ORD 088 ORDINANCE NO. 88
AN ORDINANCE OF THE CITY OF RANCHO PALOS
VERDES PROVIDING FOR THE LICENSING, IM-
POUNDING, AND REGULATING OF ANIMALS AND
AMENDING THE RANCHO PALOS VERDES MUNICIPAL
CODE.
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
HEREBY ORDAINS AS FOLLOWS :
Section 1. The Rancho Palos Verdes Municipal Code
is hereby amended by amending Chapter 4 of Article III in its
entirety to read:
CHAPTER 4 - ANIMAL CONTROL REGULATIONS
PART 1 - IN GENERAL
3400 This Chapter shall be known as, and may be cited
and referred to as, "The Animal Control Ordinance" .
3400. 1 Whenever any reference is made to any portion of
this Chapter such reference applies to all amend-
ments and additions thereto now or hereafter made.
3400 . 2 The present tense includes the past and future
tenses; and the future, the present. Each gender
includes the other two genders.
3400 . 3 The singular number includes the plural and the
plural the singular.
3400. 4 Shall and May. "Shall" is mandatory and "May"
is permissive .
3400 .5 Whenever a power is granted to, or a duty is im-
posed upon the Director or other public officer ,
the power may be exercised or the duty may be per-
formed by a deputy of the officer or by a person
authorized, pursuant to law, by the officer , unless
this Chapter expressly provides otherwise.
3400 .6 Any person violating any of the provisions of this
Chapter is guilty of a misdemeanor punishable by a
fine of not exceeding five hundred dollars or by
imprisonment in the County Jail for a period not
exceeding six months, or by both such fine and
imprisonment. Each such person is guilty of a
separate offense for every day during any portion
of which any violation of any of the provisions
of this Chapter is committed, continued or per-
mitted by such person, and shall be punished
therefor as provided by this Chapter.
PART 2 - DEFINITIONS
3401 Definitions. Whenever in this Chapter the following
terms are used they shall have the meaning ascribed
to them in this article unless it is apparent from
the context thereof that some other meaning is in-
tended.
3401 . 1 Animal . Any animal , poultry, bird, reptile, fish or
any other dumb creature.
3401 . 2 Animal Shelter . A place where all animals impounded
by the Director are placed for their humane care and
keeping.
3401 . 3 Animal Exhibition. Any display containing one or
more wild animals which are exposed to public view
for entertainment, instruction or advertisement.
3401 . 4 Approved Canine Rabies Vaccine . A Canine Rabies
Vaccine which is approved for use by the State of
California Department of Public Health.
3401 . 5 Cat. Any cat of at least 4 months of age, includ-
ing female as well as male.
3401 . 6 Director . The officer designated by the City Council
to carry out and enforce the terms of this Chapter,
whether such person shall be an employee of the City
or shall be furnished by a contractor contracting
with the City to provide the services provided for
in this Chapter, and such term shall include but not
be limited to, "Poundmaster" or "dog catcher" .
3401 . 7 Dog. Any dog of at least 4 months of age , includ-
ing female as well as male.
3401 . 8 Grooming Parlor . Any place of business where
animals are groomed, clipped, bathed or otherwise
conditioned as pets and/or for show.
3401 . 9 Guard Dog. A dog rented by the owner to another
person for guard duty.
3401 . 10 Impounded . If any animal pursuant to this Chapter
or any state statute has been received into the cus-
tody of any animal shelter, such animal will have
been "impounded" as that word is used in this Chapter.
3401 . 11 Livestock . As used in this Chapter "Livestock" in-
cludes domestic fowls and rabbits.
3401 . 12 Person. Includes a firm, partnership, corporation,
trust, and any association of persons.
3401 . 13 Pet Shop. Any place of business where dogs, under
four months of age, or cats, monkeys, birds, rep-
tiles, fish, or any other animals to be used as pets,
are kept for sale.

34 01 . 14 Section. A section of this Chapter unless some
other ordinance or statute is mentioned.
3401 . 15 Wild Animal . Any wild, exotic, dangerous or non-
domestic animal, including but not limited to mammals,
fowl , fish or reptiles.
3401 . 16 Any term not defined herein shall be as defined by
other articles of the Rancho Palos Verdes Municipal
Code.

PART 3 - ANIMAL CONTROL
3402 The Director shall capture and take into custody
all:
(a ) Unlicensed dogs.
(b) Any other animal, wild or domestic, which is
by this Chapter required to be licensed which is un-
licensed.
(c ) Any animal being kept or maintained contrary
to the provisions of this or any other ordinance or
state statute.
(d ) Dogs and other animals running at large con-
trary to the provisions of the Agricultural Code or
any other state statute or of this Chapter.
(e ) Sick , injured , stray, unwanted, or abandoned
animals.
(f ) Dogs which are unvaccinated in violation of
this Chapter.
(g ) Animals delivered by the owners to the Director ,
all title and interest in which is abandoned by such
owners.
(h) Animals for which the owner or custodian is
unable to care because of imprisonment, illness, bank-
ruptcy, litigation, or other contingency, or in cases
in which the owner or custodian cannot be found.
3402.1 The Director shall pick up or accept and care for
any animal to be held for observation by the Los
Angeles County Health Officer.
3402. 2 The Director shall place all animals which he takes
into custody in the animal shelter.
3402.3 The Director shall pick up and dispose of all dead
animals on public highways and on public and private
property within the City of Rancho Palos Verdes,
where the owner is unknown and also all dead dogs
and dead cats that have been kept as pets.
3402.4 The Director, any employee thereof or other duly
designated representative of the City, and police
officer shall have the right to make an inspection
to enforce the provisions of this Chapter or other
applicable law by entering into any building or
upon any property within the City of Rancho Palos
Verdes when said person has reasonable cause to
believe that there exists in any building and/or
upon any property any violation of the provisions
of this Chapter or other applicable law; provided
that:
(a ) If such building and/or property be occupied,
he shall first present proper credentials to the
occupant and request entry explaining his reasons
therefor ; and if such building and/or property be
unoccupied , he shall first make a reasonable effort
to locate the owner thereof or other persons having
authority over the building and/or property and
request entry explaining his reasons therefor.
(b) If entry into said building or upon said
property be refused , the Director , any employee
thereof or other duly designated representative

of the City, and any police officer shall obtain an
inspection warrant pursuant to the provisions of the
Code of Civil Procedure ( §§1822. 50-l822. 57) for the
entry and inspection of said building and/or said
property.
(c ) Notwithstanding the foregoing, if the Director ,
any employee thereof, or other duly designated repre-
sentative of the City, and any police officer has
reasonable cause to believe that the keeping or the
maintaining of any animal is hazardous, unsafe or
dangerous as to require immediate inspection to safe-
guard the animal or the public health or safety, he
shall have the right to immediately enter and inspect
such building and/or property, and may use any rea-
sonable means required to effect such entry and make
such inspection, whether such building and/or property
be occupied or unoccupied and whether or not permis-
sion to inspect has been obtained. If the building
and/or property be occupied, he shall first present
proper credentials to the occupant and request entry
explaining his reasons therefor .
This Section shall not prohibit the Director , any
employee thereof, and any police officer from enter-
ing upon any public or private property in the City
of Rancho Palos Verdes for the purpose of capturing
an animal running at large in violation of this
ordinance or other applicable law. Any person who
denies or prevents, obstructs, or attempts to deny,
prevent, or obstruct said capture is guilty of a
misdemeanor .
3402 .5 The Director shall issue all licenses required by
this Chapter and shall maintain those records required
by this Chapter and handle all fees in such a manner
as prescribed by the City Council .
3402 .6 It shall be the duty of the Director to enforce those
sections of the Penal Code of the State of California
pertaining to inhumane treatment of animals and to
take possession of animals so abandoned or neglected
and care for or dispose of same as provided for in
the Penal Code of the State of California or this
Chapter.
3402 .7 The Director shall receive , investigate, and report
to other City officers and City departments com-
plaints concerning disturbing or offensive noises
or conduct of animal or fowl kept or maintained in
the City of Rancho Palos Verdes.
3402.8 Whenever a power is granted to, or a duty is imposed
upon, a public officer, the power may be exercised
or the duty may be performed by a deputy of the
officer or by a person authorized , pursuant to law,
by the officer, unless this Chapter expressly pro-
vides otherwise.
3402 .9 For the purpose of discharging the duties imposed
upon him by this Chapter the Director, in order to
enforce the provisions hereof to take up and impound

any unlicensed or unvaccinated dog, shall enter upon
any premises upon which any dog is kept or harbored
or upon which he has reason to believe any dog is
kept or harbored and demand the exhibition by the
person owning or having charge or control of any
such dog, of the dog, the required rabies vaccination
certificate and the license or license tag for such
dog for the current year provided for by this Chapter .
This section does not permit any person to enter any
private dwelling except where necessary to rescue an
animal.
3402.10 Any person upon whom any demand is made under author-
ity of this Chapter for the exhibition of any dog,
rabies vaccination certificate, or any dog license
or tag, who fails or refuses to exhibit the same if
he has it in his possession, is guilty of a viola-
tion of this Chapter and shall be punishable there-
for as herein provided .
3402. 11 A person shall not interfere with, oppose or resist
the Director or employee of the department, while
such person is engaged in the performannce of any
act authorized by this Chapter.
3402. 12 A person shall not remove any animal from the cus-
tody of the Director nor shall any person remove
any animal from a City animal shelter without first
paying the necessary fees as set forth in this
Chapter or without receiving permission from the
Director to do so.
3402 .13 No person shall be permitted to keep in excess of
three dogs and three cats on any residential lot
within the City.

PART 4 - LICENSES - DOG
3403 Pursuant to Chapter 3 (commencing with Section 30801 )
of Division 14 of the Agricultural Code, the Director
shall issue serially numbered metallic dog license
tags stamped with the initials of the City of Rancho
Palos Verdes and the year of issue and shall collect
for each such tag the fee which shall be established
by the City Council .
3403 . 1 A. person shall not have, harbor , or keep, or cause or
permit to be harbored or kept, any unlicensed dog in
the City of Rancho Palos Verdes.
3403. 2 Any person keeping or harboring any dog for thirty
(30) consecutive days shall be deemed to be the owner
thereof within the meaning of this Chapter .
3403 .3 Each license and each dog license tag provided for
herein for a dog which has been honorably discharged
from the armed forces of the United States and for a
dog owned by a blind person who submits proof to the
Director that such dog has been successfully trained
to lead the blind person as a guide dog and is actually
being used for this purpose, shall be of indefinite
duration so long as the same individual owns or harbors
the same dog. Every other license and license tag
provided herein shall be annual, expiring on June 30
of each year.
3403. 4 The fees provided for herein shall be paid annually
in advance to the Director . The full amount of
each such fee is payable for any fraction of a
year, except that for a dog, which is not eligible
to be licensed prior to January 1 , because of its
age , or which moves into the City after January 1,
the fee shall be reduced by 50 percent.
3403 . 5 The Director shall procure the number of license
receipts and dog license tags needed each year and
shall keep a register wherein shall be entered the
name and address of each person to whom any dog
license tag is issued, the number of such tag, the
date of issuance thereof and a description of the
dog for which issued.
3403. 6 The provisions of this ordinance do not require
either a tag or a license for :
(a) A dog found within the City of Rancho Palos
Verdes when the owner thereof resides in the unin-
corporated territory of the County of Los Angeles
or any municipality within said County and such
dog is wearing or has attached to it a license tag
for the current year issued by such municipality
or said County.
(b) Any dog owned by or in charge of any person
who is a nonresident of the City and is traveling
through the City or temporarily sojourning therein
for a period of not exceeding thirty (30 ) days.

(c ) Any dog brought into the City and kept
therein for not to exceed thirty ( 30 ) days for
the exclusive purpose of entering the same in any
bench show or dog exhibition or field trials or
competition.
(d ) Any dog brought or sent into the City of
Rancho Palos Verdes from any point outside thereof
for the exclusive purpose of receiving veterinary
care, in the event that such dog is kept at all
times strictly confined within such veterinary
clinic.
(e ) Any dog wearing or having attached to it a
license tag for the current year issued by the County
of Los Angeles or a municipality within the County
when the owner thereof has, within one (1 ) year
last past, moved his principal place of residence
from such County or municipality to the City of
Rancho Palos Verdes; provided that such County or
municipality similarly exempts from tag and
license requirements dogs wearing current City
license tags which are owned by persons who have
moved from the City of Rancho Palos Verdes to the
unincorporated territory of the County or to such
municipality.
(f ) Except that each dog found within the City
of Rancho Palos Verdes, regardless of where the owner
may reside, must have a Rancho Palos Verdes dog
license and securely affix the license tag to the
dog 's collar while it is being used as a Guard dog
within the City of Rancho Palos Verdes.
3403. 7 The Director may accept the payment of the fee for
a license tag and a license for a dog who has not
been vaccinated as required by this Chapter on con-
dition that the owner of such dog, within five days
thereafter , have such dog vaccinated and submit the
required veterinarian 's certificate to the Director .
Upon receipt of such certificate the Director shall
issue the license tag and license.
3403 . 8 A license for an individual dog shall be in the form
of a receipt for the fee paid for the dog license
tag and for the license.
3403 .9 The Director shall not issue a dog license unless
the applicant exhibits a certificate signed by a
veterinarian licensed either by the State of Cali-
fornia or by any other State to practice veterinary
medicine that:
(a) The period of time elapsing from the date of
vaccination with approved Killed Virus Vaccine to
the date of expiration of the license being issued
does not exceed 18 months, or
(b) The period elapsing from the date of vaccina-
tion with approved Live Virus Vaccine to the date
of expiration of the license being issued does not
exceed 30 months, or
(c ) Such dog should not be vaccinated with rabies
vaccine because such vaccination would jeopardize
the health of such dog due to infirmity or other

disability, which infirmity or other disability,
and the estimated date of termination thereof, is
shown on the face of the certificate to the satis-
faction of the Director .
3403 .10 A person who obtains a license without submitting
a certificate of vaccination because of the infirm-
ity or disability of the dog, shall within ten days
after the termination of such infirmity or disability,
cause such dog to be vaccinated as required by Part
5.
3403 . 11 When the Director issues a dog license, he shall
show on the receipt, the date of last vaccination
and the type of vaccine used as shown on the
veterinarian's certificate, or if the license was
issued without proof of vaccination, the reason
therefor.
3403 .12 A license tag for an individual dog shall be securely
affixed to a collar, harness, or other device which
shall at all times be worn by such dog except while
such dog remains indoors or in any enclosed yard or
pen.
3403 .13 An unauthorized person shall not remove from any
dog, any collar or harness or other device to which
is attached a license tag for the current year or
remove such tag therefrom.
3403 .14 A person shall not attach to or keep upon, or cause
or permit to be attached to or kept upon any dog ,
any tag provided for in Section 3403.8 of this
Chapter except a tag issued for such dog under the
provisions of this Chapter, or attach or keep upon
or cause or permit to be attached to or kept upon
any dog or make or cause or permit to be made or
have in possession, any counterfeit or imitation
of any tag provided for in this Chapter .

PART 5 - VACCINATION
3404 Every person keeping , harboring or having any dog
over four months of age in the City of Rancho Palos
Verdes shall cause such dog to be vaccinated with
rabies vaccine by a person licensed by the State
of California, or other State to practice veterinary
medicine, on or before the latest of the following
dates:
(a ) Eighteen (18) months after vaccination with
approved Killed Virus Vaccine.
(b) Thirty ( 30) months after vaccination with
approved Live Virus Vaccine.
(c ) Fifteen (15 ) days after first acquiring such
dog.
(d ) Fifteen (15 ) days after bringing such dog
into the City of Rancho Palos Verdes.
3404 . 1 Every person keeping , harboring or having a dog in
the City of Rancho Palos Verdes, which has been vac-
cinated with approved Live Virus Vaccine shall cause
such dog to be revaccinated within a period of not
more than thirty ( 3 0) months after such prior vac-
cination.
3404. 2 Every person keeping , harboring or having a dog in
the City of Rancho Palos Verdes which has been va-
cinated with approved Killed Virus Vaccine shall
cause such dog to be revaccinated within a period
of not more than eighteen (18) months after such
prior vaccination.
3404. 3 Every person practicing veterinary medicine in the
City of Rancho Palos Verdes who vaccinates a dog
with rabies vaccine shall issue to the person to
whom he delivers the dog the original of a certifi-
cate signed by the said veterinarian which states:
(a ) The name and address of the owner or harborer
of the vaccinated dog.
(b) The kind of vaccine used , the name of the
manufacturer and the manufacturer 's serial or lot
number, and the date of the vaccination.
(c ) The breed, age, color , and sex of the vac-
cinated dog.

PART 6 - ANIMALS RUNNING AT LARGE
3405 No person owning or having charge, care, custody,
or control of any dog shall cause, permit, or allow
the same to be or to run at large upon any highway,
street, lane, alley, court or other public place ,
or upon any private property or premises other than
those of the person owning or having charge, care,
custody, or control of such dog, in the City of
Rancho Palos Verdes, unless such dog be restrained
by a substantial chain or leash not exceeding six
(6) feet in length and is in the charge, care, cus-
tody, or control of a competent person.
3405 . 1 Every person owning or having charge, care, cus-
tody, or control of any pig, hog, cow, bull, steer ,
horse, mule, jack , jenny, hinny, sheep, goat or
other livestock , including poultry, is guilty of a
misdemeanor , who willfully or knowingly permits,
or through failure to exercise due care or control,
allows:
(a ) The same to run at large upon any highway,
street, lane, alley, court or other public place,
or
(b ) To enter or remain in or upon any land owned
by any person, other than the owner of such animal,
unless the person in charge of such animal has in
his possession the consent in writing of the owner
or lessee of such land.
This section does not apply to any recreational
use upon uncultivated or unimproved land.
3405 . 2 This Chapter does not prohibit the leading, driving,
or conducting of animals under adequate supervision
along a public highway.

PART 7 - IMPOUNDING
3406 Any person finding any stray domestic animal
or any such animal which is running at large
contrary to the provisions of this Chapter may
take up such animal if he complies with the
applicable provisions of this chapter .
3406. 1 Any person taking up any stray domestic animal or
any such animal found running at large contrary to
the provisions of this Chapter shall surrender such
animal to the Director or to his duly authorized
representative upon demand.
3406. 2 The Director shall hold all estray bovine animals,
horses, mules and burros impounded by him as
provided in Chapter 7 (commencing with Section
17001 ) of Division 9 of the Agricultural Code of
the State of California. If any person appears
and claims any animal referred to in this section,
prior to the time that it is turned over to the
California State Department of Agriculture, the
Director shall collect the general prevailing rate
for such services.
3406 . 3 Every person except the Director , taking up any
stray animal or any such animal which is running
at large contrary to the provisions of this
Chapter shall within four hours thereafter give
notice to the Director or to the Sheriff of:
(a ) The fact that he has such animal in his
possession.
(b ) The complete description of such animal.
(c ) The license number of such animal , if any,
and by what county or municipal corporation
issued. If such animal has no license he shall so
state.
(d ) The place where such animal is confined.
3406 .4 In case such notice is given to any member of the
Sheriff 's Office, such officer shall immediately
notify the Director and shall furnish him all
the information which has been obtained regarding
such animal.
3406. 5 The Director shall deliver to the animal shelter
any and all animals picked up by the Director in
accordance with this Chapter.

3406. 6 The animal shelter shall be kept open to the
public for the transaction of business during such
hours as shall be established by resolution of the
City Council .
3406 . 7 The Director may, upon impounding of any animal ,
cause to be published in any newspaper circulated
within the community wherein any such animal
was taken up, a notice of description of such
I/ animal , the date of such taking up and impounding
and the address of the animal shelter wherein such
animal is being held.
3406. 8 The Director shall not release any dog redeemed
by an owner unless such dog does not have rabies,
and:
(a ) The purchaser exhibits a certificate
signed by a veterinarian licensed either by the
State of California or by any other State to
practice veterinary medicine that:
(1 ) Such dog has been vacinated approved
Killed Virus Vaccine less than eighteen (18)
months prior to date of release, or
( 2) Such dog has been vaccinated with
approved Live Virus Vaccine less than thirty (30 )
months prior to date of release, or
(3 ) Such dog should not be vaccinated with
rabies vaccine because such vaccination would
jeopardize the helath of such dog due to infirmity,
or other disability and the estimated date of
termination thereof is shown on the face of the
certificate, or
(b) A licensed veterinarian has so vaccinated
such dog within the times specified in subsection
(a ) of this section.
(c ) That there has been paid to the Director a
reasonable fee as determined by the Poundmaster
for the vaccination of the dog; provided however
such fee shall not exceed $5. 00.
(d ) Within 72 hours or receipt of the vaccina-
tion fee or as soon thereafter as possible , the
Poundmaster shall cause the dog for which the fee
has been paid to be vaccinated with an approved
vaccine by a person licensed by the State of
California.
3406 .9 The Director shall keep a record of each animal
impounded by him, the date of the impounding
thereof, the date and manner of its disposal, and
if redeemed, reclaimed, or sold, the name and
address of the person by whom redeemed, reclaimed,
or purchased, and the amount of all fees received
or collected for or because of the impounding,
reclaiming, or purchasing thereof, together
with the number of any license tag exhibited or
purchased upon the redemption or sale of any such
dog, as well as the number and the date of anny
kennel license exhibited upon the redemption of
any dog.

3406. 10 When any dog wearing a current valid license tag
issued by the City of Rancho Palos Verdes, the
County of Los Angeles or any municipality within
the County of Los Angeles, is impounded pursuant
to this ordinance the Director shall, within
eighteen working hours after receiving such dog,
notify either by telephone or letter , with postage
fully prepaid thereon, the person to whom the
current license for such dog was issued, of the
whereabouts of such dog.
3406. 11 If the Director does not comply with Section
3406 . 10, he shall charge no fee of any kind for I/
any board or care of such dog prior to the time
when the owner or person to whom the current
license for such dog was issued, or other person
in charge of such dog, receives actual notice of
the whereabouts of such dog.
3406 . 12 Dogs wearing a current valid license tag, issued
by the City of Rancho Palos Verdes, the County of
Los Angeles or any municipality within the County
of Los Angeles, impounded pursuant to this Chapter
shall not be destroyed or otherwise disposed of
unless:
(a ) The person to whom the current license for
such dog was issued so directs; or
(b) Five full days have elapsed since such per-
son was notified of his dog 's whereabouts by tele-
phone; or
(c ) Six full days have elapsed since a letter ,
postage fully prepaid, addressed to such person at
his last known address and informing such person
of the whereabouts of his dog, has been deposited
in the United States mail.
3406 .13 The fees for the redeeming of a dog or cat and
the charge for the feeding and caring for such
dog or cat shall be established by resolution of
the City Council .
3406 .14 A charge shall not be collected for any animal
which has been unlawfully taken up and impounded.
Such animal shall be immediately delivered upon
demand to the owner or person entitled to the
custody thereof.

3406 . 15 The owner or person entitled to the custody of any
animal taken up and impounded under the provisions
of this Chapter may at any time before the sale or
disposal thereof, as herein provided , redeem such
animal by paying to the Director the fees which
shall be established by resolution of the City
Council, up to the time of such redemption.
3406 . 16 The Director may employ a private veterinarian
whenever he deems it necessary in order to properly
care for and maintain any animal, and the cost
thereof, not exceeding the amount which shall be
established by resolution of the City Council
shall be a City charge . When a veterinarian 's
fee has been paid or incurred for the care or
treatment of any animal, such animal shall not
thereafter be redeemed without payment by the
owner of such fee, in addition to any and all
other fees, so as to reimburse the City for its
cost for veterinarian service for such animal.
3406. 17 If the Director suspects that any dog impounded
has rabies he shall hold such dog for inspection
by, and shall notify the Los Angeles County Health
Officer. The Los Angeles County Health Officer
shall examine such dog, and if he believes such
dog should be held for further observation, he
shall so inform the Director who shall hold such
dog as directed. If the Los Angeles County Health
Officer finds that such dog is afflicted with
rabies, the Director shall confine it as directed
by said Health Officer . If the Los Angeles County
Health Officer finds that such dog does not have
rabies the Director shall release it or dispose of
it as provided in this Chapter.
3406. 18 Nothing in Section 3406. 18, or any other portion
of this Chapter shall be construed to either
authorize or require any person other than a
person having a California State Veterinary
License to practice veterinary medicine, or to
do any act in violation of the Business and
Professions Code.
3406 . 19 Not less than five days after taking up and
impounding any animal found running at large or
being maintained contrary to the provisions of
this Chapter, unless it sooner be redeemed by its
owner, the Director may destroy or sell such
animal to any governmental entity unless the
disposition of such animal is covered by some
other section of this Chapter .

PART 8 - VOLUNTARY REGISTRATION OF CATS
3407 The Director is hereby authorized to establish a
Voluntary Cat Registration system as follows:
(a ) Upon payment of the fee prescribed herein,
the Director shall issue an identification tag to
each cat owner or person having custody or control
thereof for each cat, said tag to be worn at all
times by the cat for which issued. Should a cat
come into the custody of the Director and said cat
shall have attached a valid identification tag
issued by the Director , then the Director shall
within 18 working hours from the time of impound-
ing notify the registered cat owner that said cat
is in the custody of the Director .
(b ) A record of the name and address of the cat
owner and a description of the cat, as well as the
identification number assigned thereto shall be
maintained by the Director on each cat registra-
tion and such other information that the Director
may deem proper .
(c ) The fees for registration of cats, shall be
the fees which shall be established by resolution
of the City Council .
(d ) From the effective date of this Section, any
cat shall be deemed to be stray if found at large
off the property of the owner. The Director shall
hold such cat for no less than the minimum time
prescribed by law. Each such cat may be impounded ,
held and disposed of in the manner as provided under
Part 7 Impounding, Section 3406, et seq.
(e ) An unauthorized person shall not remove from
any cat, any collar or harness or other device to
which is attached any identification tag issued by
the Director hereunder or remove such tag therefrom.
3407. 1 This Part is of a voluntary nature and does not re-
quire a cat owner to purchase a tag as provided
hereunder.
