AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES
ADOPTING BY REFERENCE THE LOS ANGELES COUNTY CODE,
TITLE 26, BUILDING CODE, TITLE 27, ELECTRICAL CODE,
TITLE 28, PLUMBING CODE AND TITLE 29, MECHANICAL
CODE MAKING AMENDMENTS TO SAID CODES AND AMENDING
THE RANCHO PALOS VERDES MUNICIPAL CODE.
II THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES ORDAIN AS FOLLOWS:
Section 1. Chapter 15.08 of Title 15 of the Rancho Palos Verdes
Municipal Code is amended by amending Sections 15.04.010, 15.04.030 and
15.04.040 and adding Sections 15.04.100 and 15.04.110 to read:
15.04.010. Adoption of Building Code. Except as hereinafter
provided, Title 26, Building Code of the Los Angeles County Code, as amended to
June 6, 1982, adopted by Los Angeles County Ordinance No. 81-0001, consisting
of Ordinance 2225 of the County of Los Angeles, as amended by Ordinance 12340 of
the County of Los Angeles, adopting the Uniform Building Code, 1979 Edition
prepared by the International Conference of Building Officials and including
Chapters 11, 38, 48, 49 and 55 of the Appendix to said Uniform Building Code,
except as otherwise provided in said Ordinance 2225 as so amended, is hereby
adopted by reference as the Building Code of the City of Rancho Palos Verdes.
The provisions of said Building Code applying to dwellings, lodgings,
houses, hotels, apartment houses, convents, monasteries or other uses classified
by said Building Code as a Group R-1 or R-3 Occupancy and including Chapters 1,
2, 3, 4 and 98 and 99 shall constitute and may be cited as the Housing Code.
Three copies of Title 26 of the Los Angeles County Code have been
deposited in the office of the City Clerk of the City of Rancho Palos Verdes,
and shall be at all times maintained by said Clerk for use and examination by
the public.
15.04.030. Violations and Penalties. A person shall not erect,
construct, enlarge, alter, repair, move, improve, remove, convert, demolish,
equip, use, occupy or maintain any building or structure or perform any grading
in the City, or cause the same to be done, contrary to, or in violation of, any
of the provisions of the Building Code.
Any person, firm or corporation violating any of the provisions of
Section 301(a) of the Building Code shall be deemed guilty of a misdemeanor,
and each such person shall be deemed guilty of a separate offense for each and
every day or portion thereof during which any violation of any of the provisions
of said Section 301(a) is committed, continued or permitted, and upon conviction
of any such violation such person shall be punishable by a fine of not more
than $500, or by imprisonment for not more than six months, or by both such
fine and imprisonment.
Any person, firm or corporation violating any of the provisions
of said Building Code other than Section 301(a) shall be deemed guilty of an
infraction, and each such person shall be deemed guilty of a separate offense
for each and every day or portion thereof during which any violation of any of
the provisions of said Building Code is committed, continued or permitted, and
upon conviction of any such violation such person shall be punishable by (1) a
fine not exceeding $50 for a first violation; (2) a fine not exceeding $100 for
a second violation of the same provision within one year; (3) a fine not
exceeding $250 for each additional violation of the same provision within one
year.
15.04.040. Fees. Notwithstanding the provisions of Section 15.04.010,
the Building Code is hereby amended by increasing the amount of each and every
fee set forth in Sections 303(a), 303(b), 303(d), 303(e), and 303(f), including
Tables 3-A and 3-B of said Building Code to be the fee set forth in the most
current resolution of the City Council establishing fees pursuant to said
Building Code. In the event no such resolution has been adopted, said fees
shall be fifty percent greater than those set forth in Sections 303(a), 303(b),
303(d), 303(e), and 303(f), including Tables 3-A and 3-B of said Building
Code.
15.04.100. Sections 3203 Amended, Fire Retardant Roofing. Notwith-
standing the provisions of Section 15.04.010, Section 3203 of the Building Code
is amended by amending subparagraphs 5 and 6 thereof to read:
5. Wood shingles treated to meet class C rating.
6. Wood shakes treated to meet class C rating.
15.04.110. Section 9903(b) Amended--Definition of Substandard Building.
Notwithstanding the provisions of Section 15.04.010, the Building Code is
amended by amending Section 9903(b) to read:
Sec. 9903 - Definition of Substandard Building.

(b) Any unfinished building or structure which has been in the course
of construction an unreasonable time, in no event less than 2 years, and where
the appearance and other conditions of said unfinished building or structure
are such that the unfinished structure substantially detracts from the appearance
of the immediate neighborhood or reduces the value of property in the immediate
neighborhood, or is otherwise a nuisance, shall be deemed and hereby is declared
to be a substandard building.
Section 2. Chapter 15.08 of Title 15 of the Rancho Palos Verdes
Municipal Code is amended by amending Sections 15.08.010, 15.08.030 and 15.08.040
to read:
15.08.010. Adoption of Electrical Code. Except as hereinafter
provided, Title 27, Electrical Code, of the Los Angeles County Code, as amended
to June 6, 1982, adopted by Los Angeles County Ordinance No. 81-0001, consisting
of Ordinance 11096 of the County of Los Angeles, adopting the National Electrical
Code, 1978 Edition, sponsored by the National Fire Protection Association,
commencing with page 70-1 through 70-623 inclusive, except as otherwise provided
in said Ordinance 11096 as amended, is hereby adopted by reference as the
Electrical Code of the City of Rancho Palos Verdes.
Three copies of Title 27 of the Los Angeles County Code have been
deposited in the office of the City Clerk and shall be at all times maintained
by said Clerk for use and examination by the public.
15.08.030. Fees. Notwithstanding the provisions of Section 15.08.010,
the Electrical Code is hereby amended by increasing the amount of each and
every fee set forth in Section 82-8 of said Building Code to be the fee set
forth in the most current resolution of the City Council, establishing fees
pursuant to said Electrical Code. In the event no such resolution has been
adopted, said fees shall be fifty percent greater than those set forth in
Section 82-8 of said Building Code.
15.08.040. Penalty for Violation. Any person, firm or corporation
violating any of the provisions of the Electrical Code shall be punishable by a
fine of not more than five hundred dollars or by imprisonment in the county
jail for a period of not more than six months, or by both such fine and
imprisonment. Each person, firm or corporation violating any of the provisions
of this chapter shall be deemed guilty of a separate offense for each day or
portion thereof during which such violation continues and shall be punishable
therefor as provided in this section.

Section 3. Chapter 15.12 of Title 15 of the Rancho Palos Verdes
Municipal County Code is amended by amending Sections 15.12.010, 15.12.030 and
15.12.040 to read:
15.12.010. Adoption of Plumbing Code. Except as hereinafter provided,
Title 28, Plumbing Code of the Los Angeles County Code, as amended to June 6,
1982, adopted by Los Angeles County Ordinance No. 81-0001, consisting of
Ordinance 2269 of the County of Los Angeles, as amended by Ordinance 12339 of
the County of Los Angeles, adopting the Uniform Plumbing Code, 1979 Edition
prepared by the International Association of Plumbing and Mechanical Officials
and includiag Appendices, A, B, C, G and I to Title 28, Plumbing Code, except
as otherwise provided in said Ordinance 2269 as so amended, is hereby adopted
by reference as the Plumbing Code of the City of Rancho Palos Verdes.
Three copies of Title 28 of the Los Angeles County Code have been
deposited in the office of the City Clerk and shall be at all times maintained
by said Clerk for use and examination by the public.
15.12.030. Fees. Notwithstanding the provisions of Section 15.12.010,
the Plumbing Code is hereby amended by increasing the amount of each and every
fee set forth in Section 59 including Tables No. 1 and 2 and Section 60 of said
Plumbing Code to be the fee set forth in the most current resolution of the
City Council, establishing fees pursuant to said Plumbing Code. In the event
no such resolution has been adopted, said fees shall be fifty percent greater
than those set forth in Section 59 including Tables 1 and 2 and Section 60 of
said Plumbing Code.
15.08.040. Penalty for Violation. Any person, firm or corporation
violating any of the provisions of the Plumbing Code shall be punishable by a
fine of not more than five hundred dollars or by imprisonment in the county
jail for a period of not more than six months, or by both such fine and
imprisonment. Each person, firm or corporation violating any of the provisions
of this chapter shall be deemed guilty of a separate offense for each day or
portion thereof during which such violation continues and shall be punishable
therefor as provided in this section.
Section 4. Chapter 15.16 of Title 15 of the Rancho Palos Verdes
Municipal Code is amended by amending Sections 15.16.010, 15.16.030 and
15.16.040 to read:
15.16.010. Adoption of Mechanical Code. Except as hereinafter
provided, Title 29, Mechanical Code of the Los Angeles County Code, as amended
to June 27, 1982, adopted by Los Angeles County Ordinance No. 81-0001, consisting
of Ordinance 9544 of the County of Los Angeles, as amended by Ordinance 12269
of the County of Los Angeles, adopting the Uniform Mechanical Code, 1976
Edition jointly prepared by the International Conference of Building Officials
and the International Association of Plumbing and Mechanical Officials and
including the Appendix to said Title 29, Mechanical Code, except as otherwise
provided in said Ordinance 9544 as so amended, is hereby adopted by reference
as the Mechanical Code of the City of Rancho Palos Verdes.
Three copies of Title 29 of the Los Angeles County Code have been
deposited in the office of the City Clerk and shall be at all times maintained
by said Clerk for use and examination by the public.
15.16.030. Fees. Notwithstanding the provisions of Section 15.16.010,
the Mechanical Code is hereby amended by increasing the amount of each and
every fee set forth in Sections 302(b) and 304 of said Mechanical Code to be
the fee set forth in the most current resolution of the City Council, establishing
fees pursuant to said Mechanical Code. In the event no such resolution has
been adopted, said fees shall be fifty percent greater than those set forth in
Sections 302(b) and 304 of said Mechanical Code.

15.16.040. Penalty for Violation. It shall be unlawful for any
person, firm, or corporation to erect, install, alter, repair, relocate, add
to, replace, use or maintain heating, ventilating, comfort cooling, or refrigera-
tion equipment in the jurisdiction, or cause the same to be done, contrary to
or in violation of any of the provisions of the Mechanical Code. Maintenance
of equipment which was unlawful at the time it was installed, and which would
be unlawful under said Mechanical Code if installed after the effective date of
said Mechanical Code, shall constitute a continuing violation of said Mechanical
Code.
Any person, firm or corporation violating any of the provisions of
said Mechanical Code shall be deemed guilty of a misdemeanor, and each such
person shall be deemed guilty of a separate offense for each and every day or
portion thereof during which any violation of any of the provisions of said
Mechanical Code is committed, continued, or permitted, and upon conviction of
any such violation, such person shall be punishable by a fine of not more than
$500.00 or by imprisonment for not more than six months, or by both such fine
and imprisonment.
