AN ORDINANCE OF THE CITY OF
RANCHO PALOS VERDES AMENDING
THE RANCHO PALOS VERDES MUNICIPAL
CODE BY PROVIDING FOR AN ANNUAL
CHANGE OF BUILDING CODE FEES
AND DECLARING THE URGENCY THEREOF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Article VIII, Chapter 1, Section 8103
of the Rancho Palos Verdes Municipal Code is hereby amended
to read as follows:
"8103 . Fees. Notwithstanding the provisions of
Section 8100 , the Building Code is hereby amended by increas-
ing the amount of each and every fee set forth in Section
303 and in Tables No. 3-A and 3-B of said Building Code to
be the fee set forth in the most current resolution of the
City Council , establishing fees pursuant to said Building
Code. In the event no such resolution has been adopted,
said fees shall be fifty percent (50% ) greater than those
set forth in Section 303 and in Tables 3-A and 3-B of said
Building Code.
All fees specified above shall be changed on
January 1 , 1979 , and on January 1st of each year thereafter,
as follows:
a) On January 1 , 1979, all such fees shall be
equal to an amount to be determined by adding to the
current fee the product obtained by multiplying the
average Gross National Product deflator factor , for
goods and services purchased by state and local govern-
ment, as published by the United States Department of
Commerce, for the four (4 ) calendar quarters =available
prior to January 1 , 1979, by such fee.
b) On January 1st of each year thereafter,
all such fees shall be equal to an amount to be deter-
mined by adding to the amount of the fee in the previous
calendar year the product obtained by multiplying the
average Gross National Product deflator factor , for
goods and services purchased by state and local govern-
ment, as published by the United States Department of
Commerce, for the four (4 ) calendar quarters available
prior thereto by such fee in the previous calendar year. "
Section 2 . This Ordinance is necessary for the im-
mediate preservation of the public peace, health and safety.
The reasons for the urgency of this Ordinance are as follows:
On June 6 , 1978 , the voters of the State of California
approved an amendment to the California Constitution which

seriously impairs the ability of the City to raise tax
revenues from the levy of an ad valorem tax on property, and
in turn provide adequate police and fire protection, and
other essential municipal services to the citizens, visitors,
commercial establishments, property owners and others in the
City of Rancho Palos Verdes. The potential loss of revenues
due to the approval of such amendment woulc occasion the
curtailment of such needed police, fire and other essential
municipal services. Such amendment is to take effect on
July 1, 1978 . It is therefore imperative that the City
immediately seek other methods of deriving revenues so as to
meet the needs of the City with respect to police and fire
protection, and other essential municipal services, thereby
preserving the public peace, health and safety. This
urgency Ordinance shall therefore take effect upon adoption.
