus or
personal vehicle from outside of Rancho Palos Verdes. The school provides adequate
on-campus parking for faculty and staff. However, due to the parking lot's proximity to
certain classrooms and the District's policy of maintaining limited access onto the
campus, faculty and staff are parking on neighborhood streets, thus creating traffic
hazards and parking impacts; and
WHEREAS, the residents along Avenida Aprenda, Eldena Drive, Montereina
Drive, Alaflora Drive, Calzada Drive and Avenida Estudiante have requested the City to
regulate the parking in this neighborhood to address the parking problems associated
with school-related activities; and
WHEREAS, the establishment of permit parking Monday through Friday from
8:00am to 3:00pm, school days only, is intended to relieve traffic congestion along
these streets, reduce traffic hazards and environmental pollution created by nonresident
vehicular parking, and is necessary to provide reasonably available and convenient
parking for the benefit of residents and their guests within the area during this time.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
Section 1. Required Findings. The City Council finds that the establishment of
a permit parking area for Avenida Aprenda, Eldena Drive, Montereina Drive, Alaflora
Drive, Calzada Drive and Avenida Estudiante from 8:00 am to 3:00 pm, Monday through
Friday, school days only, is necessary to relieve overcrowding on those streets caused
by parking associated with non-residents desiring to park near Dodson Middle School.
The overcrowding of parked vehicles in this area is the source of traffic congestion and
hazards, air pollution, and other adverse environmental impacts. These impacts have
resulted in deterioration in the residential quality and character of the neighborhood to
the detriment of the residents and property values. For these reasons, the City Council
finds that the establishment of a permit parking area for the streets listed in Section 2 of
this Resolution between 8:00 am and 3:00 pm, Monday through Friday, school days
only, is necessary to avoid the adverse impacts upon the adjacent residential area
indicated above and to provide reasonably available and convenient parking for the
benefit of the residents along these streets during those periods.
Section 2. Designation of Permit Parking Area. Based upon the findings in
Section 1, the following areas are designated for permit parking:
Avenida Aprenda (residential side from Avenida Cuaderno to
Montereina Dr.)
Eldena Drive (both sides of the street from Avenida. Aprenda to
Redondela Dr.)
Montereina Drive (residential side from Avenida. Aprenda to Montereina
Dr.)
Alaflora Drive (both sides, entire length)
Calzada Drive (both sides, entire length)
Avenida Estudiante (residential side from Montereina Dr. to Avenida.
Cuaderno)
Section 3. Designation of Parking Restrictions. Pursuant to Section 22507
and paragraph (n) of Section 22651 of the Vehicle Code, the permit parking restrictions
on the portions of the streets listed in Section 2 above in the Rolling Hills Riviera
neighborhood shall be as follows:
No parking between 8:00 a.m. of one day and 3:00 p.m. of the same day except
by permit, Monday through Friday, school days only.
Section 4. Posting of Signs. The parking prohibitions contained in Section 3 of
this Resolution shall not become effective until signs have been posted giving adequate
notice of the parking restrictions imposed by this resolution. The Director of Public
Works is hereby authorized to erect such signs.
Section 5. The City Clerk shall certify to the passage and adoption of this
Resolution.
