AN ORDINANCE OF THE CITY OF RANCHO
PALOS VERDES ESTABLISHING THE AUTHORITY
OF THE CITY COUNCIL TO CREATE A
PARKING PERMIT PROCEDURE AND AMENDING
THE RANCHO PALOS VERDES MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
ORDAIN AS FOLLOWS:
Section 1. The Rancho Palos Verdes Municipal Code
is hereby amended by adding a new Chapter 4 to Article VII
to read :
Chapter 4. Parking Permits.
7401. Intent and Purpose. The City of Rancho
Palos Verdes has a severe parking problem, particularly
in the areas near the Pacific Ocean, due to the impact
of thousands of beach parking per day, and therefore
must develop a system to treat parking as an extremely
limited and scarce resource to be properly allocated.
To alleviate this problem, the council does now establish
a parking permit procedure wherein parking is limited
or prohibited within certain areas to be defined by
resolution of the council . In said areas general
parking may be restricted or prohibited by resolution
of the council except for vehicles with appropriate
permits issued through the City, in which case a
vehicle may park for up to seventy-two hours subject to
such additional limitations and restrictions as may be
established by the council.
7402. Generally. Parking permits may be issued
for areas in which parking has been limited or prohibited

by a resolution of the council for each vehicle owned
or regularly operated as provided this article.
7403 . Types of Permits:
(a) Residential Parking Permits. Any bona
fide resident of the area in which parking permits are
required may purchase a residential parking permit for
each car for use in any area where parking has been
limited.
(b) Guest Parking Permits. Any bona fide
resident of the area in which parking permits are required
may purchase two (2) guest parking permits which may be used
by any guest with the permission of the bona fide resident
in any area where parking has been limited.
(c) Special Event Permits. Any bona fide
resident of the area in which parking permits are required
may obtain permits good for a twenty-four hour period if
the applicant demonstrates that he/she is holding a party
or special event at their resident on a date certain. No
resident may obtain special event permits for two consecutive
days.
7404. Application: To obtain a residential parking
permit, and guest parking permits, each bona fide resident
shall furnish the name and address of the applicant, proof
of residence, and, for the resident parking permits, the
make, model and license number of each vehicle owned by the
bona fide resident.
7405. Description of Permits--Display:
(a) The residential parking permit shall be an
adhesive backed sticker supplied by the City evidencing the
issuance of a permit under this article and shall be perman-
ently affixed to the left rear bumper of the vehicle at all
times.
(b) The guest parking permits shall be issued
in card form, with identifying serial numbers, and placed
in the interior of the vehicle in such a manner as to be
clearly visible to the parking control officer.

7406. Duration.
(a) No residential parking permit issued
under this article or renewal thereof shall continue
for a period longer than the vehicle for which the
permit so issued is owned or regularly operated by a
bona fide resident of the City and in no event longer
than one year from the date of the permit.
(b) No guest parking permit issued
under this article or renewal thereof shall continue
for a period longer than one year from the date of the
permit.
7407. Destruction of Residential Parking Permit
Due to Transfer of Vehicle or Chan.e of Address. Upon
the transfer of the vehicle described in the permit
` -- issued under this article, or upon the permittee' s
change of place of residence to an area other than that
described in the permit, rendering such permit unnecessary,
the permittee shall destroy such permit and report such
destruction at the city administration building.
7408. Renewal. Upon the expiration of permits
issued under this article, and if the permittee still
qualifies under the conditions of this article, renewal
of such permits will be granted upon payment of the
proper fee.
7409. Fees--Duplicates.
(a) Fees for said permits shall be set by
resolution of the City Council .
(b) If a permittee loses, surrenders or
destroys an unexpired residential parking permit issued
under this article for a certain vehicle, he may

obtain another permit for the same vehicle for the
unexpired term or a permit for a substituted vehicle
for the unexpired term upon the payment of a fee of one
dollar.
(c) If a parking permit card issued under this
article for guest parking is lost or stolen, a duplicate
may be obtained for the unexpired term upon payment of
a fee of ten dollars.
7410. Emergency Permits. The chief of police
shall have the discretionary power, in emergencies,
to issue to any person a parking permit for a period
not exceeding three consecutive days. Such permit may
be either oral or written, at the discretion of the
chief, and no fee shall be charged.
7411. Violations.
(a) A parking control officer shall attach
a notice of violation onto any vehicle not evidencing a
resident arkin permit sticker or a clearly visible

parking has been limited or prohibited by a resolution
of the counsel.
(b) A parking control officer may cause
any vehicle parked in violation of this chapter to be
towed away at the owner' s expense.
(c) The city council shall, by resolution,
determine the amount of fine to be imposed on owners of
vehicles parked in restricted areas in violation of
this chapter.
(d) It shall be unlawful and a violation
of this chapter for a person to falsely represent

himself as eligible for a parking permit or to furnish
false information in an application therefor to the City.
(e) It shall be unlawful and a violation
of this chapter for a person holding a valid parking
permit issued pursuant hereto to permit the use or display
of such permit on a motor vehicle other than that for
which the permit is issued. Such conduct shall constitute
an unlawful act and violation of this chapter both by
the person holding the valid parking permit and the
person who so uses or displays the permit on a motor
vehicle other than that for which it is issued.
(f) It shall be unlawful and a violation
of this chapter for a person to copy, produce, or
otherwise bring into existence a facsimile or counterfeit
parking permit or permits. It shall further be unlawful
and a violation of this chapter for a person to knowingly
use or display a facsimile or counterfeit parking permit
in order to evade limitations on parking applicable in a
permit parking zone.
(g) Upon conviction of any unlawful act or
violation of paragraphs (d) , (e) , and (f) , a person shall
be punishable by a fine not to exceed five hundred dollars
($500. 00) .
